JAMMU, MARCH 15:

Lieutenant Governor, Manoj Sinha today made a visit to Jammu-Akhnoor road and enquired about the status of the desilting process of Ranbir canal, besides reviewing the status of Jammu-Akhnoor road widening project.
While enquiring about the mechanism laid down for cleaning of the canal, the Lt Governor directed the concerned officers to take all requisite measures for completion of cleaning and desilting work of the Ranbir Canal before Baisakhi. He further directed for immediate desilting of all the distributaries and daily monitoring of the work so that farmers could benefit from the timely availability of water.
Take proactive measures to complete the work; visible results should be seen in a week’s time, the Lt Governor instructed the officers.
It was informed that tenders for the desilting work have been allotted and it would be completed well in time.


Taking strong note of discharging of Municipal waste into the canal, the Lt Governor emphasized the need for maintaining synergy among concerned departments and executing agencies for laying down a comprehensive mechanism for the solid waste management and effective implementation of the cleaning work of the canal.
Meanwhile, the Lt Governor also took firsthand appraisal of the progress on Jammu-Akhnoor road widening project, and directed for expediting the work.
He directed the executing agency to use latest technological interventions in construction works for time-bound completion of the flyover on Jammu-Akhnoor road.
Sh. BVR Subrahmanyam, Chief Secretary; Sh. Sanjeev Verma, Divisional Commissioner, Jammu; Sh. M Raju, Commissioner/Secretary to the Government, Jal Shakti Department and Engineers of the concerned departments accompanied the Lt Governor during the visit.

SC notice to Centre, EC on plea to nullify election result if maximum votes for NOTA

NEW DELHI MARCH 15 :

The Supreme Court on Monday sought responses from the Centre and the Election Commission on a plea seeking to direct the poll panel to nullify an election result and conducting a fresh poll if the maximum votes are for NOTA in a particular constituency.

A bench comprising Chief Justice S A Bobde and Justices A S Bopanna and V Ramasubramanian issued notices to the Ministry of Law and Justice and the Election Commission of India while seeking their replies on the plea.

Senior advocate Maneka Guruswamy appeared for the petitioner.

The top court was hearing a plea filed by advocate and BJP leader Ashwini Kumar Upadhyay which also sought a direction to the Election Commission to restrict those candidates and political parties, whose election has been nullified, from taking part in the fresh polls.

“The right to reject and elect a new candidate will give power to the people to express their discontent. If voters are dissatisfied with the background or performance of contesting candidate, they will opt for NOTA (none of the above) to reject such candidate and elect a new candidate,” the petition said.

“The Court may declare that if ‘none of the above’ (NOTA) gets maximum votes, then election to that constituency shall be nullified and a fresh election shall be held within six months; and the contesting candidates rejected in the nullified elections, shall not be allowed to participate in the fresh election,” the plea filed through advocate Ashwani Kumar Dubey said.

The petition contended that political parties choose contesting candidates in a very undemocratic manner without consulting electors, that is why, many times people in the constituency are totally discontented with candidates presented before them.

“This problem can be solved by holding a fresh election if maximum votes are polled in favour of NOTA. In such situation, the contesting candidates should be considered as rejected and not be allowed in the fresh election,” the plea said.

“Right to reject and elect new candidate will give power to the people to express their discontent. If voters are dissatisfied with the background of contesting candidate, they will opt NOTA to reject such candidate and elect a new candidate,” the plea said.

The plea said the percentage of candidates with criminal antecedents and their chances of winning has actually increased steadily over the years.

“The injury caused to public is extremely large and continue till date, as the right to reject is an integral part of Article 19, but the Centre and ECI did nothing to declare the election result invalid and hold fresh election if maximum votes are polled in favour of NOTA,” it added.PTI

The Peoples Democratic Party (PDP) president Mehbooba Mufti has revamped the organizational structure of the Party after being unanimously re-elected as the party chief last month.

In a statement issues here, a party spokesman said that Mehbooba has nominated senior PDP leader A R Veeri as the party Vice President whereas G N Lone Hanjura, Surinder Choudhary, Amreek Singh Reen and Arshid Malik have been nominated as the party General Secretaries.  

