Shocking: 12 children given hand sanitiser drops instead of polio dose

MAHARASHTRA FEBRUARY 02 :

In a tragic case of negligence, 12 children were given hand sanitiser drops instead of oral polio vaccine drops in a village in Yavatmal district of Maharashtra, media reports said on Tuesday.

According to a report in The Outlook, the affected children, aged below 5, were admitted to a government hospital, where their condition is stated to be stable.

The report quoting a district official said that three healthcare workers will face action for the lapse.

The incident occurred on Sunday at Bhanbora PHC (Primary Health Centre) in Kapsikopri village when the National Pulse Polio vaccination drive for children aged 1-5 years was underway, the official said.

Yavatmal Zilla Parishad CEO Shrikrishna Panchal said 12 children below 5 years of age were given two drops of sanitiser in place of polio drops.

Subsequently, one of the children complained of vomiting and uneasiness, he said.

All the children who were given sanitiser drops were administered polio drops and admitted to the Government Medical College in Yavatmal, Panchal said.

Their condition is stable and they are under observation, Panchal said.

He said as per preliminary information, three healthcare workers – a doctor, Anganwadi sevika and an ASHA volunteer – were present at the PHC at the time of the incident.

“An inquiry is underway and orders will be issued to suspend all the three healthcare workers,” Panchal said.

Meanwhile, another official said the incident came to light when the village sarpanch checked the drops and found them to be hand sanitiser and not polio doses.

After the incident, parents in the area are under fear and have demanded action against the persons responsible for the shocking lapse, he said.

COVID-19: Over 160 doctors killed due to virus in country

NEW DELHI FEBRUARY 2:

COVID-19 has so far claimed the lives of 162 doctors, 107 nurses and 44 ASHA workers in the country, Rajya Sabha was told on Tuesday.

The figures are based on the intimations received from the states till January 22.

This was stated by Minister of State for Health Ashwini Kumar Choubey in the House in response to a question on the number of healthcare staff, including doctors, nurses and ASHA workers who have been affected died due to COVID-19.

On whether the data presented by the Indian Medical Association regarding the number of healthcare workers who have died due to COVID-19 has been taken note of by the Ministry and any follow up verification of the same done, Choubey said the process of insurance disbursement has been de-centralized under the Pradhan Mantri Garib Kalyan Package (PMGKP: Insurance Scheme).

Accordingly, the verification of a person affected and died to COVID-19 vests with state governments/Central government authorities concerned.

The necessary certification for claims is done by healthcare Institution, organization or office where the deceased was an employee of/engaged by the institution.

They submit the documents to the competent authority for state and UT, or the competent authority for Central Government, Central Autonomous /PSU hospitals, AIIMS, INIs and hospitals of other central ministries, as the case may be.

The competent authorities then forward and submit claim to the insurance company.(PTI)

Mercury Drops Again In Kashmir, ‘Widespread’ Snowfall Predicted

A day after some respite, the minimum temperature dropped again across Kashmir Valley even as the weatherman forecast widespread rain and snowfall in the next two days.

A meteorological department official told GNS that mercury settled at minus 4.6°C against minus 3.1 on previous nights in Srinagar and was almost four degrees Celsius below normal of minus 0.7 °C for this time of the year in the summer capital of J&K.

The minimum temperatures have consistently remained far below normal this season. On January 31, Srinagar recorded a low of minus 8.8°C, the lowest temperature of the season so far, and the coldest January night in the past 30 years.

On 20 January 1991, Srinagar had witnessed a low of minus 11.8°C while the lowest ever temperature was recorded on 31 January 1893 when the mercury plummeted to minus 14.4 degrees Celsius.

In the last 38 years, there have been seventeen occasions when Srinagar recorded minus 8°C or less of which 1991 remained the coldest and harshest winter with the prolonged cold spell of nine days.

The minimum temperature also hovered around far below the normal in other parts of the Valley, the MeT official said.

The mercury settled at minus 9.3°C in Pahalgam against minus 6.0°C on the previous night while the world-famous health resort received 1.4 cms of fresh snowfall in the last 24 hours, the MeT official said.

Qazigund, the gateway town of J&K, recorded a low of minus 4.5°C against minus 2.1°C on the previous night while Kokernag recorded a minimum of minus 8.4°C against minus 9.5°C on the earlier night.

Gulmarg, the world-famous skiing resort, recorded a low of minus 7.0°C against minus 8.2°C earlier night, the official said.

The mercury also settled at minus 1.6°C in the in Kupwara against minus 2.9°C on the previous night, the official added.

