Bupinder Kumar Emphasized on Strengthening Monitoring Mechanism, Providing Effective Public Service Delivery

After assuming the office of Deputy Commissioner Baramulla, Bupinder Kumar today chaired an interactive cum introductory meeting with the officers of district administration at dak bungalow Baramulla where several aspects pertaining to overall socio-economic development were comprehensively discussed.

The concerned officers, after welcoming Bupinder Kumar for assuming the office as Deputy Commissioner Baramulla, introduced themselves one on one. They also presented the status of various developmental works undertaken in various sectors viz health, education, rural development, PDD etc by the concerned agencies.

While taking a sector wise review of various major developmental works, the DC emphasized for adopting a coordinated approach for achieving the desired results. He stressed to ramp up the pace of work so that all the undertaken projects are completed well within the stipulated time period. Moreover, he urged upon the concerned officers to identify the bottlenecks, if any and bring them into his notice so that they are sorted out as early as possible.

While taking a detailed review of COVID-19 mitigation measures, DC deliberated upon the concerned agencies to play a proactive role and formulate a viable and outcome based mechanism in this regard.

The DC further directed Chief Education Officer Baramulla to scale up the requisite activities and mobilize all the available resources in view of new educational session. He added that imparting qualitative education and achieving better results shall remain one of his core concerns.

Bupinder Kumar also observed that providing hassle free and smooth public services by strengthening accountability and transparency in official functioning is the top most priority of his administration. He added that effective public service delivery and robust grievance redressel mechanism is the cornerstone of a welfare administration.

Meanwhile, DC sought cooperation from the concerned officers for developing the district from different perspectives pertaining to developmental concerns. He added that his focus shall remain on providing efficient and prompt public services besides establishing a vigor and effective grievance redressel mechanism. DC also emphasized for working with zeal and dedication while discharging official duties.

ADDC Baramulla Aijaz Abdullah Saraaf, ADC Mohammad Ahsan Mir and Sopore, JDP, ACR, SDMs, heads of various departments, district and sectoral officers among other concerned functionaries were present on the occasion.

Lottery Scam: CBK arrests three non-locals

The Crime Branch Kashmir (CBK) on Tuesday claimed to have arrested three non-locals for their alleged involvement in lottery scam.

In a statement issued to the news agencyโ€”Kashmir News Observer (KNO), the CBK said that it arrested three persons from Kishangarh Delhi in connection with a case under FIR number 37/2019 under section 420 RPC and 66-D IT Act.

The Court of Chief Metropolitan Magistrate, Patiala House New Delhi granted transit remand for shifting of the arrested people, the statement said and identified the trio as Santosh Kumar Bhagat, son of Sukhdev Bhagat of House number 49 A/9 Gaushala Kishangarh Vasant Kunj Delhi, Lakhan Lal Ahirvar, son of Ram Swaroop of House number 80/9 Kishangarh Vasant Kunj, Delhi and Benadict Silvester @ Manav Tyagi, son of Lawarance Desousa of Flat No. D-2, B-48 Chatterpur Extension New Delhi.

โ€œThe three persons were arrested after strenuous efforts by the Investigation Team in Lottery Scam case,โ€ it said.

โ€œPertinently, consequent upon the reception of a written complaint received by Crime Branch Kashmir, which inter alia revealed that the complainant received a phone call from an unknown number, informing him about a prize of seven Lakh rupees that he had won in a contest; in order to claim the prize money he was asked to deposit some money,โ€ the statement said.

โ€œThe complainant deposited an amount of 138,000/= in the Bank account maintained in the name of Non Stop Deal, operated by one Santosh Kumar Bhagat. Further investigation is going on,โ€ it addedโ€”(KNO)

According to the inhabitants of the areas BRO widening the road from mohra to Baaz but not give safety walls due to rain and snow many times road block and people of the Area suffer badly.

Inhabitants of the areas request uri administration to take matter with concern authorities to instruct them  give safety walls in the sliding areas to save the road and property of the people’s.

Seven members of family fell unconscious after mistakenly consuming medicinal plant with tea

SHOPIAN, MARCH 02 :

Seven members of a family fell unconscious in south Kashmirโ€™s Shopian district after mistakenly consuming a medicinal plant in tea.

