Covid-19: Saudi Arabia bans entry of 20 countries, including India

RIYADH FEBRUARY 03 :

Saudi Arabia suspended entry of people from 20 countries on Tuesday, with the exception of diplomats, Saudi citizens, medical professionals, in a bid to contain the spread of the COVID-19 pandemic.

The suspension which begins from Wednesday includes travellers who transited through the banned countries within the 14 days prior to their journey to the country, The News International reported.

“The source added that the citizens, diplomats, health practitioners and their families coming from the aforementioned countries or those who transited any of those countries during the 14 days preceding their return to the Kingdom will enter the Kingdom in accordance with the precautionary measures imposed by the Ministry of Health,” Al Arabiya quoted the Saudi Press Agency.

The countries which have been included in the suspension are the UAE, Egypt, Lebanon, and Turkey, as well as the US, Sweden, Brazil, Britain, Germany, France, Switzerland, Argentina, Italy, Ireland, Portugal, South Africa, India, Indonesia, Pakistan, and Japan.

According to Johns Hopkins University, the kingdom has so far recorded over 368,639 COVID-19 cases and 6,383 deaths. (ANI)

Aijaz Assumes charge as DC Baramulla

Mohammad Aijaz (IAS) today assumed the office as Deputy Commissioner Baramulla immediately after the issuance of order by General Administration Department in this regard.

Pertinent to mention that, Mohammad Aijaz has been ordered to hold the charge of DC Baramulla till Bhupinder Kumar joins the office, in addition to his own duties as MD of Kashmir Power Discom reads Government order no 98-JK(GAD) of 2021 dated 02-02-2021.

Meanwhile, the newly posted DC interacted with officers and officials of the district administration who welcomed him and assured their full cooperation for the holistic development of the district. They also presented a brief profile of the district during which he impressed upon them to adopt a coordinated approach to achieve the goals set for development of the district, besides mitigating public issues on priority.

Says No One Is Under House Arrest In Erstwhile State

A total of 183 persons are still detained under Public Safety Act while no one is under house arrest in Jammu and Kashmir, Parliament was informed on Wednesday.

Giving details, Minister of State for Home G Kishan Reddy said that since August 1, 2019, 613 persons “including separatists, over ground workers, stone pelters etc.” were detained at various points of time. “Out of these, based on regular review and ground situation, 430 persons have been released till date,” he said while responding to the questions by Congress leader from Assam Ripun Bora and Shiv Sena’s Priyanka Chaturvedi in the House of Elders.

He said that detentions were part of various measures taken in the “interest of security and public order” in view of the constitutional changes effected by the Parliament with regards to the erstwhile State of Jammu and Kashmir in August 2019.

“The Government of Jammu and Kashmir has further reported that no person is under house arrest in the Jammu and Kashmir,” he said as per the reply, a copy of which lies with GNS.

In March last year, the government had informed Lok Sabha that a total of 451 people were under detention in J&K, including 396 under Public Safety Act.

The authorities took 7,357 persons in preventive custody since August 2019 when the special status of the erstwhile state was abrogated and it was divided into two Union Territories—J& and Ladakh, the minister had said on 11 March 2020.
The minister had said the detentions were made under section 107 of the CrPC, as also under the J&K Public Safety Act, 1978. (GNS)

India, Pakistan must resolve Kashmir issue peacefully: Gen Bajwa

In significant remarks amid tensions in relations between Pakistan and India, Pakistan Army Chief General Qamar Javed Bajwa said on Tuesday that the two countries must resolve the longstanding issue of Jammu and Kashmir “in a dignified and peaceful manner” and bring “this human tragedy to its logical conclusion”.

Speaking at the graduation ceremony of 144th GD (P), 90th Engineering Course and 100th AD courses held at PAF Academy, Asghar Khan, Gen Bajwa said and that his country is “firmly committed to the ideal of mutual respect and peaceful co-existence” and that “it is time to extend peace in all directions”. He maintained that Pakistan is “a peace-loving country that has rendered great sacrifices for regional and global peace”.

“We stand firmly committed to the ideal of mutual respect and peaceful co-existence. It is time to extend hand of peace in all directions. Pakistan and India must also resolve the longstanding issue of Jammu and Kashmir in a dignified and peaceful manner”.

According to a statement by Pakistan’s Inter-Service Public Relations (ISPR), Gen Bajwa said Pakistan will not allow anybody or any entity to misinterpret its “desire for peace as a sign of weakness”. He said Pakistan armed forces are fully capable to thwart any threat.

Pakistan Army chief was the chief guest at the event while Pakistan Air Force chief Marshal Mujahid Anwar Khan was also present at the ceremony. Gen Bajwa lauded the role played by Pakistan Air Force in “war on terror”.

The Pakistan Army Chief’s remarks concerning India are being seen as a signal of a change in outlook and a desire in improvement in bilateral ties. India has repeatedly said that talks and terror cannot go together and Pakistan should take demonstrable steps against terror groups operating from its soil responsible for terror attacks against India. Air Traffic Disrupted In Kashmir, Several Flights Rescheduled

SRINAGAR FEBRUARY 03 :

Air traffic to and fro Kashmir Valley was affected with several flights already rescheduled on Wednesday amid light snowfall and poor visibility at Srinagar ‘international’ airport, officials said.

The good news for the travelers was that the runaway has been cleared and visibility has improved at the airport to allow the resumption of the flight operations, officials told GNS.

Airport authorities in a series of tweets earlier informed that snow, mist, and fog reduced visibility on the ground and in the air.

“Snow and ice reduce braking action on the runway which creates hindrance in flight operation,” they said, adding, “Snow clearance machines and all team of (airport) are putting efforts to resume flight operation as soon as possible. Keep in touch for all updates as well as do contact with relevant airlines for updates.”

