DC Kupwara pays surprise visit to SD Hospital Kupwara

KUPWARA, JANUARY 21:

Deputy Commissioner, Kupwara Imam Din today paid a surprise visit of Sub District Hospital, Kupwara this morning. He was accompanied by Additional Deputy Commissioner Kupwara, Nazir Ahmad Lone.
The Deputy Commissioner inspected various wards , interacted with patients and enquired about the facilities being provided to them from Hospital Administration. He also inspected various sections including Dialysis Centre, X-Ray section and other units.
The Deputy Commissioner also inspected the COVID-19 immunization center, where COVID imunization was going on .First dose was given to Chief Medical Officer Kupwara, Dr.Kounser Amin.
On the occasion the Deputy Commissioner, while talking to media persons said that he had paid surprise visit of Sub District Hospital Kupwara and expressed satisfaction about the better functioning of the Hospital. Regarding COVID 19 immunization, the Deputy Commissioner said that people who have registered themselves for immunization should take the proper doses so that the COVID pandemic could get eradicated, adding that people should not give ear to rumors. He also directed CMO Kupwara to ensure a vigorous public awareness campaign regarding Health Insurance Cards so people across the district could get benefits of the scheme.

Massacre Anniversary: Shutdown In Kashmir’s Commercial Hub

SRINAGAR, JANUARY 21 :

Lal Chowk and adjoining areas of the commercial hub of Srinagar on Thursday observed a spontaneous shutdown to mark the 31 anniversary of the massacre at Gaw Kadal in 1990.

Reports said that shops and other business establishments are shut in Gaw Kadal, Basant Bagh, Lal Chowk, Maisuma, Red Cross Road, Exchange Road, Budshah Chowk, Abi Guzar, Residency Road, MA Road, Sarai Bala, Court Road, Koker Bazar, Hari Sigh High Street, Goni Khan and Polo View.

On January 21, 1990, over 50 civilians were killed after paramilitary troopers opened fire on a procession at Gaw Kadal in Srinagar, where people had gathered to protest the reported molestation of women by the security forces’ personnel during a night raid in Chotta Bazar. (GNS)

SRINAGAR, JANUARY 21 :

Freezing cold conditions shows no signs of relenting in Kashmir as the minimum temperature plummeted across the Valley, the weatherman said on Thursday.

A meteorological department official told GNS that the mercury fell by one degree Celsius in Srinagar, the summer capital of Jammu and Kashmir and recorded a low of minus 7.0°C against minus 6.0°C on the previous night. At minus 8.4°C, Srinagar witnessed the season’s coldest night last week and it was the chilliest night in more than 25 years. In 1991, Srinagar witnessed a low of minus 11.8°C while the lowest ever temperature was recorded on 31 January 1893 when the mercury had plummeted to minus 14.4 degrees Celsius.

Meanwhile, the minimum temperatures continued to remain far below normal in other parts of the Valley, settling at minus 9.3°C in Pahalgam against minus 8.3°C on the previous night in the world-famous health resort.

Qazigund, the gateway town of J&K, recorded a low of minus 8.8°C against 8.7°C on the previous night and was the second coldest place in the Valley after Pahalgam. Kokernag recorded a low of minus 6.9°C against 7.9°C on the earlier night.Against minus 5.8°C on the previous night in Kupwara, the mercury settled at minus 5.9°C in the north Kashmir district, the official said.

Gulmarg, the world-famous skiing resort, recorded a low of minus 7.8°C against minus 6.5°C on the earlier night, the official said.

Kashmir is in the middle Chillai-Kalan, the 40-day winter period which commenced on December 21 and ends on January 31. The period is considered the harshest of the winter when the chances of snowfall are most frequent and maximum.

The cold wave, however, continues even after that in Kashmir with a 20-day-long ‘Chillai-Khurd’ (small cold) and a 10-day-long ‘Chillai-Bachha’ (baby cold). Already, Kashmir Valley received heavy snowfall earlier this month, disrupting normal life.

The weatherman has forecast “dry and cold weather over Jammu and Kashmir” “with significant improvement in night temperature” in the next 24 hours. For the subsequent two days, the MeT has forecast scattered to widespread light to moderate rain, snow, and thundershowers in J&K. (GNS)

Wani said that the deceased was a pious human being and was respected by one and all in the society by his helpful nature and simplicity .
Wani prayed for eternal peace to the departed soul and courage to the bereaved family especially to Syed Showkat Ah shah and Farooq ah Trali .
Wani showed solidarity and sympathy with the whole bereaved family .
All the leaders of JKCSF also showed sympathy and solidarity with Farooq Ah Trali and Syed Showkat Ah Shah .

President Biden signs order to end Trump’s ‘Muslim travel ban’

WASHINGTON JANUARY 21 :

In a blow to his predecessor Donald Trump’s actions to limit immigration, US President Joe Biden on Wednesday has ended the ‘Muslim travel ban’, which blocked travel to the United States from several predominantly Muslim and African countries.

Hours after taking the office, Biden on Wednesday signed 17 executive orders memorandums and proclamations including ending the Muslim travel ban.

He has directed the State Department to restart visa processing for individuals from the affected countries and to develop ways to address the harm caused to those who were prevented from coming to the United States because of the ban, The New York Times reported.

Implemented in 2017 during Trump’s first week in office, the Muslim Ban initially restricted travel from seven Muslim-majority nations: Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen.

The ban faced several legal challenges, but the Supreme Court in 2018 upheld the final version of the measure.

The Muslim travel ban so far restricts citizens from 12 countries — Iran, Libya, Syria, Yemen, Somalia, Nigeria, Myanmar, Eritrea, Kyrgyzstan, Sudan, Tanzania and North Korea — and some Venezuelan officials and their relatives from obtaining a broad range of US visas, NPR reported.

