LAHORE JANUARY 02 :

Alleged Mumbai attack mastermind and Lashkar-e-Taiba (LeT) operations commander Zaki-ur-Rehman Lakhvi was arrested on Saturday in Pakistan on militancy financing charges, an official said.

Lakhvi, who was on bail since 2015 in the Mumbai attack case, was arrested by the Counter-Terrorism Department (CTD) of Punjab province.
However, the CTD did not reveal the place of his arrest.

“Following an intelligence-based operation conducted by the CTD Punjab, proscribed organisation LeT leader Zaki-ur-Rehman Lakhvi was arrested on charges of terrorism financing,” it said.

It further said that Lakhvi, 61, was arrested in a case of militancy financing registered in a police station of CTD Lahore.

“Lakhvi is accused of running a dispensary, using funds collected for terrorism financing. He and others also collected funds from this dispensary and used these funds for further terrorism financing. He also used these funds for personal expenses,” the CTD said.

The CTD said that in addition to belonging to proscribed organisation LeT, Lakhvi is also a UN designated individual.

“His trial will be held before the Anti-Terrorism Court in Lahore,” it added. (PTI)

Sourav Ganguly In ICU In Kolkata, Undergoing Primary Angioplasty

Cricket board president Sourav Ganguly has been hospitalised in Kolkata after suffering “chest discomfort”.

The Board of Control for Cricket in India (BCCI) president Sourav Ganguly has been hospitalised in Kolkata and is undergoing primary angioplasty after suffering “chest discomfort while doing tread mill at his home gym”. The former India captain reached the Woodlands hospital in Kolkata at 1pm on Saturday. The hospital said that an ECG was conducted, which showed “hyper acute ST segment elevation in inferior leads and lateral leads”. “Mr Sourav Ganguly, 48 years old, President BCCI, former Captain of Indian Cricket team and eminent personality suffered from chest discomfort while doing tread mill at his home gym. He had family history of IHD Ischemic heart disease. When he came to the hospital at 1pm, his pulse was 70/min, BP 130/80 mm of Hg and other clinical parameters were within normal limits,” Dr Rupali Basu, Woodlands hospital MD and CEO, said in a statement. (Courtesy NDTV)

DC Kupwara reviews arrangements for Republic Day

In order to ensure smooth conduct of Republic Day (RD), 2021, Deputy Commissioner (DC), Kupwara, Anshul Garg, convened a meeting of all concerned officers here today, and fixed responsibilities to each.
DIG, BSF, Sector Headquarter Kupwara, SSP Kupwara, SSP Handwara, Additional Deputy Commissioners of Kupwara and Handwara, ACR, SDM Lolab, District and Sectoral Officers were present on the occasion.
The Deputy Commissioner stressed upon the officers to ensure fault free arrangements for smooth conduct of the National Event and follow the timeline for ensuring arrangements well in advance. He directed them to follow protocol of COVID-19 strictly and ensure use of masks in the function. The Deputy Commissioner also stressed the need for maintaining protocol in seating arrangement and also issued directions to the police department for taking proper protocol of National Flag.
Earlier, ADC Kupwara briefed the meeting about the programme and responsibilities of each officer and was informed that the main function of the Republic Day will be held at District Police Lines (DPL) Kupwara, where National Flag will be hoisted and the VIP will take salute on the March Past comprising the contingents of JKP, JKAP, CRPF, IRP, BSF, CRPF, FPF and Home Guard. The function will start with Shania Vadan at 8 AM.
Entrusting the responsibilities for smooth conduct of the event, the Deputy Commissioner asked R&B Department, Mechanical Engineering and Municipality Kupwara to ensure proper sanitation and cleanliness of the DPL ground. They were also directed to keep manpower available in case of snowfall on both days of rehearsal and main function. Assistant Commissioner Development (ACD) was directed to make seating arrangement of the function. While as Power Development & PHE departments were directed to ensure uninterrupted power and water supply. CMO Kupwara was ordered to deploy doctors & paramedics along with Ambulance and first aid. The police department was entrusted with security arrangements. Information Department will facilitate proper Public Addressing System and media coverage of the event. SRTC was asked to make sufficient arrangement of vehicles. Other arrangements including refreshment, illumination, deployment of magistrates, arrangement of cultural programmes, barricading, facility of commentator and availability of fire-tenders were also reviewed.
It was also given out in the meeting that Republic Day function will also be held at Handwara and Karnah subdivisions, besides, block level.

