An aeroplane-shaped balloon with ‘PIA’ printed on it was found in Jammu and Kashmir.
According to the local police, the balloon was found in Sotra Chak village of Hiranagar sector on Tuesday. The balloon has now been seized by the police.
The police were informed about the balloon after locals had spotted it.
On receiving the information, the Rajbagh police team reached the spot and seized the balloon.
The matter is under police investigation. (ANI Inputs)
The Delhi High Court on Wednesday gave an interim stay on summons issued by the Enforcement Directorate to former Jammu and Kashmir chief minister Mehbooba Mufti, her counsel said.
The matter came up for hearing before a division bench of Justices Siddharth Mridul and Hairam Bhambhani.
The court asked the ED to not press for her personal appearance and posted the matter for March 19.
The PDP leader had challenged the validity of the summons issued by the ED for appearing before it on March 15 without specifying the case for which she was being investigated. She asked the court to quash the summons, her counsel S Prasanna said.(PTI)
Panic gripped in Subhanpora village of Qoimoh Kulgam here in Soutj Kashmir when a blood stained bag was found by locals along the Srinagar-Jammu National Highway on Wednesday morning.
Police rushed to spot and stopped vehicular movement on the highway. Sources told KNT that Bomb Disposal Squad was also called in to diffuse what was believed to be some explosive substance in the bag.
They said after careful observation, a blood stained sheep was found in the bag.
An official said that it seems some trucker might have thrown this sheep in a bag on the highway. (KNT)

Inspector General of Police, Kashmir Zone, Vijay Kumar on Wednesday claimed to have pre-empted two major militant strikes in south Kashmir even as he termed the killing of Al-Badr chief as major success for security establishment.
Addressing a presser here, the top police officer of Kashmir also announced that stone pelting would not be allowed at any cost and declared that most of the 39 youth arrested in connection with the last Friday’s incident at Nowhatta here are being booked under Public Safety Act, the legislation described as “lawless law” by the Amnesty International.
Referring to the killing of Gani Khawja at Tujjar Sopore late Tuesday evening, the IGP said Sopore police had received an input and later informed army and CRPF. The police, he said, reached the spot first and soon there was firing from inside. While two militants escaped when cordon-and-search-operation was started, he said, Gani Khawja was killed in the encounter joined by army and CRPF personnel later. He said that Khawaja’s killing is a major success for the security establishment. A resident of Khawaja Mohalla Kralgund in Kupwara, the top militant had gone to Pakistan in 2000 for arms training and returned in 2002, he said.
He was arrested by police in 2007 and released in 2008, he said. After his release, he was involved in various stone pelting and working as OGW before he went active again in January 2018, he said. “He left HM (Hizb-ul-Mujahideen) and become Al-Bard chief. All the newly recruited militants killed from Al-Bard outfit recently were recruited by him. He also used to receive new group from Pakistan in north Kashmir and distribute them in south Kashmir and other parts,” he said as per GNS, adding, “It is a big success as he was proactive in providing the logistic support.”
Regarding “pre-empting” IED blasts by militants in south Kashmir, the IGP said that one was about carrying out a vehicle-based IED blast by four persons, mostly “radicalized” through social media.
“One Sahil Nazir of Pampore, a BA first year student, was motivated through Telegram.
He revealed that he had bought an old vehicle (JK01E-0690) to be fitted with explosives being brought from north Kashmir,” he said. “Awantipora police also arrested his other associates including Kaiser Ahmad from Pampore, Mohammad Fayaz and Yasir Ahmad Wani.”
Sahil Nazir, he said, also gave a confessional statement which has properly recorded that he also carried out a grenade attack on CRPF at Pampore on January 25.
“IED was to be received from north Kashmir and now that he has been arrested it would come but we are after the OGW who was supposed to hand it over.”
In another preventive incident, he said, militants were planning to carry out major blast at MC building Awantipora at the behest of one Omar Khanday , who joined LeT militant outfit in October 2020 and killed two policemen at Baghat Chowk.
