Misappropriation of funds: ACB produces chargesheet against former BDO Gurez, others

Anti-Corruption Bureau (ACB) on Monday produced a charge-sheet against the former Block Development Officer (BDO) Gurez and others in case of misappropriation of funds.

According to a statement issued to the news agency—Kashmir News Observer (KNO), ACB said that it has produced charge-sheet in the Hon’ble Anti-Corruption Court Baramulla in case under FIR number 33/2009 under section 5(1) (c) (d) r/w 5(2) Jammu & Kashmir Prevention of Corruption Act Svt. 2006 and section 409, 420, 120-B RPC of P/S VOK now ACB.

The chargesheet has been produced against Mohammad Ramzan Bhat, the then BDO Gurez, Irshad Ahmad Lone the then Junior Assistant BDO Office Gurez, Nazir Ahmad Lone (Govt. teacher) and Abdul Ahad Wani (Beneficiary).

“The instant case was registered on the basis of an enquiry report of the then Addl. District Development Commissioner, Bandipora. The enquiry was conducted in pursuance to Govt. Order No. No. 259-RD of 2007 dated 23-08-2007, forwarded by GAD through Dy. Secretary GAD to the erstwhile state Vigilance Organization (Now ACB) to look into the allegations of misappropriation of funds in the office of Block Development Officer, Gurez,” it said.

The statement added that the enquiry revealed that during the period of 2003-04, prior to fire incident in BDO’s Office Gurez, in March 2005, the then BDO, Gurez Muhammad Ramzan Bhat and Junior Assistant Irshad Ahmad Lone fraudulently drew an amount of Rs 17, 82,466/-.

The drawal was made by issuing self drawls cheques, cheques of varying amounts in favour of some unknown co-operative agency and a cheque of Rs. 2.00 lakh in favour of one Ab. Ahad Wani against non-existent works.

On the basis of evidence, oral as well as documentary, collected during the course of investigation, a case for commission of offences u/s 5(1) (c) (d) r/w 5(2) Jammu & Kashmir Prevention of Corruption Act Svt. 2006 and section 409, 420, 120-B RPC has been prima facie established against accused persons and the chargesheet of the case has been produced in the court of law after obtaining sanction from the Government.

The next date of hearing has been fixed on 11.05.2021, the statement added—(KNO)

235 fresh covid-19 cases report in J&K

SRINAGAR,, MARCH 29 :

Jammu and Kashmir reported 235 fresh covid-19 cases in the last 24 hours, taking the total infection tally to 130228, the official told GNS.

While the cases are lesser as compared to last couple of days, it was for the fourth running day that J&K reported more than 200 fresh covid-19 cases in a single. Also, it was for the fourteenth consecutive day that more than 100 cases were reported on a single day in J&K. In all, nearly 2500 cases were added to the tally in the last two week, they said.

Among the fresh cases, they said, 51 were from Jammu Division and 184 from Kashmir Valley.

Giving the district wise details, they said, Srinagar reported 99 cases, Baramulla 35, Budgam 18, Pulwama 12, Kupwara 0, Anantnag 14, Bandipora 4, Ganderbal 1, Kulgam 0, Shopian 1, Jammu 19, Udhampur 3, Rajouri 1, Doda 1, Kathua 0, Samba 1, Kishtwar 16, Poonch 0, Ramban 5, and Reasi 5.

Moreover, they said, 126 more COVID-19 patients have recovered and were discharged from various hospitals—22 from Jammu Division and 104 from Kashmir Division. (GNS)

Injured CRPF trooper succumbs, Lawaypora attack toll 3

A CRPF trooper, who was injured in a militant attack in Lawaypora area of Srinagar last week, succumbed to injuries at hospital here on Monday, taking the number of the paramilitary men killed in the attack to three, official said.

Constable Jaganath Rai of 73 battalion succumbed to his injury at SKIMS Soura, the officials told GNS.

Two CRPF personnel—a sub-Inspector and a constable (driver) of CRPF’s 73 battalion— were killed and as many others were injured, one of them grievously, in a broad day light attack at around 3:45 hours on Thursday last. The militants had also snatched an Ak-47 rifle from the CRPF personnel.

Police has said that the attack was carried by Lashker-e-Toiba and claimed arrest of two OGWs in connection with the incident.

Operation of 12 retail medical stores suspended

Drug Control Organization has suspended operation of twelve retail sale establishments u/s 22 (d) of Drugs & Cosmetics Act, 1940 during a supervisory check on the outskirts of Jammu District.
The reasons for suspension ranged from Non maintenance of Sales records, Impersonation, Unhygienic/Unsanitary Conditions, Improper storage conditions etc. The Licenses were warned of severe action in case the deficiencies are not removed within stipulated period of time.
Moreover, stocks of Drugs worth Rs 1.12 lakh, that were declared to be Not of Standard Quality by Government Analyst, have also been confiscated from the supply chain by the Regulatory Officers of the organisation under section 23 of the Drugs & Cosmetics Ac
A team under the supervision of Mohammad Iqbal Palla, Assistant Drugs Controller, Jammu & Renuka Raina, ADC (EML) and under the overall authority of Lotika Khajuria, State Drugs Controller cum Licensing Authority and Controlling Authority conducted the drive to ensure that the pharmacies operate strictly in consonance with the mandate of law and in the best interest of patient care.
During the said drive, inspections of chemist shops situated in Jammu District viz Jagti, Dhami, Shiba, Marh Drabi, Bamyal, Domail, Dansal, Kahpota, Raipur Satwari, Phallian Mandal, Sohanjana, Chatha, Gadi Garh, Satwari, Khirpind, Tanda, Langotian,Chak Shian, Chak Aslam, Jinder Melu, Dablehar, Rathana, Kotli, Bishnah, Ban Chak, Kheri, Rahyal, Palli Morh, Karya etc were carried out to ensure availability of safe, efficacious and quality drugs to the end users.
Statutory Drug samples of more than fifty formulations were lifted randomly viz Antibiotics, PPI, Steroid, NSAIDs etc were also for determination of strength and purity. These samples were referred to Drug Testing Laboratories locate within the State, the results of analysis are expected within one month as per the legal provisions.
The members of trade fraternity were impressed upon to maintain sales records of Drugs falling under Schedule H and H1 strictly as per mandated legal provisions. The State Drug Controller has said that the Department shall initiate severe punitive actions against such pharmacies who indulge in any unfair/unethical trade practices. (DE)