Pregnant woman develops serious complications, airlifted from snow bound Gure

BANDIPORA, JANUARY 02 :

Authorities in Bandipora on Saturday said it airlifted a pregnant woman, facing serious complications from snow bound Gurez Valley to Bandipora in a chopper.

On the diections of Deputy Commissioner (DC) Bandipora Dr Owais Ahmad, a pregnant lady was airlifted from Gurez to Bandipora for immediate medical aid.

An official told the news agency—Kashmir news observer (KNO) that the district administration received an SOS from the family for evacuation of the patient, who was in advance stage of pregancy and developed some serious complications.

DC Bandipora immediately directed to arrange a special chopper to airlift the patient, he said.

Pertinently, Gurez Valley remained cut off from the rest of the Valley during winters due to heavy snowfall in the Valley—(KNO)

Grenade lobbed in Tral, 08 civilians injured

SRINAGAR, JANUARY 02:

Eight civilians were injured after Suspected militants hurled a grenade on security forces at Tral Bus stand in South Kashmir’s Awantipora on Saturday.

A senior police officer told SNS that militants hurled grenade on SSB at Bus stand Tral, however it missed the intended target and exploded on road. In this incident eight civilians recieved minor splinter injuries and were shifted to nearby hospital for treatment. All them are said to be stable.

Soon after the attack whole area has been cordoned off to nab the attackers.

Afghan Radio Journalist Shot Dead in Car Ambush

KABUL: An Afghan radio journalist has been shot dead in a car ambush in the central province of Ghor, making him the fifth media worker to be killed in two months in Afghanistan.

Besmullah Adel Aimaq, editor-in-chief of Voice of Ghor radio, was shot and killed en route to Firoz Koh city, the capital of Ghor province, on Friday, said the governor’s spokesman, Aref Aber.

Aimaq’s murder follows a similar pattern in recent months, where prominent Afghans have been ambushed by gunmen or killed in bomb attacks.

No group has yet claimed responsibility for the killing.

*Series of targeted killings*

Targeted killings of prominent figures, including journalists, politicians and rights activists, have become more common in recent months as violence surges in Afghanistan despite ongoing peace talks with the Taliban.

Last month, Afghan journalist Rahmatullah Nekzad was murdered in the eastern city of Ghazni.

He was shot dead by unknown attackers on his way to a mosque near his house, according to reports.

In November last year, Radio Liberty reporter Aliyas Dayee was killed in a car bomb attack in southern Lashkar Gah city.

Much of the violence has been unleashed by the Taliban as they attempt to gain leverage in peace talks, which opened in September in Qatar’s capital, Doha, but are currently on a break until early January.

According to a report by the Committee to Protect Journalists (CJP) released in December 2020, “the number of journalists singled out for murder in reprisal for their work more than doubled” last year.

“Globally, at least 30 journalists were killed in 2020; 21 of those were singled out for murder in retaliation for their work … while others were killed in combat or crossfire or on another assignment that turned dangerous,” said the report.

Former Minister and National Conference leader Basharat Bukhari today asked the People’s Alliance for Gupkar Decleration (PAGD) to share their road-map with the people.
“Alliance was made on the backdrop of decisions of last year against Article 370. They have come together to show anger against it. Meanwhile elections happened. Seats were divided and people were asked to cast vote in favor of them to show resentment against GOI decision. now results have also come. yesterday I asked a question to my leaders also that what is the roadmap . It is important to tell people about the road-map of the alliance. I don’t know whether they have road-map or not even if they don’t have, it is important to inform same to people also.”
In a major revelation Bukhari also said that former Chief Minister Mufti Muhammad Sayeed entered into alliance with BJP because he saw a ray of hope in the leadership of Prime Minister Narendra Modi to resolve Kashmir issue.

When parleys were going on between BJP and Mufti Sayeed regarding Govt formation. I asked Mufti Sayeed if I can talk to Congress and National Conference regarding Govt formation. He didn’t say anything. After many days we met in Jammu and I again threw the idea of Govt formation with Congress and NC in presence of Rafi Mir and Peerzada Manzoor.
” This time he replied that he at this age doesn’t want to become chief minister for building roads and laying water supply pipes. I want to do something for Kashmir issue. Otherwise any of you, Mehbooba can become Chief Minister.”