While runaway has been cleared, the authorities have rescheduled at least seven flights but travelers have been advised to approach Airport before time. “The flight operation is resumed very soon,” the officials added. (GNS)

Union Ministry of Home Affairs Tuesday said that almost 34 lakh Domicile Certificates have been issued in J&K till January 25, 2021.

As per news agency—Kashmir News Observer (KNO), in a written reply to a query, Union Minister of State for Home G K Reddy said that the government of J&K has issued a total of 33, 80, 234 Domicile Certificates have been issued till January 25, 2021.

In reply to another query, the MoS Home said that it has been further reported that since the constitutional changes were made in August 2019, 58 civilians lost their lives in 54 militant attacks for “various purposes.” “No pattern of selective targeting based on religion could be established,” it states.

The reply added that as J&K is battling the “menace of militancy” for the last three decades, various measures have been taken to protect the life and property of people, particularly those belonging to the vulnerable sections. “This includes overall, as well as specific security arrangements, through appropriate deployment based on intelligence inputs, identification and arrest of supporters of militancy, proactive operations to seek and arrest/neutralization of militancy, intensified night patrolling and checking of nakas etc. Coordination meetings are held regularly and high level of alertness maintained by the security forces,” it reads.

DDC election for chairperson, vice-chairperson to be held on 8 Feb: DEO Kupwara

The District Election Officer (DEO) Kupwara, Imam Din Tuesday said that the election for DDC chairperson and the vice-chairperson will be held on 8 February.

Earlier on the counting day, the state election authority stopped the counting of Drugmulla constituency saying that the details filed by a female candidate, a resident of Pakistan Administered Kashmir (PaK), was wrong.

Talking to the news agency—Kashmir News Observer (KNO), Deputy Commissioner Cum District Election Officer (DEO) Kupwara said that the election for both the chairperson and the vice-chairperson will be held in February without considering the Drugmulla constituency since the majority is already available.

“The decision about the Drugmulla constituency is pending with the government and whatever is decided will be done. There is no issue with the scheduled election for chairperson and vice-chairperson since the majority of DDC members are available for voting,” he said.

“There are options for the Drugmulla constituency including the counting, cancellation even the elections can be re-conducted but it depends on the decision of the government,” DEO said—(KNO)

LoC Flare Up: 24 Security Men, 22 Civilians Killed Last Year

Substantial Decline In Militant Attacks Over Last 3 Years: MHA

SRINAGAR, FEBRUARY 2 :

At least 24 security forces personnel and 22 civilians were killed along the Line of Control due to flare up between India and Pakistan along the Line of Control last year, officials said on Tuesday.

They said that there were nearly 70 per cent increase in “ceasefire violations” in last one year with 5133 incidents reported in 2020 and 3479 in 2019 while number of such happenings was 2140 in 2018.
They said 30 civilians were killed and 143 injured in 2018 while the number of civilians killed in 2019 was 18 killed and injures 127. 22 civilians were killed and 71 injured in 2019.

Similarly, they said, 29 security personnel were killed and 116 injured in 2018. In 2019, they said, 19 personnel were killed and 122 injured while 24 personnel were killed and 126 others injured last year.

Regarding militant attacks, they said there were 244 incidents were reported last year in which 62 security personnel and 37 civilians were killed while 106 personnel and 112 civilian were injured. At the same time, they said, 221 militants were killed compared to 157 in 2019 and 257 in 2018.

Responding to a question by parliamentarians— Bhartruhari Mahtab, Rahul Ramesh Shewale, Omprakash Bhupalsinh Alias Pawan Rajenimbalkar—MOS MHA G Kishan Reddy said that Jammu and Kashmir is affected by militancy “sponsored and supported from across the border for the last three decades.”

“The ceasefire violations by Pakistan are reported from the IB/LoC in Jammu and Kashmir only.

The Government has adopted a policy of zero tolerance towards (militancy),” he said, adding, “Immediate and effective retaliation is undertaken by the security forces in cases of ceasefire violations/ cross border firings.”
He said that there has been a substantial decline in the militant attacks over the last three years due to a slew of “pre-emptive measures undertaken by the Government.”

To a question, he said that The last DG level meeting of BSF and Pakistan Rangers was held from 08-10 November, 2017 at New Delhi. “During this meeting, the issue of cross border firing was discussed, in which it was agreed upon by both sides to ensure that no such firing takes place,” he said, adding, “In case of any firing, the other side must exercise maximum restrain and immediate contact through all available means of communication be established to avoid further escalation.”
He said flag meetings are also held on ground, on need basis, between Commanders of different level.

Asked abbot the details of assessment made to ascertain the losses to the Exchequer due to such attacks, the MoS said that no such assessment is made. However, he said, compensation is provided to the civilians, security force personnel, etc. for the losses due to such attacks.

To a question about the measures taken to counter such incidents, he said, “Government has been consistently raising the issue of cross border (militancy) and has placed high emphasis on international cooperation in combating the menace of terrorism including in bilateral, regional and international fora.” (GNS)

Pakistan summons senior Indian diplomat over alleged ‘ceasefire violations’

ISLAMABAD FEBRUARY 02 :

Pakistan on Tuesday summoned a senior Indian diplomat to register its protest over alleged ceasefire violations by Indian forces along the Line of Control (LoC).

The Foreign Office claimed that four civilians sustained injuries due to the firing in Hotspring and Jandrot Sectors on Monday.

The Indian side was called upon to respect the 2003 Ceasefire Understanding, investigate this and other such incidents of deliberate ceasefire violations and maintain peace along the LoC and the Working Boundary. (PTI)