Having endured the harshest 40-day long Chillai-Kalan’, Kashmir is presently under the grip of 20-day-long ‘Chillai-Khurd’ (small cold) and it would be followed by a 10-day-long ‘Chillai-Bachha’ (baby cold).

The weatherman has forecast “scattered to fairly widespread light rain/snow in Jammu and Kashmir” in next 24 hours. For the subsequent two days, the MeT has predicted “widespread light to moderate rain/snow/thundershowers”. (GNS)

District Development Council: DEO notifies meeting of elected members to elect chairperson of DDC Srinagar

The District Election Officer Srinagar Dr Shahid Iqbal Choudhary Monday issued a notification for a meeting of members elected to the District Development Council Srinagar to elect the chairperson and the vice chairperson of the council as mandated under section 45-B of the Jammu & Kashmir Panchayati Raj Act 1989.

The notification issued in pursuance of sub–rule (4) of rule 108-ZN of the Jammu & Kashmir Panchayati Raj Rules 1996 states that the meeting will be held at 11 am on 6 February 2021 in the Meeting Hall of DC Office Srinagar—(KNO)

Pahalgam Land Use Change: HC Seeks ‘Outcome’ Of FIR Filed In 2008

Jammu and Kashmir High Court on Monday directed government to file status of the investigation into an FIR registered more than 12 years ago against officers and officials allegedly involved in giving undue benefit to beneficiaries by making “mischievous reports” regarding change of land use under erstwhile Master Plan, Pahalgam.

The FIR no.(27/2008) was filed under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Samvat, 2006, and Section 120-B, 109 RPC at Police Station Vigilance Organisation (now ACB), in 2008.

Hearing a public interest litigation, a division bench of chief justice Pankaj Mithal and Justice Rajnesh ‘Oswal granted government month’s time to file the status report after additional advocate general M A Chashoo sought the same.

He submits that he may be allowed some time to find out about the status of the investigation pursuant to the FIR.

“Shri Chashoo as prayed is allowed a month’s time to file status report regarding the outcome of the investigation pursuant to the above referred FIR,” the court said, according to GNS correspondent.

The PIL was filed in 2010, praying among others quashing of the Master Plan 2005-2025 prepared by the Pahalgam Development Authority.

“Various compliance reports from time to time have been filed and are on record. Pursuant to the last order, Chashoo has submitted a further report stating that most of the encroachments have been removed from the area of the Pahalgam Development Authority but the work has been stopped on account of snow during the winter season and necessary steps would be taken to remove the remaining encroachments also,” the court said, adding, “It is an admitted position that as on date, the Master Plan 2005-2025 is not in existence and that Master Plan 2015-2032 is in place.”

In view of the aforesaid facts and circumstances, the court said, apparently only the prayer with regard to the completion of the investigation of the FIR survives.(GNS)

Panchayat Raj System plays a vital role in development of an area and as an effort to empower the System, an Army-Awaam Interaction with all Sarpanch & Panch of Qadirabad Block was organised in Trehgam with initiative by Commander, 68 Mountain Brigade and CO, 41 RR (HAMDARD-E-KUPWARA). Despite chilling weather, there was healthy participation by all elected members including newly elected Mrs Tahira Begum, DDC, Mr Abdullah Mir, BDC Trehgam, and Sarpanch & Panch of all 14 villages.
The prevailing situation in Trehgam was discussed and it was reaffirmed by all that it was aptly conducive for kick starting all developmental activities. The role of newly elected representatives as stake holders in the affairs and as an important link to grassroot development was elaborated and were called upon to shoulder their new responsibilities with earnest passion.
Various welfare schemes from Government for the Awam and ways to make them reach to the beneficiaries were dwelled in a two way interaction. Few other issues concerning the Awam were also brought out and how both can help each other in resolving them were discussed. The interaction provided a platform for meeting of elected ones and Army on common issues and will contribute as a building block in development of Trehgam.

In the wee hours of 01 Feb 2021 around 4:15 AM when it was snowing, Kalaroos Company Commander received a distress call from a Asha Worker requesting for immediate evacuation of a patient in labour pains to Kalaroos Hospital from Narikoot, as ambulance could not honour their request due to snowfall.
Immediately an Army Gypsy along with medical team was sent to Narikoot for evacuating the patient. Enroute to Hospital, Asha Worker accompanying the patient requested the team to park the vehicle to road side as patient’s condition was serious. She along with Army Medical Team decided to carryout delivery inside the Gypsy and got into action in low visibility and snow conditions.

A healthy baby girl’s cry from inside Gypsy announced her arrival into the world and brought joy and delight to everyone involved in the delivery, at the same time tears in her father’s eyes. Joy of Gulam Rabani, a casual labour, knew no bounds when he cuddled his new born under unique circumstances inside a Army Gypsy.