With another executive order, Biden has bolstered the Deferred Action for Childhood Arrivals program that protects from deportation immigrants brought to the United States as children, often called Dreamers.

Another executive order revoked the Trump administration’s plan to exclude non-citizens from the census count, and another overturns a Trump executive order that pushed aggressive efforts to find and deport unauthorised immigrants.

Biden has also halted construction of Trump’s border wall with Mexico. The order includes an “immediate termination” of the national emergency declaration that allowed the Trump administration to redirect billions of dollars to the wall. (ANI)

Imran Khan kicks-off 3G/4G internet services in Waziristan

WAZIRISTAN JANUARY 21 :

Pakistan Prime Minister Imran Khan, during a visit to Wana, announced that 3G/4G internet services will become operational in Waziristan from Wednesday.

“I know that 3G and 4G is important for education and development… this was a huge demand of the youth, one that was justified,” he said.

The Prime Minister went on to explain that “security issues” were a major reason in the delay behind providing 3G/4G internet services. “I spoke to my security agencies…we agreed that we need to be cognisant of militnats using this facility. Despite this, we also thought that it is the need of our young people and that is why this service will become operational from today.” (IANS)

‘Roshni’ scam: former Pulwama DC booked

‘NEW DELHI , JANUARY 20:
The CBI has booked then Deputy Commissioner of Pulwama Mehraj Ahmed Kakroo and 12 others in connection with the alleged illegal conferment of ownership rights on unauthorised occupants of the State land in Jammu & Kashmir under the now repealed Roshni Act. The case pertains to land that measuring six kanals, 10 marlas and four sersai, which was illegally occupied by Ghulam Ahmed Pandith, Ghulam Nabi Naikoo, Mohammad Amin Pandith and Farhat Pandith, Abdul Majid Sheikh and Ghulam Rasool Wani, as alleged.

A committee, that included comprising then Deputy Commissioner of Pulwama Mehraj Ahmed Kakroo, then Additional Deputy Commissioner Iftikar ul Hasnain Bari, then Assistant Commissioner Mohammed Rajab Bhat and three other revenue officials — Abdul Razak Wagay, Ghulam Ahmad Sheikh and Maqbool Ahanger — gave the ownership rights to the beneficiaries.

All the accused officials and the beneficiaries have been named in the FIR. The CBI has so far registered several cases related to the ₹25,000-crore ‘Roshni’ scam.

When will UPSC convene SCM for induction of local officers in IPS?

SRINAGAR, JANUARY 20 :

In a move that has raised eyebrows, the Union Public Service Commission is yet to convene the selection committee meeting (SCM) for induction of local officers of J&K into the Indian Police Service (IPS).

Highly placed sources told news agency—Kashmir News Observer (KNO) that the proposal for filling 28 IPS vacancies is hanging fire since May 2020.

“The proposal was sent to the Union Public Service Commission and Ministry of Home Affairs in May 2020. Since then the proposal is pending as Union repeatedly sought clarifications,” they said, adding that all queries and clarifications have been responded to by J&K government.

The government had submitted the proposal to fill vacancies of 2010, 2011, 2012 and 2013.

The proposal was submitted after MHA determined 28 vacancies for these years- 08 for 2010, three vacancies for 2011, 08 vacancies for 2012 and 09 vacancies for 2013.

The process of filling vacancies in promotion quota of IPS in J&K came to halt from 2010 due to different issues including seniority dispute and litigation. As per rules, the process of induction into IPS starts from the determination of the vacancies by the Central Government against the promotion quota of any state.

After determination of vacancies, the State Government concerned forwards a proposal to the UPSC containing the details/records of the State Police Service officers in the order of their seniority.

After submission of the proposal, the UPSC convenes a meeting of all the three stake holders- UPSC, Centre and State- which is known as ‘Selection Committee Meeting.

The selection Committee scrutinizes the records/ ACRs and other details of SPS officers thoroughly and as per the provisions of Regulation 5(4) of the promotions Regulations. According to rules, the committee records its recommendations in the shape of ‘Minutes’ which are signed by each member and the Chairperson.

These minutes are first sent to the State Government concerned which in turn forward these to the Central Government after its concurrence. Central Government also examine the minutes and convey its concurrence to the UPSC. Finally, these are placed before the Commission. The Commission conveys its approval to the Central Government which is the cadre controlling authority for the Indian Police Service.

Subsequently, the MHA issues notification for induction of officers into Indian Police Service who are included in the select list unconditionally exactly in the order in which their names appear in the select list—(KNO)

18 member Parliament standing committee delegation arrives in Sgr on study tour

SRINAGAR, JANUARY 21 :

A 18 -member Parlimentarian delegation has arrived on a study visit in Kashmir to study tourism, culture and transport sectors extensively.
A senior Government official informed KNS that the members are part of standing committee on tourism, culture and transport.
” 13 MP arrived today, rest will join them tommorw. Actually it is 31 member delegation, 13 are officials.”

Officials said they will review the tourism infrastructure and would meet officials and other stakeholders associated with the sector regarding publicity and promotions in the valley in the Vivanta hotel where they are staying also.

“The delegation would also delibrate 
 Road, Tourism, Travel and Hospitality infrastructure. The rail, air and road connectivity would be an important area of their study and would seek suggestions for its improvement,” he said.

Meanwhile the delegation would also meet representatives of different political parties including Farooq Abdullah tommorw, sources added.
Meanwhile on the first day of their visit,  they visited Dachigham Wildlife Sanctuary and Hazratbal shrine in Srinagar.
On the second day ( Thursday)of their visit they will meet NHAI officials also regarding the status of Srinagar-Jammu issue.
On Friday they are travelling to Gulmarg.