Inspector General of Police Kashmir Zone Vijay Kumar on Monday visited Sopore and inspected cite of incident involving killing of a Municipal Councilor and a policeman besides injuries to another councilor in north Kashmir’s Baramulla district earlier in the day.

Official said that the top police officer held meeting with Army’s sector commander, DIG CRPF and SSP Sopore.

“Local LeT militant Mudasir Pandit and one (foreign militant) are involved in attack,” the IGP told GNS.

However, he said, investigation is going on. “Cordon-and-searches-operations were launched at two locations immediately,” he said.

Moreover, the IGP said that he has directed SSP Sopore to suspend 4 PSOs of PPs who were present there and didn’t retaliate appropriately. (GNS)

Senior Superintendent of Police Sopore, Sudhanshu Verma on Monday said two militants are behind the attack in which a councilor and a PSO were killed, while another councilor was injured.

Talking with media on the sidelines of wreath laying cermony as per Global News Service (GNS) at district police line Sopore, SSP said two militants were behind the attack, he said searches are on to nab the attackers.

The officer said sofar it was not known which militant outfit was behind the attack however investigation has been started.

Meanwhile an official told GNS that National Conference leader Irshad Rasool Kar his sister Masrat Rasool Kar, Bharatiya Janata Party leaders and other councilors are safe and have been accomdated in safer places by police.

Pertinently,Councilor Reyaz Ahmad Peer son of Ghulam Nabi Peer of Ningli Sopore, SPO Shafqat Nazir Khan son of Nazir Ahmad of Mundji Sopore were killed and another councilor Shamas Din peer son of Ghulam Mohammad Peer were seriously injured in the attack at Sopore.(GNS)

To a query about restoration of Article 370, Sajad said that he doesn’t believe in lies and rather likes to speak candidly. “Let me tell you honestly that there are only two ways of getting Article 370 back—Judiciary or the Parliament. We were the first party to challenge the decision in the Supreme Court. That seems to be a long battle. Beyond this, we can’t even dream of getting it back. On the other hand, we need to engage with the people of India by removing all bottlenecks of miscommunication. We need to meet opposition, people in government and civil society,” the PC chief said. “There is a space. Mission is difficult but not impossible.”

Pertinently, a few days ago, former deputy chief minister of erstwhile J&K and the senior most PDP leader Muzaffar Hussain Beigh also joined the PC.

About the Sopore attack where a municipal councilor and a policeman were killed, Sajad said: “Such acts can only be carried out by the enemies of Kashmir. We have always condemned such attacks.”

Speaking on the occasion, Basharat Bukhari and Peer Mansoor Husain said they were happy to join PC as they believe by joining the party they can serve the people in a much better way. “I want to say here that I had a great experience for being part of NC for almost over two years. I was happy there, but at times you are being made accountable to even your own family members. There is nothing wrong in moving from one party to another for growth,” Bukhari said. 

Mansoor termed Sajad as a man of principles, who has “out of box ideas.” “I met Sajad sahib in jail and had a great time to understand him. Sopore attack NC, BJP leader and councilors are safe: Police

The Jammu and Kashmir police have said that National Conference leader Irshad Rasool Kar his sister Masrat Rasool Kar, Bharatiya Janata Party leaders and other councilors are safe as a manhunt is on to trace the militants.

As per the reports, a municipal councilor, PSO were killed while another council was injured in what is believed to be a militant attack in the Sopore area of North Kashmir’s Baramulla district.

As reported by Kashmir Despatch that a meeting of municipal councilors was underway in Sopore.

In the incident, a municipal councilor Riyaz Ahmad and his PSO Shakfat were injured. However, the duo succumbed to their injuries at the hospital.

Meanwhile, the Jammu and Kashmir police have said that the rest of the councilors are safe which include members of the Political party National Conference and Bharatiya Janata Party. “They (councilors) are safe we have sealed the whole area to nab the culprits.

Mehbooba Mufti’s passport application rejected due to ”adverse” police verification report

Former Jammu and Kashmir chief minister Mehbooba Mufti”s application for a passport has been rejected by the Regional Passport Office here, based on an “adverse” police verification report.

In a letter to the People”s Democratic Party (PDP) president, the passport officer has informed Mehbooba that her application for an Indian passport has been rejected as the Criminal Investigation Department (CID) of the Union Territory had recommended against granting the document to her.

The letter adds that Mehbooba can appeal against the decision at a higher forum provided by the Ministry of External Affairs (MEA).

Commenting on the rejection of her application, the PDP president said it shows the level of normalcy achieved in Kashmir.

“Passport Office refused to issue my passport based on CID”s report citing it as ”detrimental” to the security of India. This is the level of normalcy achieved in Kashmir since Aug 2019 that an ex Chief Minister holding a passport is a threat to the sovereignty of a mighty nation,” she wrote on Twitter.