“We arrested one Musaib Ahmad Gojri of Nalbal Pampore and upon interrogation he revealed that there is a container containing ammonia power 25 kg at his home. He also revealed name of two more associates, Muneeb Mushtaq Sheikh and Shahid Ahmad Shah,” he said, “later we recovered the material from his home. They also revealed that other parts required for making the bomb were to come from north Kashmir.”
He said that in both cases, 7 persons have been arrested and hailed Awantipora police for preventive action.
Regarding a question on stone pelting incident at Nowhata Srinagar on last Friday, he said: “I want to make it clear that we are not tolerating any stone pelting. 15 youth have been identified and they are being booked under PSA. A total 39 persons have been arrested and based on identification from video, others identified will also be booked under PSA.”
Regarding sticky bombs, he said “there is information that sticky bombs have arrived in Kashmir but it has not been recovered so far.”
“We have changed SOP and alerted all forces. I personally informed concerned at airport and also appeal people to share information.” (GNS)
In order to put an end to transportation issues between the government and the private schools, the authorities on Tuesday sought several details from the private school management pertaining to transportation.
The news agency—Kashmir News Observer (KNO) has learnt that the Committe for Fixation of Fee of Private Schools (FFRC) has directed the Private School management to submit all supportive documents.
“In order to ascertain the genuineness of the information submitted by Private Schools and to enable the committee to take final decision, the private school management shall final the supportive documents before the committee, FFRC said.

The Government of India Tuesday said that a total of 196 cases have been registered under the Protection of Children from Sexual Offences Act During 2015-2019 in Jammu and Kashmir.
The GoI was replying to questions about the Protection of Children from Sexual Offences (POCSO) across the country including the figures and measures taken.
In reply, the Minister of State (MoS) for Home Affairs, GK Reddy said that a total of 196 cases have been registered under the Protection of Children from Sexual Offences Act During 2015-2019.
The graph maintained by the Ministry of Home Affairs (MHA) reveals that between 2015 to 2019 highest number of 109 cases were registered in 2019 while no case was registered in 2017 throughout the year.
It said that 30 cases were registered in 2015, 25 in 2016, and 32 cases in 2018 taking the total cases registered to 196.
The MHA informed that the State Governments are competent to deal with such offences under the extant provisions of laws. “National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in its publication “Crime in India”. Published reports are available till the year 2019. Analysis of this data for cases registered under various crime heads on crimes against children does not show any uniform trend”, the MHA said.
It said that the Government has approved setting up of 1023 Fast Track Special
Courts (FTSCs) including 389 exclusive POCSO Courts for expeditious trial and disposal of cases related to rape and to POCSO Act.
“As per published information the Conviction Rate for POCSO cases in 2019 was 34.9”, the MHA reply said.
The Union Minister of State for Home Affairs (MHA) G K Reddy Tuesday said that a total of 42 militant organizations have been banned in Jammu and Kashmir for being involved in unlawful activities.
In a written reply in the Lok Sabha, the MoS Home Reddy said the list of 42 organizations include the names of the militant organizations active in the country and the number of organizations which have received foreign support. “The number of militants killed during the last three years and the current year till date. The number of people victimized by the terrorists during the said period till date, State-wise. The steps taken by the Government to stop militancy till date and the extent to which success has been achieved so far?” the reply reads.
The reply further states that said that the Government has declared 42 organizations as militant organisations and listed their names in the First Schedule of the Unlawful Activities (Prevention) Act, 1967.
“Militancy in India has largely been sponsored from across the border”, MHA said.
The MHA said that the Government has taken various steps in this regard including strengthening of legal framework, streamlining of intelligence mechanism, setting up of National Investigation Agency (NIA) for investigation and prosecution of militancy-related cases, having various hubs of National Security Guards (NSG), stepping up the border and coastal security, modernization of police forces and capacity building of state police forces, etc.