The PDP President has also nominated Abdul Hameed Kosheen, Rajinder Manhas and Ashok Jogi as the party state secretaries, the spokesman said.

Jamiat-ul-Ulama Isna Asharia Kargil-Ladakh has appealed Government of India to arrest lunatic Waseem Rizvi without any delay even it made a fervent appeal to the Supreme Court of India to reject the petition filed by criminal and cheater Rizvi against the Holy Quran.

While addressing a press conference in Kargil, President Anjuman Jamiat-ul-Ulama Isna Asharia Kargil-Ladakh, Sheikh Nazir Mehdi said that the former chairman of UP Shia Waqf Board, Waseem Rizvi is not a Shia but simply an opportunist, a lunatic against whom multiple criminal and cheating cases stand registered.

Mehdi threw light on the beauty and uniqueness of holy Quran quoting a verse from Surat Al-Hijr saying: “Indeed, it is We who sent down the Quran and indeed, We will be its guardian.” He said there is no doubt in this Holy Book and Allah has taken the responsibility to guard it.

Sheikh Nazir Mehdi said Rizvi is a criminal against whom the Central Bureau of Investigation is probing his illegal sale, purchase and transfer of Waqf properties in Prayagraj and Kanpur districts. “The agency has also registered two FIRs against Wasim Rizvi.”

He appealed people to stage a forceful protest across Ladakh on Friday after prayers. “Don’t remain silent, register your protest against lunatic Rizvi and show your love for this Holy book,” he said.

Mehdi demanded the dismissal of Waseem Rizvi’s petition and his arrest.

He said that all the Shias held the belief that the Quran, which was revealed to Prophet Mohammed (PBUH), was authentic till today and would remain so till the Day of Judgment. (KNT)

Bird Flu Scare: Scores of Crows Found Dead in Kupwara Village; Carcasses of Several Foxes Also Spotted

Amid bird flu scare, scores of crows were found dead besides carcasses of few foxes also spotted in Lolab area in north-Kashmir’s Kupwara district.

Reports reaching Global News Service (GNS) said that panic triggered among local residents after dozens of crows were found dead at Gundmacher area in Lolab early this morning. However what puzzled the locals is that carcasses of around three foxes were also spotted at several places in the vicinity.

“The authorities have been intimated about the issue and we expect a quick follow-up in the matter”, a senior citizen of the area said adding that “Nonetheless the area has been witnessing a spike in the mortality rate of poultry birds even.”

Meanwhile when contacted SDM Lolab, Aijaz Ahmad Bhat told GNS that a team will be shortly sent to the area to take the samples of affected fauna, as to ascertain the cause of their death. (GNS)

Shopian Encounter Day 03: Top Jaish Commander Sajjad Afghani killed: IGP Kashmir

SRINAGAR, MARCH 15:

District commander for Shopian of Jaish-e-Mohammad outfit Wilayat Lone alias Sajad Afghani has been killed in three day long gunfight in Rawalpora area of South Kashmir’s Shopian district on Monday morning.

Inspector General of Police Kashmir Vijay Kumar confirmed to GNS about the killing of Jaish commander Sajjad Afghani in the encounter.

The IGP further said that he was instrumental in recruiting militants in South Kashmir, especially in Shopian. It’s a big success to security forces and I congratulate them for this operation.

Yesterday one local LeT militant namely Jahangir Ahmad was killed, a M4- rifle was also recovered.

To avoid any collateral damage, the operation was again suspended for night on Sunday evening, was resumed today with the first light of the day.

Earlier, Reports reaching GNS that a joint team of Police and army launched a cordon and search operation in Rawalpora.

As the joint team of forces approached towards the suspected spot, the hiding militants fired upon the forces, triggering off an gunfight.(GNS)

Handwara Narco-Militancy Case: NIA raids residential house in Sumbal

BANDIPORA, MARCH 15 :

The National Investigation Agency (NIA) Monday conducted a raid in a residential house in Wangipora village of Sumbal in north Kashmir’s Bandipora district in connection with Handwara narco-militancy case.

An official told the news agency—Kashmir News Observer (KNO) that the raid was being conducted as part of a case which was registered in June last year by the NIA related to Handwara narco-militancy case.

He said that the NIA team accompanied by government forces including CRPF and police raided the residential house of one Showkat Ahmad Parrey son of Abdul Salaam Parrey of Wangipora.

