BOSE revises marks assessment scheme for Class-10

20% reserved for internal assessment, 80% for theoretical part

SRINAGAR, MARCH 24 :

Jammu and Kashmir Board of School Education (BOSE) on Wednesday revised the marks assessment scheme of 10th class with 20 percent marks for internal assessment and 80 percent for theoretical part only.

BOSE said that the twenty percent of marks were reserved for internal assessment in order to assess students in a diverse manner, at different times and also to observe and examine a broad range of curriculum objectives.

In this regard a notification was issued by the BOSE Director Academics, Farooq Ahmad Peer, a copy of which lies with the news agency—Kashmir News Observer (KNO).

“It is notified for the information of all the stakeholders in general and students of Secondary School Examination (Class 10) in particular that from the Academic Session 2020-21 (in case of Kashmir Division, Winter Zone areas of Jammu Division and UT of Ladakh) and ensuing Academic Session 2021-22 (in case of Summer Zone areas of Jammu Division), the scheme of assessment and examination practices have been revised,” it reads.

BOSE said that as per the new scheme, twenty percent marks out of total 100 have been kept reserved for internal assessment in order to assess students in a diverse manner, at different times and also to observe and examine a broad range of curriculum objectives.

“Henceforth, the theory paper will be of 80 marks only, while 20 marks will be kept for the internal assessment on the analogy of Central Board of Secondary Education (CBSE),” it reads.

BOSE also said that pattern and design of question papers has also been modified and while taking into consideration the parameters viz analytical approach, critical thinking and objectivity for the annual (Regular) examination scheduled to be held in (October-November) 2021 in Kashmir Division, Winter Zone areas of Jammu Division, UT of Ladakh and (Feb-March) 2022 in Summer Zone areas of Jammu Division.

Meanwhile, Peer also said that the examination of reappear, failure candidates on the old pattern of question papers shall continue and shall be held for only two (subsequent examinations) after declaration of Annual (Regular) 2020 results of Winter Zone areas and Annual (Regular) 2021 results in Summer Zone areas of Jammu Division.

“All the Heads of Institutions are informed to kindly direct the concerned teaching staff to check the guidelines of internal assessment for recording, reporting of individual learners throughout the session,” Peer said—(KNO)

Lieutenant Governor, Manoj Sinha today presented the President’s Police Medals for gallantry, distinguished and meritorious services to serving and retired Jammu and Kashmir Police officers/officials, besides NOKs of the martyrs of JKP, at Investiture Ceremony-2021 held here at General Zorawar Singh Auditorium, University of Jammu.

In today’s Investiture Ceremony, 159 officers/officials of JKP were honoured for their outstanding contribution in counter-insurgency operations & other meritorious services, which include 67 President’s Police Medals for Gallantry, 09 Police Medals for Distinguished Services and 83 President’s Medals for Meritorious services.
The Lt Governor congratulated the recipients of the President’s Police Medals and saluted the indomitable courage & valour of the bravehearts of JKP who made supreme sacrifice in the line of duty while upholding the unity, integrity and sovereignty of the nation.

In order to boost the morale of the police force and imbibe the sense of pride amongst all ranks, three awards viz President’s Police Medal for Gallantry / Police Medal for Gallantry, President’s Police Medal for Distinguished Services and Police Medal for Meritorious Services were conferred on the members of police force.