“Due to the concerted and coordinated efforts of all the stakeholders, militancy-related violence has been contained to a large extent in the country”, the MHA said.
The Government of India Tuesday said that a total of 876 cases have been registered and 505 persons were arrested under the Unlawful Activities Prevention Act (UAPA) in Jammu and Kashmir between 2015 to 2019.
Ministry of State for Home Affairs (MHA) G K Reddy stated this in a written reply in Lok Sahbab,In reply to a query that whether the Government has any statistics regarding the number of cases registered and several persons arrested under the Unlawful Activities Prevention Act (UAPA) in the county. if so, the details of such cases reported in the country during the last five years, year-wise and State-wise. Also another question was posed whether the Government has any plan to set up fast-track courts to handle cases registered under UAPA in each State and Union Territory; and if so, the details thereof and the steps taken by the Government in this regard?
In response, the Ministry of Home Affairs (MHA) stated that a total of 876 cases have been registered and 505 persons were arrested under the Unlawful Activities Prevention Act (UAPA) in Jammu and Kashmir between 2015 to 2019.
MHA said that the National Crime Records Bureau (NCRB) compiles the data on crime as reported to it by States and Union Territories and publishes the same in its annual publication ‘Crime in India’.
Cases under UAPA are investigated by state police and the National Investigation Agency (NIA), MHA said.
The Ministry informed that as far as NIA is concerned, so far 48 special courts have been constituted across the country for the speedy trial of militancy-related cases.
The MHA about the year-wise graph of cases and arrests said that in 2015 a total of 59 cases were registered and 10 persons were arrested. 161 cases in 2016 and 56 persons were arrested. In 2017 a total of 156 cases were registered and 35 persons were arrested.
In 2018 total of 245 cases were registered under UAPA and 177 persons were arrested and 255 cases were registered in 2019 and 227 persons were arrested, MHA said—(KNO)
Armes and ammunition recovered from encounter site in Sopore

Police In A Statement issued here said that Today at around 1850hours on a specific input, Operation was launched by Sopore Police at Tujjer Sharief falling under the jurisdiction of PS Bomie and after establishing contact 22RR & 179BN CRPF also joined the operation.
During the search operation, as the presence of a militant got ascertained he was given opportunity to surrender, however, he fired indiscriminately upon the joint search party, which was retaliated leading to an encounter.
In the ensuing encounter, one militant was killed and his body was retrieved from the site of encounter. The killed militant has been identified as Ab Gani Khawaja @Skinder, resident of Khawaja Mohalla Kralgund, chief of proscribed militant outfit Al- Badr.
As per police records, the killed militant was involved in several terror crime cases including attacks on security forces and civilian atrocities besides he was main recruiter of innocent youth into militants ranks. Dozens of terror related and other crime cases have been registered against him in North Kashmir which include grenade blast at Bus-Stand Sopore, in which 19 civilians sustained injuries on 28-10-2019, Riffle grenade attack at Police Post Warpora, in which two Police Personnel got injured on 21-03-2019, attack upon Joint Naka Party of Police/ CRPF at Bismillah-Colony, Model-Town Sopore, in which four CRPF personnel got seriously injured and one among them while being evacuated to hospital succumbed to injuries. In the incident one civilian identified as Bashir Ahmad Khan got also killed by the bullets fired by militants on 01-07-2020, attack upon CRPF Naka Party at Ahad-Baba Crossing Noorbagh Sopore in which 03 CRPF Personnel were killed at 02 got seriously injured on 18-04-2020, killing of one civilian namely Danish Manzoor Najar @ Ishfaq S/O Manzoor Ahmad Najar R/O Edipora Bomai Sopore on 06-06-2020 and attack on Police Party of Police Post Warpora at Warpora Chowk, in which one SPO and one civilian were killed and one SPO got injured on 04-03-2020. He was also involved in killing of civilians and grenade attacks on Police/SFs establishments. He was also involved in providing arms and ammunition to terrorist associates for carrying out subversive activities in the area. He was operating in the areas of North Kashmir including Langate, Upper/Lower Qaziabad, Handwara, Sopore, Zainageer, Tujjar, Barahampora etc.