The lady and newborn were then brought to Kalaroos Hospital and admitted. Company Commander congratualted the family with gifts and felicitated the brave Asha Worker, Sadia Begum, for her confidence in Army Medics and her decisiveness in odd circumstances.

Also honouring the request of Doctors from Kalaroos Hospital, anti skid chains for hospital ambulance were presented to Dr Ashraf, BMO, enabling the hospital to ensure availability of ambulance in all weather conditions.

The baby girl will find a very special place in the hearts of Army soldiers in Kalaroos as she honored the Army Gypsy by deciding to be born in it, an unprecedented joyous event in Kupwara . Likewise, the family would forever be greatful to the Army being a True Humdard of Awam.

Peoples Democratic Party (PDP) President Mehbooba Mufti  Monday said that her former ally in state Bharatiya Janta Party did nothing to fulfil the promises made at the time of government formation stating that her father late Mufti Mohammad Sayeed played with the fire and joined hands with BJP only for the sake of people of J&K.

As per news agency—Kashmir News Observer (KNO) she was addressing day—long party convention at Rajouri where a large number of party workers were present in the convention.

Referring to coalition with BJP, Mehbooba said that PDP always underlined many conditions with BJP at the time of government formation that included AFSPA revocation, return of power projects and resumption of talks with Pakistan but BJP did nothing to fulfil these  promises even after agreeing to the same.

“We always called for resumption of friendly policy of Atal Bihari Vajpayee but nothing was done, ” she further said.

She  said that scrapping of Article 370 from Jammu and Kashmir was unconstitutional and a step which affected everyone here in “Jammu and Kashmir and removed a guardian from our head.”

Mehbooba said that there is enough land for outsiders to settle in India but there is no land for Muslims which is unfortunate and against social and diversity feature of India.

She also said that BJP is violating constitution at its best and is following many unconstitutional means like scrapping of Article

Mehbooba said that Peoples Democratic Party always stood for revocation of Armed Forces Special Powers Act from Jammu and Kashmir and its misuse in a fresh case is of a fake and staged encounter in Shopian.

“Three innocent youth of Rajouri went Shopian for labour work but were murdered there.” she said adding that it is a fresh case of AFSPA misuse.

“We, at the time of government formation, called for revocation of AFSPA after peaceful atmosphere and BJP did nothing in it,” said Mehbooba.

She further said that present scenario in Kashmir is of this nature that mother of a boy killed in HMT encounter pleaded to see her face for the last time but she was not allowed.

Election process to elect DDC chairpersons to be completed by Feb 20 SEC finds no merit in objections, Baramulla, Ganderbal, Shopian, Ramban, Kishtiwar reserved for women

State Election Commission would complete the process to elect District Development Council (DDC)  chairpersons  by Feb 20 after finding no merit in objections filed against the draft reservation for these posts
According to the order copy issued by SEC which in possession of KNS, 
” none of the objections/representations so received had any merit.  No infirmity, leave alone irregularity was brought out in the draft notification for reservation dated 25th January, 2021,” reads the order.                                              
The order also reads that Baramulla, Ganderbal, Shopian, Ramban and Kishtwar have been reserved for women, while Poonch has been reserved for women from Schedule Tribe Category.

“Anantnag and Rajouri have been reserved for STs while Jammu and Udhampur seats have been reserved for SCs,” it reads.

With final reservation order issued by SeC, the election for electing DDC chairpersons would be held by February 20.(KNS)

In a shocking move , new Secretary J&K Sports Council Nuzhat Gul suspended well known cricketer Abid Nabi on first day of her joining office as Secretary Sports Council.

Nuzhat Gul who assumed charge of Secretary Sports Council on Monday in place of Naseem Javed Chowdhary signed suspension orders of Abid Nabi who is junior coach in Sports Council.

As per the to order, a copy of which lies with KNT Abid Nabi has been suspended for misconduct.

The order no.51 of 2021 dated 01-02-2021 reads , ” Pending enquiery into his misconduct Abid Nabi , junior cricket coach is hereby placed under suspension in terms of provision of J&K classification control and appeal rules with immediate effect. The suspended is attached with Divisional Sports Officer (K), J&K Sports Council”.

Joint secretary Sports Council has been asked to conduct enquiry and submit a report within a period of 15 days .

According to Sports Council Abid Nabi who is well known cricket figure in J&K has been placed under suspension in wake of his tussle with J&K Cricket Association .

“There was pressure from higher ups to place Abid under suspension on the back of his issues with another cricketer and JKCA,” Sports Council sources told News Agency Kashmir News Trust.
