Today on 23rd Feb In one of its kind initiative under convergence among different departments especially strengthening PRIs BDO Baramulla Zeeshan Khan (KAS) in Coordination with ARTO Baramulla Mr Mubashir flagged traffic awareness Camp and also flagged D/L test on Real Time basis which started from sopore Railway Station and culminated at Singhpora panchayat. Around 70 people participated for D/L tests who were on spot tested and approved for Licenses. on ocassion ARTO spoke to people and guided them about Dos and Don’ts of roads and driving. he emphasized that driver needs to be more trained than pilots and need to be perfect as they drive on roads which remain jam packed. BDO Baramulla Thanked ARTO Baramulla and requested for more such public friendly programmes. He thanked Chairman Human Aid Society Bashir Ahmed Mir, PRIs and BDC Chairperson Shamshada Begum for gracing the occasion.

DC Announces Rs 04 Lacs Cash Compensation for NoK of the 3 deceased persons

Baramulla February 23 : Deputy Commissioner Baramulla, Mohammad Aijaz Asad on Tuesday provided a cash assistance of Rs 1 lac to the next of kins of those who lost their lives in a massive fire incident that took place at Sultandeki, Uri. 
In addition to the cash assistance, the DC also announced cash compensation to the tune of Rs 04 lakh among the NoK of the deceased as permissible under the norms in vogue. 
It is worthwhile to mention that, 04 persons were critically injured while extinguishing the fire to haystack in which 03  persons had succumbed to the injuries.
Meanwhile, the DC has deputed a team of revenue officials who shall conduct a thorough assessment of losses.
The beneficiaries have expressed gratitude to the  Deputy Commissioner for prompt assistance to the victims.

Avian Influenza: Now, cases found in Shopian

‘One kilometre from epicentre declared infected zone’

SHOPIAN, FEBRUARY 22 :

The cases of Avian Influenza (H5N8), popularly known as Bird Flu have been reported among dead crows in Wadipora village of South Kashmir’s Shopian district.

An official told the news agency—Kashmir News Observer (KNO) that some dead crows were found few days before in the village, following which, their samples were taken, which were tested positive.

District Magistrate Shopian, Sachin Kumar Vaishyal has issued necessary precautions to prevent spread of infection to the poultry birds.

“ICAR-NISHAD (OIE Reference Laboratory for Avian Influenza) has confirmed that the samples of dead crows in the district are positive for Avian Influenza Virus H5N8,” reads the order issued by District Magistrate.

“The epicenter of the positive samples has been reported in village Wadipora, Tehsil Chitragam, District Shopian. It is imperative on the part of administration that immediate necessary action should be taken in order to prevent spread of infection to the poultry birds as well as to the general masses,” the order further reads.

“Therefore, in view of the above, in exercise of the powers vested in me under section 144 CPC, I, Sachin Kumar Vaishya, IAS ,District Magistrate, Shopian declare area within 1 km from the epicentre in village Wadipora as infected zone, area from the epicentre as an “Alert Zone”, there shall be complete restriction on arrival of poultry meat within the infected zone, Chief Animal Husbandry Officer, Shopian shall ensure sample survey and backyard poultry population survey in the zone from the epicentre, Chief Medical Officer, Shopian shall ensure surveillance of health of general public in and around epicentre, in case of culling of birds, Executive Engineer, R&B Division, Shopian shall ensure availability of necessary machinery and equipments as and when required for dumping of the dead birds and divisional Forest Officer, Wild Life, Shopian shall coordinate with Chief Animal Husbandry Officer, Shopian for collection, dis-infection and fumigation of the areas where wild birds and migratory birds are found,” the order further added.

Chief Animal Husbandry Officer, Shopian, Dr Ishrat Ahmad told KNO that on Monday, few crows were also found dead in Balpora area of Shopian after which their samples were taken and sent for testing.

He said that rapid response teams have been deputed to disinfect the area and there is no need to worry, however, people must adhere to the protocol.

Pertinently, on Monday cases of Avian Influenza among crows were reported from Dooru area of Anantnag as well.