The beautiful couplet reflects change. Change is law of nature. People come and go. They build institutions, govern institutions and the process continues. However, their names and good work stay inseparably with the institution.
Mr Abdul Qayoom, during his tenure as SSP Baramulla, created a pleasant public-police relationship in his jurisdiction. On various occasions, it is learnt, that when a matter was brought under his notice, he resolved it based on rationality, reason and logic. He reflected stable and magnanimous behaviour and sans to perform under the influence of arrogance. Whenever he spoke on any subject in Government College Baramulla, his presentation was full of content and communicated his ideas very effectively. This exhibits his interest in studying books, journals and magazines during his leisure time. It is noticed that the students of the College were motivated by his speeches to work smart and carve a space to serve the society in a better way.
It is worthwhile to place on record that by Organising Range Level Under-19 Cricket Tournament by Range Police Head Quarters Baramulla, under the leadership of Mr Salman Choudhry (IPS), DIG Baramulla and under the supervision of Mr. Abdul Qayoom, SSP Baramulla, in the Sports Stadium Azad Gunj, they have restored the Status of this unutilised play field. This pragmatic approach boosted the morale of sports loving people in particular and public at large. History reminds us that positive and progressive contribution is cherished by all for long.

Covid-19 Surge Continues, 195 Fresh Cases Reported In J&K

SRINAGAR , MARCH 24 :

Jammu and Kashmir recorded 195 fresh covid-19 cases in the last 24 hours as the progressive surge in infections continue in last more than week now. For the eighth consecutive day, the J&K has reported over 100 covid-19 cases and among the 195 fresh cases, 31 are travelers which the overall tally to 129031, officials told GNS on Wednesday.

Of these cases, 49 were from Jammu Division and 146 from Kashmir Division, they said.

Giving the district-wise details, the officials told GNS that Srinagar reported 77 cases including 23 travelers, Baramulla 29, Budgam 16, Pulwama 2, Kupwara 15, Anantnag 3, Bandipora 1, Ganderbal 2, Kulgam 1, Shopian 0, Jammu 35 (4 travelers), Udhampur 0, Rajouri 2, Doda 1, Kathua 2, Samba 2, Kishtwar 1, Poonch 3, Ramban 2, and Reasi 1.

Moreover, they said, 92 more COVID-19 patients have recovered and were discharged from various hospitals—23 from Jammu Division and 69 from Kashmir Valley.

So far, 125535 persons have recovered—51415 in Jammu and 74120 in Kashmir. There are 1513 active cases—357 in Jammu division and 1156 in the Valley while 1983 people have died, 732 in Jammu division and 1251 in the Valley. (GNS)

ACB Produces Chargesheet Against Cop In Trap Case

Anti-Corruption Bureau on Wednesday produced chargesheet against Naseer Ahmed Khan, a former Sub Inspector in Police Station Mendhar Rajouri, in a trap case.

The ACB had registered a case (FIR No.01/2020) under section 7(a) of the Prevention of Corruption Act, 1998 in police station ACB Rajouri and the charge sheet was produced in the Court of Special Judge Anti-Corruption Rajouri.

“The instant case was registered on the complaint of a complainant that the accused Sub Inspector was demanding Rs 10,000 from him for not presenting the chargesheet against his minor sister,” the ACB said in a statement to GNS. “The complainant mentioned in his complaint that a case stands registered against his family members in PS Mendhar which was chargesheeted in the court against him, his father, mother and wife.

The said Sub Inspector being IO of the case has kept the supplementary chargesheet pending against his minor sister and was demanding bribe from the complainant for not presenting the charge-sheet against her,” the ACB added.

The Chief Secretary, B V R Subrahmanyam, today chaired a marathon meeting to apprise the Deputy Commissioners and District Superintendents who have taken charge after the recent reshuffle in J&K’s administration; on the priorities of the Government and procedures for regular monitoring of ongoing projects for their timely completion.

The meeting defined the major contours of good governance for the district administrations achievable through strengthened coordination and convergence. It was impressed upon the participants that the functioning of government machinery needs to be efficient, accessible, transparent, and accountable with a special focus on grievance redressal and public outreach. The meeting reviewed the progress of various sectors and laid down the district-level framework for time-bound, door-step delivery of Government services; and completion of projects.