Sources told the news agencyโ€”Kashmir News Observer (KNO) that a child of the family in Nabal Zawoora area of Shopian had grinded a medicinal plant probably Argemone mexicana and mixed it with tea.

They said that after taking this tea, all seven members fell unconscious and were shifted to district hospital Shopian, where from they were shifted to SMHS Srinagar for advanced treatment.

Sources, however, said that their condition was stable.

They identified them as Azad Ahmad, Hajira Begum, Mohammad Amin, Fareeda Jan, Shabir Ahmed besides two minor kidsโ€”(KNO)

NIA Arrests Four Drug Traffickers in Handwara Narco- Terrorism Case (RC-03/2020/NIA/JMU)

SRINAGAR MARCH 01 :

Today (01.03.2021), NIA arrested four drug traffickers namely i) Altaf Ahmed Shah s/o Mohd Afzal Shah r/o Dangherpora , P/S- Kheer Bhawani, Ganderbal, Kashmir ; ii) Showkat Ahmad Parray s/o Abdul Salam Parray r/o Parray Mohalla, Wangipora Sumbal, District Bandipora, J&K; Mudasir Ahmad Dar s/o Ghulam Mohammad Dar r/o Wanduna, Shopian, J & K and iv) Amin Allaie @ Hilal Mir s/o Hazi Ghulam Mohi-u-din Allie Near Petrol Pump, Shan-e-Kashmir National Highway Sangam, Tehsil & PS Bijbehera, District Anantnag, J&K, from Srinagar in connection with the case pertaining to seizure of 21 kg of Heroin and cash amount of Rs.1,35,89,850/- from the members of a drugs syndicate operating in J&K.

  1. The case was initially registered as FIR No. 183/2020 dated 11.06.2020 at PS Handwara, District Kupwara J&K wherein during checking of vehicles at Kairo Bridge, Handwara, accused Abdul Momin Peerโ€™s Hyundai Creta vehicle was intercepted by police at a naka and during search Rs. 20 Lakhs along with two Kgs Heroin was recovered and seized. NIA had re-registered the case as RC-03/2020/NIA/JMU on 23.06.2020 and taken up the investigation. Chargesheet was filed in the instant case on 05.12.2020 against six accused persons in the NIA special court, Jammu.
  2. Investigation so far has revealed that the accused persons were involved in cross-border smuggling of heroin in huge quantities from Pakistan and were supplying the same in J&K and other parts of the country. They were also in regular communication with the operatives of proscribed terrorist organisations Lashkar-e-Taiba(LeT) and Hizb-ul-Mujahideen (HM), using encrypted chat platforms. The proceeds of sale were being used to finance the activities of terrorist organisation Lashkar-e-Taiba operating in the Kashmir Valley.
  3. The arrested accused were produced before the CJM Court in Srinagar today and have been taken on transit remand for 03 days.
  4. Further investigation in the case continues.

3 KAS probationers deployed at Jammu Airport as duty magistrates for Covid-19

JAMMU, MARCH 01 :

Government on Monday deployed three junior Kashmir Administrative Service (KAS) probationers at Jammu Airport for Covid-19 duty.

An order, a copy of which lies with the news agencyโ€”Kashmir News Observer (KNO), reads โ€œIn continuation to this officer Order No. DC/PS/2019-20/996-1001 dated 14-032020 regarding the subject cited above. The officers are hereby deployed at Airport, Jammu as Duty Magistrates in order to perform COVID-19 duties with immediate effect.โ€

The officers who have been deployed include Mohammad Shaharyar Dar, Khalil Bhandey and Varnika Raj.

“The deployment of the officers to this order is made under National Disaster Management Act, 2005 and failure to comply with the order shall invoke the provision under Section 56 of National Disaster Management Act, 2005,” the order further readsโ€”(KNO)

ACB produced chargesheet against Shamim Ahmad Shah, Sub Divisional Engineer, Transmission Division BSNL Srinagar and others in case of duping BSNL by setting up illegal telephone network for making ISD calls.