Barring Udhampur, cases of Avian Influenza haven’t been found among poultry birds in J&K—(KNO)

 Anti-Corruption Bureau Jammu presented the charge sheet before Ld. Special Judge Anti-Corruption Jammu in case FIR No. 22/2019 U/S 5 (1) (d) r/w 5 (2) J&K PC Act 2006 and Section 4-A & 4-F of J&K P.C Act Amendment-2014) ACB against Nazir Ahmed Sheikh then officer on Special Duty of Nasir Goni, Chief Engineer, (R&B) Jammu (now retired and Raju Singh then driver in the office of  Nasir Goni, Chief Engineer (PWD (R&B) for judicial determination.2. The instant case FIR was registered on the written complaint lodged by Sh. Suresh Kumar Gupta S/o Sh. S.P Gupta R/o Ward No. 04 Reasi alleging therein that he is working as a contractor in PWD (R&B) Dept under Self Help Group M/S Guru Nanak Builders Jammu, an amount of Rs. 32.12 lakh was  pending for payment by the PWD Department for work executed on Reasi-Angi Road. He approached Nasir Goni, Chief Engineer Office PWD (R&B) Jammu number of time, the accused Nazir Ahmed OSD to Nasir Goni, demanded bribe of Rs. 70,000/- thousand for release of Rs. 10 lakh for pending funds. Accordingly a case FIR No. 22/2019 was registered at Police Station Anti-Corruption Bureau Jammu.3.   Nazir Ahmed OSD  was caught red handed while demanding and accepting of Rs. 70,000/- and accused Raju Singh S/o Puran Chand R/O A/P Quarter No. 1 Rehari, Jammu then driver PWD (R&B) Chief Engineer Office Jammu has abetted the demand and acceptance of bribe amount of Rs. 70,000/- by accepting the same from complainant Sh. Suresh Kumar Gupta on the direction of accused Nazir Ahmed. 3. After completion of investigation, after obtaining prosecution sanction in respect of accused public servant, the charge sheet against accused persons namely (1) Nazir Ahmed Sheikh (now retired) then OSD in the Office of Chief Engineer PWD (R&B) Jammu (2) Raju Singh then driver in the office of Chief Engineer PWD (R&B) Jammu was produced . 4. Next date of hearing is 22-03-2021.

NC members participation in Delimitation Commission meeting would have given representation to J&K: Ghulam Nabi Azad

“By not participating they gave free space to BJP”

Former chief minister of Jammu and Kashmir and senior Congress leader, Ghulam Nabi Azad today suggested the partcipation of National Conference in Delimitation Commission process would have given representation to people of Jammu and Kashmir.

Talking exclusively to news agency “Kashmir News Service” (KNS), Azad said that the NC leaders should have participated in the delimitation meeting, however, they choose to boycott it, which is not a “good thing”.

He said that the National Conference has a majority as they have three parliament members and all of them were appointed as the members of the delimitation commission, which would have made “our case strong”, however, they choose to stay away.

Azad said that by participating in the meeting they would have put forth their views and arguments strongly as they have the majority, however, they choose otherwise. 

“Senior leader like Dr Farooq Abdullah, who is also part of the delimitation commission, would have made our case strong by participating in the meeting. By not participating in the meeting they gave free space to the BJP. Had they been present there they would have strongly opposed the BJP and put forth their arguments,” he said. 

He said that it was not understood as to why the NC leaders stayed away from the meeting and by not participating in the meeting they have given a “freehand” to the BJP, which is not a “good thing.” 

Interestingly, senior National Conference leader Justice Hasnain Masoodi on Sunday said that the whole delimitation exercise was “illegal” for them.

“The whole exercise is illegal for us. We cannot make our suggestions there. This exercise is against the constitutional provisions of democracy. Our participation would have amounted to accepting the whole illegal exercise. We have a clear stand that the whole thing is illegal,” he said.

Pertinently, the National Conference leaders Dr Farooq Abdullah, Mohammad Akbar Lone, Hasnain Masoodi – who skipped the meeting that was held on Thursday last week had informed Delimitation Commission chairperson Justice (Retd) Ranjana Prakash Desai in a letter about their inability to be present for the meeting.

The Delimitation Commission for Jammu and Kashmir held its first meeting on Thursday last week to seek suggestion/views on the process of delimitation in respect of the union territory.
Notably, the Centre constituted the Delimitation Commission for Jammu and Kashmir on March 6 last year to redraw Lok Sabha and assembly constituencies of the union territory under the provisions of the Jammu and Kashmir Reorganisation Act, 2019, which bifurcated the state into union territories of J&K and Ladakh.

The Deputy Commissioner (DC) Baramulla, Mohammad Aijaz Asad was Guest of Honour in the event.

The event was inaugurated under Jammu and Kashmir Police department’s civic action programme wherein the inaugural match was played between Baramulla and Bandipora cricket teams. About 10 teams are going to participate in the sports event.

After inaugurating the event, DIG stressed upon the Sports enthusiasts to adopt sports field for better career progression. He exhorted upon them to work with more zeal and dedication in this field besides terming sports activities vital for maintaining physical and mental well being.