Under the Education sector, officers from School Education Department were directed to ensure sufficient arrangements for safe drinking water and toilets across the hierarchy of schools both in government and private sectors, besides ensuring the functioning of the existing infrastructure. It was advised that shortages, if any, can be augmented through the Jal Jeevan Mission and the Swachh Bharat Mission, respectively. Higher Education Department along with Revenue Department was asked to expedite construction of infrastructure for the 51newly sanctioned Degree Colleges across Jammu & Kashmir.

On the scholarship front, strict directions were issued to the departments of School Education, Higher Education, Social Welfare and Tribal Affairs to ramp up coordination for ensuring universal coverage of all eligible students within the stipulated timelines under respective schemes of the Central and State governments.

Further, Social Welfare Department was asked to ensure universal coverage and timely disbursement of financial assistance under various pension schemes including National Social Assistance Programme, Integrated Social Security Scheme; and PM Matritva Vandana Yojana, with a renewed focus on monitoring of services under Poshan Abhiyan and one-stop centres for women.

For providing affordable housing and a clean environment, Housing & Urban Development (H&UDD) and Rural Development (RDD) departments were directed to ensure timely completion of housing projects under Pradhan Mantri Awas Yojana-Urban and Rural, respectively, and gradual reduction and elimination of the ‘single-use plastics’. RDD was additionally asked to make MGNREGA wage payments within 15 days of work completion, and to proactively engage with youth under UMEED and self-help groups under the NRLM scheme.

It was impressed upon the officers of line departments to regularly monitor the progress of works identified under ‘Back to Village’ and ‘My Town, My Pride’ programmes, that are being executed by various departments under different schemes. The Youth Services & Sports Department was asked to develop playfields in every panchayat through convergence with Rural Development Department and Panchyati Raj Institutions.

For efficient implementation of the Forest Rights Act, directions were given to the departments of Forest, Rural Development, Tribal Affairs and Revenue to work in tandem and vest forest rights on the eligible scheduled tribes and traditional forest dwellers through forest rights committees, sub-divisional committees, and district-level committees. The district administrations were asked to implement respective district environment plans with a renewed focus on restoration and conservation of water bodies. The Chief Secretary asked Jal Shakti Department to provide functional tap water connections to all households in Jammu and Kashmir by 30th September 2022 under the Jal Jeevan Mission- ‘Har Ghar Nal se Jal’. Under the recently launched Jal Shakti Abhiyan- ‘Catch the Rain’, it was urged that degraded eco-systems must be revived through watershed conservation programmes, and rainwater harvesting techniques that can be taken up in convergence between line departments

To provide all-weather, pothole-free, and secure connectivity, the district administrations were asked to prioritize PMGSY projects by ensuring availability of requisite raw material, timely resolution of land issues, and provisions for issuing mandatory clearances in a time-bound manner. They were advised to identify and recommend new projects under NABARD well in time to ensure that works on the projects commence in the 1st quarter of the financial year, 2021-22.

The Chief Secretary directed the Power Development Department to actively monitor the reported failures of power distribution & transmission channels, timely repairs, and replacement of the damaged equipment to ensure uninterrupted power supply during the upcoming summer months, besides securing the existing electrical infrastructure against the extreme weather vagaries.

The Agriculture & Farmers’ Welfare Department was asked to monitor payment of benefits under PM KISAN Yojana, enhance enrolment under KCCs, and establish forward linkages with the industrial sector in its efforts to double the farmer’s income.

The Chief Secretary asked Health & Medical Education Department to universally enroll residents of Jammu and Kashmir under Ayushman Bharat-Sehat scheme for free of cost and cashless healthcare coverage by 31st May 2021. Regarding control measures for COVID-19 case surges, the Department and district administrations were directed to enhance testing, contact tracing, roll out of micro containment strategies, besides, ramping up vaccination drives on a mission mode.

To ensure that the Government services are provided in an equitable and hassle-free manner and identified projects get completed within their timelines, the Divisional Commissioners of Kashmir and Jammu were directed to coordinate, monitor, and review district-wise progress.