Anti Corruption Bureau produced charge sheet before the Honโ€™ble Court of Special Judge, Anti Corruption Srinagar Kashmir in Case FIR No. 30/2007 under Section 5(1)(d) r/w 5(2) of J&K PC Act Svt. 2006 of PS ACB against one Shamim Ahmad Shah the then JTO BSNL now Sub Divisional Engineer Transmission Division BSNL Srinagar, one Roshan Lal Bhat (retired) the then Phone Mechanic BSNL and four other beneficiaries.

  1. The instant case was registered on the basis of a allegations that two brothers Shabir Ahmad Bhat and Ajaz Ahmad Bhat during their stay in Saudi Arabia in 2003 found that calls at cheaper rates are being made to different countries from Saudi Arabia. They found that an illegal telephone network exists in Saudi Arabia and explored prospects for this particular illegal telephone network in Kashmir and developed cognizance with the operators of the existing network. They managed the access code of the BSNL Exchange from them with the condition that they will provide two circuits to them as royalty.
  2. The accused beneficiary Ajaz Ahmad Bhat roped in Shamim Ahmad Shah then JTO BSNL Exchange Sopore. The accused Shamim Ahmad Shah accessed code successfully and illegal call centre were established at various places in Sopore in the year 2004. Then, with the transfer of accused JTO from Sopore to Kargil in the year 2005, the call centre was also shifted to Kargil in furtherance of criminal conspiracy in an organized manner hatched by the private persons with Junior Telecom Officer.
  3. Subsequently, during investigation, the call registries were seized and were examined for computation of call duration made to different countries. On the basis of seized call registers, it was found that international calls of total 5689000 minutes duration were made from the five illegal call centres from Kargil. Further, it was found that the accused has been operating call centres at Kargil since 2005, as such, the call tariff chargeable on landline telephones in Kargil from 01.08.2005 to 14.05.2007 was sought from BSNL Corporate Office, New Delhi. During this period, least call tariff of Rs. 6 per minute and highest call tariff of Rs. 12 per minute was found applicable. BSNL has been deprived of pecuniary benefit of more than 3 Crores, which is a consequential loss to the public exchequer/ BSNL authority for the year 2006-2007.
  4. In view of the facts and evidence collected during the course of investigation, charge sheet in case FIR No. 30/2007 of P/S ACB, Srinagar has been produced before the Honโ€™ble Court of Special Judge, Anti Corruption, Srinagar against the accused public servants namely Shamim Ahmad Shah, then JTO (Now Sub Divisional Engineer), Roshan Lal Bhat now retired, the then Phone Mechanic BSNL and accused beneficiaries namely Aijaz Ahmad Bhat, Shabir Ahmad Bhat, Mohammad Shafi Bhat and Naseer Ahmad Malik.
  5. The next date of hearing has been fixed on 10.04.2021.

Schools in Kashmir open after one year

SRINAGAR, MARCH 01:

Schools in Kashmir reopened on Monday after remaining closed for nearly one year due to the coronavirus pandemic.

The students of classes 9 to 12 attended school for the first time since March 9, 2020.

Only those students were allowed to attend school who had been granted permission in writing by their parents.

Most private schools had sought no objection certificates from parents, absolving the school management of any blame in case of any health issue arising due to conduct of physical classes.

Several schools had asked students to bring along medical fitness certificates on the first day of the school. Schools across Kashmir were closed in the second week of March last year as a precautionary measure in view of the coronavirus pandemic across the globe. According to a government order, middle school level classes (6th to 8th standards) are scheduled to reopen on March 8 while remaining classes are slated to reopen on March 18. PTI

Jammu and Kashmir Civil Society Forum has demanded the end of house arrest of Mirwaiz -e-Kashmir Moulvi Mohammad Umar Farooq ahead of revered religious festival Mehraj Aalam.
In a statement Chairman JKCSF Abdul Qayoom Wani envisaged the govt to release the top religious leader before the commencement of Mehraj Aalam.
Mirwaiz Kashmir Dr.Maulvi Muhammad Umar Farooq Sahib who has been detained for one and a half years continuously. This is very painful and worrying for us.
The constant detention of Mirwaiz is hurting the feelings of people of all walks of life. Now that the holy and glorious month of Rajab is in vogue and this month has witnessed the great and marvelous miracle of Ascension of the Holy Prophet (PBUH) in the context of which Mirwaizis of Kashmir for centuries have been enlightehing people of the philosophy. ” Wani said
