Father-daughter duo take Oath as DDC members in Poonch

POONCH, DECEMBER. 28 :

A father-daughter duo affiliated with Congress party, took Oath as District Development Council (DDC) members in Poonch district of Jammu division on Monday.

According to the news agency—Kashmir News Observer (KNO), the two recently elected DDC members are Abdul Ghani and his daughter Nazia Ghani.

Ghani, a senior Congress leader and Party’s District President won DDC polls from Poonch constituency while his daughter Nazia Ghani won from Nangali Sahib Sai Baba constituency.

The duo emerged victorious after defeating Bharatiya Janata Party (BJP) candidates in their respective constituencies.

On Monday, Oath ceremony was held at Poonch Degree College wherein Deputy Commissioner (DC) Poonch administered oath to the newly elected DDC members.

The father-daughter duo also took oath, vowing to work for upliftment of masses. “We will work for development of our constituencies in best possible manner and will leave no stone unturned in serving masses,” they said—(KNO)

‘Total electorates in JK’, Delimitation commission gathers vital data, likely to visit UT in Feb- March

The Delimitation Commission operating from its New Delhi office has gathered vital data pertaining to total electorates in Jammu and Kashmir and is most likely to visit Union territory in February- March, KINS has learnt.
The Commission constituted to ‘redraw’ J&K’s Assembly hasn’t visited Jammu and Kashmir even once during the past nine and half months of its constitution.
Sources said that earlier though the commission had planned to visit Union territory Jammu and Kashmir, but it couldn’t visit due to the severity of coronavirus pandemic and more so because of the District Development Council (DDC) elections.
However highly placed sources told news agency KINS that now the commission is likely to visit J&K in the February- March to seek views of political parties and people on the delimitation of constituencies.
Asked whether the Coronavirus-induced lockdown had delayed the work of the Delimitation Commission, a source said that the panel remains “unstoppable” and continues with its task.
Sources said that the first visit of the commission will discuss how to ensure equal distribution of assembly seats among the two regions.
However KINS could not contacted any member of the commission for the comments over the visit. 
As per the reorganisation act of J&K 2019, Ladakh UT will have no Assembly while J&K UT will have an Assembly after elections but prior to elections delimitation exercise was a must.
For detailed analysis for delimitation of the Assembly constituencies, sources said that the commission was studying the data pertaining to electorates in J&K including region, district, Assembly segment and block wise.
The Delimitation Commission is headed by Justice (Retired) Ranjana Prakash Desai and comprises Sushil Chandra, Election Commissioner and Hridesh Kumar, the Chief Electoral Officer (CEO) J&K. It has all five Lok Sabha MPs from J&K including Union Minister of State in PMO Dr Jitendra Singh, Dr Farooq Abdullah, Jugal Kishore Sharma, Mohammad Akbar Lone and Justice (Retired) Hasnain Masoodi as associate members. However, the National Conference, which has three members, has already dissociated from the Commission.
Top BJP leaders that include national vice president Avinash Rai Khanna and BJP General Secretary (Organisation) Ashok Koul had told KINS that they would like the delimitation commission to keep the population, topography, geography and area in mind while making recommendations. “Our motive is to end regional balance,” they had said.
“The delimitation exercise is going on. As soon as the delimitation process is over, there will be elections in the future so that the Union Territory has its own government, which will undertake development work with renewed vigour,” one of the top BJP leaders told KINS wishing not to be named.
The Delimitation Commission, according to sources, was also carrying out detailed study of the Assembly constituencies which can be reserved for Scheduled Tribes and Scheduled Castes. 
Sources said that there were indications that seats to be reserved for SCs could also go up by one or two.
The Commission has been mandated to delimit the constituencies of the Union Territory in accordance with the provisions of Part V of Jammu and Kashmir Reorganization Act, 2019 and Delimitation Act, 2002, by the Union Ministry for Law and Justice on March 6 this year.
While splitting Jammu and Kashmir into two Union Territories, the Union Home Ministry had increased Assembly seats of Jammu and Kashmir by seven taking total seats to 114-24 of which are reserved for Pakistan occupied Kashmir (PoK) while election will be held for 90 seats.
Erstwhile State of Jammu and Kashmir had 111 seats including 24 reserved for PoK while elections were held for 87 seats. With creation of Ladakh as Union Territory, four seats of the region were reduced and the Assembly was left with 83 seats. However, with an increase of seven seats, J&K UT will have an Assembly of 90 seats. Two Women MLAs will be nominated to the House, which was the position earlier also.
In the previous Assembly, Kashmir had 46 seats, Jammu 37 and Ladakh four.
The Union Territory of Jammu and Kashmir came into being on October 31, 2019 after the state was reorganised and bifurcated into two Union Territories, Ladakh being the other.
It is to mention here that Prime Minister Narendra Modi in his Independence Day address on 15 August announced that elections will be held in Jammu and Kashmir after a delimitation process in the Union Territory was over.
“The delimitation exercise is going on in Jammu and Kashmir under the chairmanship of a retired Supreme Court judge. As soon as the delimitation process is over, there will be elections in the future,” Modi had said. (KINS)

