Divisional Commissioner Kashmir, Pandurang K Pole Tuesday chaired a meeting of officers to review COVID- 19 related situation in Kashmir.
At the outset, Mission Director NHM detailed the meeting about the district wise current graph of positive cases, contact tracing, vaccination, home isolation and other measures taken to ensure containment of corona virus spread.
All Deputy Commissioners, Director Health, Director Tourism, SP Headquarter, tourism stakeholders and other concerned attended the meeting.
During the meeting, the Div Com stressed on intensive contact tracing of positive cases. He also emphasized on rigorous testing and vaccination is conducted in all districts.
Stressing on strong mask enforcement, the Div Com directed DCs to ensure imposition of fine against the violators. He said that Covid-19 related SOPs should be followed in letter and spirit and people should not be allowed to move arround public places without mask.
The Div Com also called for proper home isolation and implementation of containment zones. He instructed that all service providers should be vaccinated before the commencement of Annual Shri Amarnathji Yatra—(KNO)

In the wake of recent militant attacks, Inspector General of Police (IGP) Kashmir Vijay Kumar Tuesday urged the officers to revisit security deployments across the Valley including checkpoints, strategic locations, and to conduct surprise CASO’s at public places. The Kashmir police also ordered for a security review of all the protected persons stating that SoPs entailing Do’s and Don’ts for the vulnerable persons will soon be out.
The IGP chaired the meeting of officers that include range DIGs and district SSPs of Kashmir Zone through video conferencing at PCR Srinagar. DIG CKR Srinagar and SSP Srinagar attended the meeting at PCR Kashmir.
In a statement issued to news agency—Kashmir News Observer (KNO), a police spokesman said that on the occasion, IGP Kashmir was briefed by the participating officers about the overall security scenarios in their respective areas and the security measures being adopted to counter the challenges.
“While interacting with the officers, IGP Kashmir urged upon them to revisit the existing security deployments including checkpoints/nakas at strategic locations, surprise nakas, limited surprise CASOs in crowded places etc. He also urged upon the officers to strategise the deployments on day-to-day basis to thwart the nefarious designs of militants and anti-national elements in view of huge rush of tourists and upcoming Amarnath Yatra,” the police spokesman said, adding that “The IGP also stressed for better synergy and coordination with other security agencies deployed in their respective areas besides ensuring regular briefing of the manpower working under their command at all the levels on ground.”
Highlighting the importance of the measures to be adopted post-militant attacks, the IGP Kashmir directed officers to formulate a proper SOP so that all proactive measures are adopted immediately which include CASOs, placing cut-off points on exit routes, use of drones etc. to avoid the escape of culprits/suspects, the spokesman said.
He said that the IGP Kashmir also directed the officers to review the existing security deployment with the Protected Persons/vulnerable persons residing in their respective areas.
“He further instructed officers to ensure better coordination and synergy with them, besides formulating a mechanism so that prior to their visit to any place or area they inform the local PCR/concerned Police Station, for their hassle free and secure movement. It was also decided that a proper SOP regarding security of protected persons/vulnerable persons containing DOs/DON’Ts shall be formulated and issued shortly,” the police spokesman said—(KNO)

An airplane-shaped balloon with ‘PIA’ written on it was found in Poonch district of Jammu, officials said on Tuesday.
Sources told GNS that the balloon was found in the Achhad area near BSF Camp in Block Mankote in Mendhar area of the Poonch. SDPO Mendhar Z A Jafri confirmed the recovery of the ballon.
This is for the fourth time recently that the Airplane-shaped balloon with PIA written on it has been found in Jammu region. On three occasions it was found in Jammu district. PIA stands for Pakistan International Airlines while the balloon was shaped exactly in the form of airplane with windows and doors painted on green and while background. (GNS)

Srinagar district classified as Orange Zone, rest of districts as Green Zones

The Jammu and Kashmir government on Tuesday classified Lakhanpur containment zone and Jawahar Tunnel area on either side as Red zones while Srinagar district as Orange zone and rest of the district of the UT as Green zones in view of Covid-19.
In an order, a copy of which lies with the news agency—Kashmir News Observer (KNO), chief secretary BVR Subrahmanyam said that in order to contain the spread of Covid-19 district in Jammu and Kashmir have been classified into Red, Orange and Green zones.
Th order states that a detailed review of the current COVID situation in Jammu and Kashmir was conducted with the Financial Commissioner, Health, Divisional Commissioner, Jammu/Kashmir and other officers for an overall assessment of the situation pertaining to the spread of COVID-19 in Jammu and Kashmir, the trend in new cases particularly the recent spike in new cases and the risk perception of the Health department vis-a-vis each district and the need to control further spread of COVID-19.
“Now, therefore, in exercise of the powers conferred under section 24 of the Disaster Management Act, 2005, the State Executive Committee hereby orders that the classification of districts into Red, Orange and Green categories for Jammu and Kashmir will be as under,” the order states.
The order states that Lakhanpur containment zone on the NH-44 with a buffer of 500 meters radius and Jawahar tunnel area on either sides has been classified as Red zone while all districts of Kashmir except Srinagar and all districts of Jammu province have been classified as Green Zones.
As per the order Srinagar has been classified as Orange zone in view of the spread of Covid-19z
“This categorization of districts into Red, Orange and Green Zones/Districts will be followed for the purposes of implementation of permitted activities in the respective districts, as per a separate order, to be issued by the State Executive Committee (SEC),” the order reads—(KNO)
On the directions of Deputy Commissioner (DC) Anantnag, a team of officers comprising STO, DMO and AD FCS&CA conducted raids and on spot inspection of various Brick kilns across the district.
The drive was conducted under the overall supervision of Additional Deputy Commissioner (ADC) Anantnag, Sheikh Ghulam Hassan. The officers asked the Brick kiln owners to produce standard quality bricks of proper weight and dimensions besides complying with the standard rates.
The raids were conducted on Brick Kilns after reports had come into the notice of authorities regarding sale of bricks at exorbitant rates in the district in violation to the fixed rates notified by govt.
Meanwhile, the district administration has advised the general public to approach its offices regarding the
overcharging of brick rates and violations of the govt. orders.(KNT)
‘Youths Arrested In Baramulla Had Gone To See Militant’s Graveyard’