Administrative Secretaries of the departments of Health & Medical Education, Home, Rural Development, Agriculture Production & Farmers’ Welfare, Power Development Department, Public Works (R&B), Youth Services & Sports, School Education, Forest, Environment & Ecology, Jal Shakti, Social Welfare, Disaster Management, Relief, Rehabilitation & Reconstruction, Higher Education, Food Civil Supplies & Consumer Affairs, besides Divisional Commissioners of Kashmir & Jammu, CEO, Ayushman Bharat, and Mission Director, National Health Mission (NHM) participated in the meeting. All the Deputy Commissioners and District Superintendents of Police attended the meeting through Video Conference.

Continuing its efforts to get the first hand appraisal of public issues and grievances, Deputy Commissioner Baramulla Bhupinder Kumar today chaired a day long  public grievance redressel camp at Community hall Wagoora which marked the participation of different stakeholders which include JDP,ACD, Officers from line Departments,BDC Chairpersons, PRIs, civil society members, among other prominent citizens from Wagoora and its adjoining areas. The camp was organised under the weekly celebrated Block Divas that has been initiated for effective public grievance redressel mechanism

On the occasion, the concerned stakeholders highlighted various grievances and demands meant for the overall welfare of the area. The demands which were raised at the event includes removal of encroachments from state/kach-charai land, completion and functioning of Wagoora hospital, regulation of sub-standard pesticides, dredging of Nallah Nigli, establishment of fire service station at Wagoora, upgradation of Putkah to Babareshi road, improvement of electric and water supply lines  among other demands of vital public importance. The people also expressed their gratitude of the district administration for conducting the reach out programme in the area.

The DC gave a patient hearing of all the demands and resolved some of the important grievances/issues. He also assured that all other remaining issues shall be taken with the concerned authorities. and issued on spot directions to some officers in this regard.

The DC urged upon the people to cooperate with the administration in carrying out COVID-19 vaccination programme smoothly and successfully besides emphasized upon them to follow requisite SOPs and guidelines more especially using masks and maintaining social distancing, in letter and spirit. He added that district administration has scaled up anti-corona efforts like mass vaccination and said that public cooperation in this regard is vital as further imposition of lock down measures may prove detrimental to our education as well as to our economy.

Baramulla police arrested All accused who have Allegedly Molested Minor Girl

Baramulla police has claimed to have arrested all the accused persons involved in alleged molestation of a minor girl here on Wednesday.

In a statement issued hear reads, that the police said that all the accused including minors who are allegedly involved in molesting a minor girl at Chakloo Baramulla have been arrested.

“A formal complaint in this regard was received in Police Station Baramulla stating therein that 12 year old girl (name withheld) was allegedly molested in the area”, the statement reads.

Accordingly a team from police station Baramulla rushed to the spot and arrested the accused including minors, it said.

“An FIR Number 31/2021 under relevant sections of law has been registered in police station Baramulla, in addition to a separate case into a scuffle breaking out of neighbourly dispute between the two families”, it said.

“The senior police officials also rebutted the allegations of delaying action and also added that strict action under law shall be taken against those who have disclosed her (victim) identity by uploading her video on social media”, the statement added.

DUBAI MARCH 24 :

UAE Finance Minister and Deputy Ruler of Dubai Hamdan Bin Rashid Al Maktoum, has passed away at the age of 75, said his brother and Prime Minister Mohammed Bin Rashid Al Maktoum on Wednesday.

“We belong to God and to Him we shall return … May God has mercy on you, my brother, my support and my companion,” Mohammed Al Maktoum wrote on Twitter, attaching an image of his late brother.

Hamdan Bin Rashid Al Maktoum had been occupying the position of the UAE minister of finance and industry from 1971 until his death. He was also appointed as the deputy ruler of Dubai in January 1995. According to media reports, he had been unwell for some months. (ANI)