In a people friendly gesture, Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary Monday visited the house of a District Development Council (DDC) candidate at Harwan to administer her oath as she wasn’t able to attend the official oath ceremony held at Tagore hall. As per news agency—Kashmir News Observer (KNO), Dr Shahid visited Harwan area of Srinagar outskirts to administer oath to DDC candidate, an expecting mother, who won the elections. “A DDC candidate Rizwana Akther, who won DDC polls recently but couldn’t attend today’s oath ceremony, was administered oath as she is expecting,” an official said. Locals of Harwan area of Srinagar hailed DC Srinagar’s efforts and said “Dr Shahid is People’s DC.” “This is how an official of higher rank should behave.”—(KNO)

Aspiring Bsc Nursing Students Stage Protest, allege Fraud and Scam in Selection Process by SKIMS Soura.

Students who had appeared in Bsc Nursing entrance conducted by SKIMS Soura staged a protest here in Press Enclave Srinagar. The protesting students alleged fraud in selection process. The protesting students alleged that most of the students who were selected by SKIMS scored 100% marks while as same students had appeared for same entrance exams through BOPEE where they have not even scored 40%.

Carrying the Placards, “We want Justice”, the protested students further alleged that the SKIMS administration has sold out the papers prior to the exams.
” We had given the exams of Bsc Nursing which was conducted by SKIMS Soura, but to our shock the papers were sold out and leaked prior to exams, and how is it possible that students who score 100% marks, appear in same exams conducted by BOPEE were not even able to score 50%”, alleged one of the protesting student.

One of the protesting student, while speaking to News Agency Kashmir News Trust(KNT) alleged that ” the selection of the candidates was not done on merit basis, the fact is papers were sold on high rates, those who have topped in the exams of SKIMS have not scored even 50% in BOPEE entrance.”

The protesting students demanded a thorough investigation in the matter, so that justice can be delivered and deserving students can get their right. (KNT)

J&K Peoples Conference Chairman Sajad Gani Lone today convened a meeting of the senior leadership and newly elected DDC members of the party for the first time after the recently concluded DDC elections. He congratulated the elected members and stressed upon them the need to uphold the mandate of the people.

Asserting that this step marks a new chapter in grassroots democracy, Sajad said the newly elected DDC members should be aware of the expectations of the people.

“People have been away from political governance for more than two years. The DDC members are the first democratically elected and politically empowered representative of the people and they should go back to people with promises of deliverance. I expect them to deliver for the people of J&K in a fair, transparent and effective manner”, he added.

He stressed that the need of the hour is to go on and use the latest tools and technologies to ensure that our rural areas become islands of brilliance and the lives of the inhabitants of these rural areas are made better.

“These are challenging circumstances both politically and administratively. There was a lot of administrative slack even when we were in the government and that slack is still there. The other big challenge is to be able to navigate the challenges which will be faced by the entry of politically elected people into the arena of governance after the administration has had a free run for more than two years now”, he further added

He hoped that an optimal blend is achieved in terms of the political representatives and the bureaucracy working together with the unanimous objective of bettering the lives of the people of J&K.

“I wish the elected DDC members all the best and hope all of us can jointly contribute to better the lives of the people and make J&K a promising and prosperous place to live in”, he concluded.

The meeting was attended by General Secretary Imran Ansari, Senior Vice President Abdul Gani Vakil, Abid Ansari, Bashir Ahmed Dar, District President Kupwara Hafeezullah Mir, District President Baramulla Asif Lone and Spokesperson Adnan Ashraf Mir. Oath ceremony of DDC’s held at Baramulla

An oath ceremony was held at Dak Bunglow Baramulla today during which District Development Commissioner Baramulla Dr. G.N.Itoo administered oath to the recently elected 14 members of District Development Councils of the district.