Incriminating materials including arms & ammunition were recovered from the site of encounter. All the recovered materials have been taken into case records for further investigation and to probe his complicity in other terror crimes.
IGP Kashmir Shri Vijay Kumar has appreciated Police and SFs for the big success in eliminating chief operational commander of proscribed militant outfit Al- Badr without any collateral damage.
The last rites of the killed militant shall be performed after conducting his medico-legal formalities and his nearest family members shall be allowed to participate in the last rites.
In this connection a case under relevant sections of law has been registered and investigation has been initiated.
People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials, if any.
Today on 9-03-2021 an information was received at PP Mandal Phallain that one person namely Rajinder Kumar who is serving in police has fired upon his wife and in-laws namely
Seema devi( wife),
Romesh kumar( father in law) and
Raj Kumari (mother in law) at their home in Allora village with his service weapon. As a result this, his mother in law succumbed on spot where as both father in law and wife shifted to GMC jammu in seriously injured conditions. All three have succumbed to injuries. On this a Case has been registered at PS Satwari.
In a press statement issued here reads that Acting swiftly a team of PS Satwari with active assistance from concerned PS/PP arrested accused from Gajansoo. Further investigation of the case is going on.
Orders Eviction, Recovery Of Appropriate Rent from For Former NC MLA, Others

Jammu and Kashmir High Court reiterated that it was very unfortunate that some former ministers, legislators, retired officers, politicians, etc., have illegally and unauthorizedly managed to continue to stay in the residential accommodation provided to them by the Government of Jammu and Kashmir, though they are no longer entitled to such accommodation.
“Many of such persons continue to occupy residential accommodation commensurate with the office(s) held by them earlier and which are beyond their present entitlement,” a bench of Justice Ali Mohammad Magrey said while dismissing a petition filed by former National Conference MLA from Karnah Kafil-Ur-Rehman and others, seeking court’s direction to allow them to occupy the present accommodation which they are in possession for last more than two decades in MLA Hostel, MA Road here.
“The unauthorized occupants must realize that rights and duties go correlative to each other, inasmuch as the rights of one person entail the duties of another person, whereas, the duties of one person entail the rights of another person,” the court said, adding, “In this context, the unauthorized occupants must appreciate that their act of overstaying in the premise directly infringes the right of another. No law or direction can entirely control this act of disobedience, but for self-realization among the unauthorized occupants.”
The court said that the natural resources, public lands and the public goods, like Government
Bungalows, official residence are public property that belong to the people of the country.
“The ‘Doctrine of Equality’, which emerges from the concepts of justice and fairness, must guide the State in the distribution/ allocation of the same. Any former Minister/ Legislator/ Retired Officer/ Politician/ Political person, once he/ she demits the office, is on a par with the common citizen, though by virtue of the office held, he/ she may be entitled to security and other protocols as per assessment of the concerned filed agency,” the court said as per GNS, adding, “ But allotment of Government bungalow, to be occupied during the lifetime of such persons, would not be guided by the constitutional principle of equality”
The court said that it was of the considered view that there was no merit in the petition and accordingly dismissed it.
“Interim direction(s), if any subsisting as on date, shall stand vacated. As a necessary corollary, the continuous occupation/ possession of the Government accommodation in question by the petitioners is held to be bad in law,” the court said, adding, “The petitioners thus, shall, if still in occupation, hand over the possession of the said Government accommodation occupied by them within one month from today and the Government, in turn, shall also recover appropriate rent from the petitioners for the period during which they were in authorized/ unauthorized occupation of the same.”
The court however, made clear here that insofar as the contention of the petitioners regarding threat perception to the life and liberty of their own self as well as their family members is concerned, the petitioners shall be at liberty to approach the competent authority in the Government of Jammu and Kashmir for seeking redressal of this grievance.(GNS)