PM Modi has mandate of public and he has authority. People have given vote to Modi’s face, Bukhari quoted him as saying, “He told us that we have to get our programme of opening borders and roads and other elements of programme implemented by him only. He said that he doesn’t see any bigger Leader than PM Modi who can talk about the Kashmir issue or talk to Pakistan about it. If we loose this opportunity, we won’t be able to implement our programme, he told us. I felt his argument convincing. But BJP Government failed us, Mufti sb. When he was admitted in Delhi hospital, Me , Mehbooba Mufti were there. Those days PM Modi went to Pakistan to attend marriage of Son of Nawaz Sharif. Mehbooba Mufti When Mufti sb came to know about it in hospital She said Mufti sb told her that finally they understood him and they have to do it. He felt happy. He has said they will talk and after some days he passed away. They failed us. Later we could not continue in that direction.we didn’t follow it. I already said we talk when we are out of power and remain silent when we are in power. This is the reason, then personal matters matter more. When we take out large rallies. We lie and innocent people take it. But inside picture is totally different,” he told KNS correspondent.

Word ‘State’ deleted from ‘Jammu Kashmir State Board of School Education (JKSBOSE)

Srinagar, Jan 1, : Government had deleted the word ‘State’ from the name of ‘Jammu Kashmir State Board of School Education. Now it will be known as Jammu Kashmir Board of School Education.

Deputy Secretary Administration Central Ghulam Hasan Wani in this regard has issued an order which reads that in pursuance of SO 3465 (E) dated 15-10-2020, issued by the Ministry of Home Affairs (Department of Jammu, Kashmir and Ladakh affairs) it is hereby ordered for the information and compliance of all the Officers and Sub / Branch Heads of the Jammu and Kashmir Board of School Education that hence forth all the official communications and correspondences shall be made under the title of “The Jammu and Kashmir Board of School Education” instead of “The Jammu and Kashmir State Board of School Education”, thus deleting the word “STATE” from its name.”

“ Violation or non-compliance If any, detected in this regard shall attract severe action against the defaulter or defaulters,” the order reads.

All serving employees to get “Disability Compensation”, if they get disabled in the line of duty: Dr Jitendra Singh

New Delhi, January 01, 2021:In a significant New Year announcement, Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel,
Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh on Friday
informed of the government decision to extend “Disability Compensation” for all
serving employees, if they get disabled in the line of duty while performing their
service and are retained in service in spite of such disablement.

Today’s order will particularly provide a huge relief to young Central Armed Police
Force (CAPF) personnel like CRPF, BSF, CISF, etc since disability in performance
of duties is generally reported in their case due to constraints of job requirement as
well as hostile or difficult work – environment.
Pertinent to mention that this new order will remove an anomaly in service rules,
considering the hardship faced by the employees, since as per the earlier OM dated
5/5/2009, the provisions of disability benefits under Central Civil Services(CCS)
(EOP) Rules did not provide such compensation to those government servants who
were appointed on or after 1.1.2004 and covered under National Pension System
(NPS). However, with the new order issued by the Department of Pensions in the
Ministry of Personnel, the employees covered under NPS will also get benefits under
Rule (9) of Extra Ordinary Pension (EOP).
In other words, if a government servant gets disabled while performing his duties and
this disablement is attributed to government service, in that case if he is still retained
in the service in spite of disablement, a lump sum compensation will be paid to him
by arriving at the capitalized value of the disability element, with reference to the
Commutation Table in force from time to time.
Expressing his satisfaction on today’s order, Dr. Jitendra Singh said, the Modi
Government is making all efforts to simplify the rules and to do away with
discriminatory clauses. The ultimate objective of all these new initiatives is to provide
ease of living for the Government servants even after they have superannuated and
become pensioners or family pensioners or elder citizens, he said.
In another employee-friendly decision, the Ministry of Personnel recently did away
with minimum qualifying service of 10 years for pension, if a government servant is
incapacitated due to bodily or medical infirmity and retired from government service.
Accordingly, Rule 38 of CCS (Pension) Rules was amended to provide Invalid
Pension at 50% of the last pay, even if the employee had not completed minimum
qualifying service of 10 years.
In addition to above, in yet another reform in the Pension Rules, a decision was also
taken to amend the rule and provide pension at enhanced rate to the family of an
employee who died during service before completing the requisite service of
minimum 7 years. As a result, now the family pension of 50% of the last pay is also
admissible to the family of employees who die even before completing 7 years of