SSP Baramulla ,Additional District Development Commissioner ,Assistant Commissioner Development Baramulla, President MCB,BDC Chairpersons, Assistant Commissioner Revenue, District Panchayat Officer Baramulla  were present on the occasion.

Speaking on the occasion, the District Development Commissioner congratulated the elected DDCs and hoped that the elected DDCs shall work for the betterment of the society in their respective areas. CBK Files Chargesheets Against Man For Using Fake Letter Pad, Forging Signatures Of Ex-CM Omar Abdullah

The Crime Branch Kashmir on Monday produced chargesheet against a “self styled” president of the Daily Wagers Union Jammu and Kashmir for allegedly using fake and forged letter pad of the former Chief Minister of erstwhile J&K Omar Abdullah for regularization of the daily wage workers of Rural Development Department.

The chargesheet in the case (FIR No. 32/2014) under section 420,468,471 RPC against the accused Ghulam Mohammad Wani of Anzwala Anantnag was filed before the Court of Forest Magistrate Srinagar, officials told GNS.

The case was registered consequent upon a complaint received from Chief Minister’s Secretariat of the erstwhile state, regarding the use of fake and forged letter pad of Omar Abdullah in 2014.

“The accused had forged the signatures of the then Chief Minister Omar Abdullah. The accused also forged the signatures of the then Director Rural Development Department Jammu/Kashmir whereby he had prepared / forwarded the list of Daily Wage Workers to senior formations for their regularization, who otherwise were not existing on the rolls of Department,” the officials added.

Amid cloud cover, night temperatures rise considerably across Kashmir

Amid cloud cover and snowfall at a few places in south Kashmir, the night temperatures rose considerably across Kashmir Valley, officials said on Monday.

A MeT official told GNS that that mercury settled in Srinagar at 0.6°C against minus 5.2 °C on previous night. The latest minimum temperature is almost more than a degree Celsius above the normal for this time of the year in Srinagar where people endured second coldest night at minus 6.6 °C in a decade on December 19.

The temperature also remained above or equal to normal level in other parts of the Valley with Gulmarg, the world famous skiing resort recording a low of minus 6.5°C against minus 7.2 °C on previous night. The latest temperature is normal for the place, the MeT official said. Pahalgam, the famous tourist destination in south Kashmir, recorded a low of minus 1.3 °C against minus 5.9°C on the previous night. Pahalgam also received rain or snow equivalent to 2.1mm till 8:30 hours, the official said. Qazigund recorded minus 0.3 °C, Kupwara minus 0.5°C and Kokernag minus 1.5 °C.

Kashmir is in the middle Chillai-Kalan, the 40-day winter period which commenced on December 21 and ends on January 31. The period is considered the harshest of the winter when the chances of snowfall are most frequent and maximum.

The cold wave, however, continues even after that in Kashmir with a 20-day-long ‘Chillai-Khurd’ (small cold) and a 10-day-long ‘Chillai-Bachha’ (baby cold).

The weatherman has forecast light rain or snow over Jammu and Kashmir in next 24 hours. For subsequent two days, “generally cloud sky with light rain or snow” has been predicted.

The weather conditions came as a respite from harsh weather conditions prevailing in the region for some time now.

The water supply has been frequently disrupted with frozen taps becoming a common sight. The frequent power cuts, scheduled or unscheduled, only amplify the cold and add to the discomfort of the people. (GNS)

Srinagar teen dies under mysterious circumstances in Pahalgam

PAHALGAM, DECEMBER 28 :

A 19-year-old boy from Srinagar died under mysterious circumstances in Pahalgam area of Anantnag district in south Kashmir on Monday.

Officials told the news agency—Kashmir News Observer (KNO) that Mubashir Sajad Dar (19) son of Sajad Ahmad Dar, a resident of Nowpora locality of Khanyar in Srinagar, along with his colleague reached Hotel Akash in Pahalgam on Sunday afternoon for a night stay.

He said that Mubashir did not wake up this morning and was shifted to GMC Anantnag in an unconscious state. “At GMC, doctors declared him dead on arrival. Now his postmortem is being carried out there,” he said.

The official said that his colleagues, who was along with him, is being questioned and they are investigating the matter thoroughly—(KNO)