Inspector General of Police, Kashmir Zone, Vijay Kumar, on Tuesday said that chairman Municipal Committee Sopore should have informed the police in advance before the meeting during which the attack was carried by militants. Two councillors and a policeman were killed as militants fired “indiscriminately upon the Municipal Councilors near Lone Building opposite SDH Sopore in the north Kashmir’s Baramulla district.
“When there was a meeting of Municipal committee, the Chairman should have informed the police as such there was no additional deployment. There were four security men, two from security wing and two from police,” the top police officer of Kashmir told reporters on the sidelines of the wreath laying ceremony of a CRPF trooper, who succumbed to the injuries suffered by him in the attack by militants in which two of his colleagues were killed in Lawaypora on Srinagar outskirts on Thursday last.
“The PSOs should have retaliated. They could have killed the militants or prevented the attack. We are suspending all four of them. In fact two of them have been suspended,” the IGP said as per GNS, adding, “We have arrested an OGW namely Ashiq and upon interrogation he said that Mudasir Pandit along with a foreign militant carried the attack. They had come to his residence before the incident where they planned the same.” The IGP said that police and army had launched cordon-and-search-operations at two places and they managed to successfully escape. In fact they had escaped before cordon and very soon they will be neutralized.
Asked that after south Kashmir and north Kashmir, militancy has increased in Srinagar, the top officer said: “There have been incidents and I admit. We are increasing our operations. Wherever there is technical mistake or mistakes by our policemen, CRPF and army, we are plugging it and controlling it.”
Asked about the question about the arrest of some youths, he said, “They had gone to see graveyard where militant was buried as against Pakistan which had been wrongly reported in media.”
Asked if the vehicles with outside registration numbers are seized for being used by militants, he said: “SOP is that within 15 days, the vehicles are to be registered. Some of these vehicles were not registered for years. All the recent incidents, may it be Parimpora, Lawaypora or used in drugs, all are with outside registration numbers which have not been registered. RTO Kashmir has issued a circular and people need to register their vehicles.” (GNS)
‘70% population need to be vaccinated to end pandemic’

: Doctors Association Kashmir (DAK) on Tuesday said only one percent of the population in Jammu and Kashmir (JK) has been fully vaccinated against Covid-19 so far. “That means most of the people are still susceptible to Covid-19 infection,” said DAK President and influenza expert Dr Nisar ul Hassan. “As per the vaccination data from Ministry of Health and Family Welfare, JK has administered the first dose of Covid-19 vaccine to 6,34,953 people as on March 30, 2021. The figure represents 5 percent of JK’s 1.25 crore population. Full vaccination (both doses) has been given to 1, 42,895 people which represent 1 percent of the population.” “We need to vaccinate around 70 percent of the population to bring an end to the ongoing public health crisis,” DAK President said. “When enough people are vaccinated, virus can’t find any host to survive, replicate and move on.” “This is how pandemic will subside,” he said. “But with current vaccination rate, it will take years to a decade to reach the goal.” “Vaccine hesitancy is a cause of major concern,” Dr Nisar said. “People are not coming forward for the vaccine. Misinformation and wrong perceptions about the vaccine are keeping people away from the vaccine.” “Another reason why the goal can’t be achieved is because children who constitute a huge proportion of the population are not vaccinated,” he said. “There are around 4.8 million children in JK who cannot be vaccinated.” “Vaccine is the only way to stop the pandemic,” Dr Nisar said. “In order to get back to normal, we need enough people to get vaccinated.” “The sooner we get more people vaccinated, the sooner we start reliving our lives,” he said. “The best way to circumvent Covid-19 variants is to continue to vaccinate as many people as quickly as possible.” “If we leave a large number of the population unimmunized, we will not be able to break the chain of infection and pandemic will linger on. Jammu and Kashmir reported 359 fresh covid-19 cases, the most in a day so far this year, to take the overall tally of the infections to 130587, officials said on Tuesday. Also, one death due to the virus was reported in the last 24 hours, taking the J&K’s fatality count to 1990—735 in Jammu and 1255 in Kashmir.
This is for the second time that single day cases breached 300-mark in Jammu and Kashmir. Also, it was for the fifteenth consecutive day that more than 100 cases were reported on a single day in J&K. In all, nearly 2900 cases were added to the tally in the last fortnight, they said.
Among the fresh cases, they said, 93 were from Jammu Division and 266 from Kashmir Valley.
Moreover, they said, 175 more COVID-19 patients have recovered and were discharged from various hospitals—20 from Jammu Division and 155 from Kashmir Division. There are 2293 covid-19 active cases—615 in Jammu and 1678 in Kashmir. (GNS)