He said that search was underway at the house while the house owner, Showket Ahmad is already under NIA detention.

Pertinently, the NIA on last Friday had claimed to have recovered Rs 91 lakh ‘drug proceeds’ in Samba district in connection with Handwara narco-militancy case—(KNO)

Kupwara courts awards 18 months jail to 7 persons for obstructing public pathway

Rs 1000 fine imposed on each for voluntarily causing hurt to complainant

KUPWARA, MARCH 14 :

A local court in north Kashmir’s Kupwara district Saturday awarded 18 months imprisonment to seven persons including six members of a family for obstructing a public pathway and voluntarily causing hurt to the complainant.

According to the news agency—Kashmir News Observer (KNO), the accused were convicted by the court of Judicial Magistrate Kupwara and a fine of Rs 1000 each was also imposed on them.

The court stated that the evidence on record lead by the prosecution has proved the offence charged against the accused beyond any reasonable shadow of doubt.

Notably, an FIR number 55/2011 was registered at police station Kupwara under section 148 and 323 RPC and the investigation was handed over to the prosecution officer.

The court stated that it was proved that on 20.03.11 at about 10.00 am accused persons had voluntarily obstructed public pathway by digging and thereby prevented the complainant and his sons from passing through such pathways.

The court said that it has been proved that the accused persons being 7 in number were members of the unlawful assembly and their common object was to obstruct the public pathway by digging a drain and depriving the complainant party from the enjoyment of the right of the pathway and they had used force against the complainant party through deadly weapons such as pickaxe, lathis, etc.

“The evidences have proved that the accused had caused voluntarily hurt to Javed Ahmad Pir, Gh Rasool Pir and Gowhar Ahmad Pir. Also evidence and circumstances in which offence was committed by the accused,” the court stated.

It also stated that that the accused knows that offence has been committed by them and to screen themselves from legal punishment they had caused disappearance of lathis and pickaxe, which were used by them in the commission of offence.

“I find the prosecution has been able to provide beyond all reasonable doubt that the accused had committed the offence in question. Accordingly, they are convicted U/S 341, 148, 324, 201 RPC. I have considered the provision of section 562 Cr.pc. considering the criminal antecedents of the accused persons and the nature of offence, I do not find any ground to extend the provision of this beneficial legislation to the accused persons,” the court maintained.

The convicted persons include Sanuallah Magray son of Hayat Magray and his 5 sons including Altaf Ahmad Magray, Fayaz Ahmad Magray, Rayaz Ahamd Magray, Waseem Ahmad Magray and Aijaz Ahmad Magray and Ashfaq Magray alias Jaan son of Wali Magray—all the residents of Drugmulla village of Kupwara—(KNO)

One LET militant killed in Rawalpora Shopian Gunfight :Police

SRINAGAR MARCH 14 :

March 14: On 13/03/2021 at about 2000hrs based on specific input generated by Shopian Police regarding presence of militants in village Rawalpora area of Shopian, a joint cordon and search operation was launched by Police, 34RR and 14Bn of CRPF in the said area.

During the search operation, as the presence of militants got ascertained they were given opportunity to surrender, however, they fired indiscriminately upon the joint search party, which was retaliated leading to an encounter.

Due to darkness the operation was suspended however the cordon remained intact throughout night. Today in the morning, repeated announcements were again made to hiding militant to surrender, but the militant fired on joint search party which was retaliated and so far one militant identified as Jahangir Ahmad Wani son of late Abdul Rehman Wani resident of Rakh Narapora Shopian, affiliated with proscribed militant outfit LeT was killed.

As per police records, the killed militant was active since 01/09/2020 and was involved in several militant crime cases including attacks on security forces and civilian atrocities.

Arms & ammunition including USA made M4 Carbine rifle and other incriminating materials were recovered from the site of encounter so far. All the recovered materials have been taken into case records for further investigation and to probe his complicity in other terror crimes.

During the encounter, three houses caught fire while as a group of miscreants tried to disrupt the operation and created law & order problem near the encounter site during which some miscreants were also injured. However, to track the other hiding militants, cordon and search operation in the area is still going on. Further details shall be accordingly communicated.