Moreover, he said that there is a need to provide such platforms so that the potential of our youth is channelized in a better way.

The DC, in his address said that sports have a positive and constructive role in our social and psychological development, adding that such events enable our youth to divert their attention towards positive pursuits.

He said that various initiatives are being taken to develop sports infrastructure so that more and more sports activities are promoted besides he assured of every possible assistance on part of the administration.

Meanwhile, it was informed that best and performing players shall be selected from the tournament to participate in the next higher level.

The tournament witnessed overwhelming participation of young and budding cricket enthusiasts.

EJAC Expressed shock and grief over the sad demise of Islamic Scholar Manzoor Ahmed Kirmani

JK Employees Joint Action committee (EJAC) on Monday expressed deep shock and grief over the sad and sudden death of noted Islamic scholar, Preacher and thinker Manzoor Ahmad Kirmani who died in a tragic road accident in Kathua.

In a condolence message from Jammu, President EJAC Mohd Rafique Rather said that the death of Manzoor Ahmad kirmani has shocked every one here because deceased was a great noble soul known for his religious and philanthropic activities and was respected by every one irrespective of religion, caste and region.and added that deceased had a vast social circle spread every where..

EJAC leadership, central body, Provincial leaders and all district presidents extend sympathies and solidarity to kirmani family and prayed for eternal peace to the departed soul and courage to his family to bear with the loss.

Police: Arrested Doctor, His Associates For Terminating Minor’s Pregnancy In Ganderbal

SRINAGAR, FEBRUARY 22 :

Police on Monday said that a doctor and five of his “associates” were arrested for illegal termination of pregnancy of a minor girl.

“In a prompt action, on a report from Victim Liaisoning Officer, deputed with a minor rape victim in a previous case FIR No.14/2021 U/S 376 IPC that the girl (name with held) has been subjected to compulsive delivery of baby by some unknown doctor and that the infant may have been killed during such illegal procedure, Ganderbal Police filed a fresh case FIR No.24 of 2021 U/S 326, 312 IPC at Police Station Ganderbal and initiated investigation into the case,” a police official said in a statement.

“SSP Ganderbal Khalil Ahmad Poswal constituted a team under the supervision of DySP Head Quarters Ganderbal Dr Abdul Majid including SHO Ganderbal Khurshid Ahmad Awan to nab the accused,” the official said, adding, “The victim girl revealed that her family members took her to accused Doctor’s clinic in Sopore where she was subjected to illegal termination of pregnancy.”

The accused doctor was subsequently arrested and identified as one Dr. Ghulam Nabi Bhat Son of Mohd Sultan Bhat of New Colony Sopore, the official said.

“Further leads into this gruesome crime also led to the arrest of five other persons assisting the doctor namely 01. Altaf Khan Son of Mehboob Khan, 02. Mst Ulfat Wife of Altaf Khan, 03. Mst Haseena Begum Wife of Abdul Gani Khan Resident of Dedrambagh, Ganderbal, 04. Bashir Ahmad Kumar S/O Ali Mohd Kumar R/O Baghi Mehtab and 05. Mst Afrooza Wife of Ghaznafar Ali Hajam Resident of Alamgari Bazar for providing logistic and technical assistance in carrying out illegal procedure nearly at term stage,” the official said, adding, “Investigation in the case is going on and more arrests are expected.” (GNS)

Baramulla: Jammu and Kashmir Rehbar-e-Taleem Teacher’s Forum (JKRETF) organized a day long educational conference on theme ‘Role of Teacher in Present Educational Scenario’ in which people from cross section of society, teachers and educationists participated.

Chairman JKRETTF Farooq Ahmad Tantray was chief guest while as District President JKRETF Mohammad Yaqoob Bhat  was guest of honour while as retired educationists and academicians were also present in the conference.

Speakers on this occasion, Chairman JKRETTF Farooq Ahmad Tantray urged upon authorities to cancel all holidays except Sunday’s so that loss of education due Covid -19 pandemic can be compensated.

“ I request Lt. Governor and Secretary Education to cancel all holidays except Sundays so that massive loss of education to the students due to pandemic can be compensated,” said Farooq Ahmad Tantray.

District President Baramulla Mohmmad Yaqoob Bhat sought interaction of various social institutions and organizations to build a better educational scenario and urged people from cross section society to come forward for betterment of society.    

Organizer of the educational conference ZP Wagoora Mohammad Sadiq said that the aim of the conference was to create awareness and exchange of ideas regarding role of teacher in present educational scenario and challenges before a teacher.
