J&K gets Rs 30757 crore grant in Union Budget

SRINAGAR, FEBRUARY 01:

The central government Monday proposed Rs 30,757 crore grant for Jammu and Kashmir Union Territory for the next fiscal.

According to the news agency—Kashmir News Observer (KNO), Finance Minister Nirmala Sitharaman made the allocation for the UT while presenting the union budget for the coming fiscal.

The grant for Jammu and Kashmir is equal to last year’s transfers. This means that there is unlikely an increase in Jammu and Kashmir’s Budget, likely to be presented later this month in the Parliament.

Girl dead, 4 injured as vehicle falls into nallah in Kupwara

KUPWARA, FEBRUARY 01 :

A 19-year-old girl was killed and four injured when a private vehicle skidded off the road and fell into a nallah in north Kashmir’s Kupwara district on Monday morning.

An official told Kashmir Despatch that a four wheeler Alto bearing registration number HR51 AU 7420 fell into a nallah after the driver lost control over the wheels due to slippery condition of the road followed by fresh snowfall.

In the mishap five persons were injured and were rushed to nearby hospital where one among the injured succumbed to injuries official added.

Meanwhile a police officer also confirmed this road accident to Kashmir Despatch and said a vehicle fell down from bridge to nalla at Kralpora.

The officer identified deceased as Usma Iqbal daughter of Mohd Iqbal Bhat of Rashinpora.
While injured have been identified as Mohd Maqbool Bhat S/o Mohd Abdullah Bhat age 55 years, Bashir Ahmad Beigh S/o Gh Hussan Beigh age 45 years Driver, Asif Ahmad Bhat S/o Mohd Maqbool Bhat, Jabeena Begum w/o Farooq Ahmad Bhat all residents of Ratnipora.

Jackal Leaves Three Persons Injured in Handwara Village

SRINAGAR, FEBRUARY 1 :

Three persons were injured after a jackal attacked them in broad daylight by entering a residential house in Haril area of north-Kashmir’s Kupwara district.

Reports reaching GNS said that the trio were inside a residential belonging to one Abdul Majid Wani at Haril, Langate area, when attacked by the beast this afternoon.

Identifying the injured persons as, Abdul Majeed Wani son of Abdul Khaliq Wani, Umar Majeed son of Abdul Majeed Wani and Najma Bano daughter of Abdul Majeed Wani, a medical official at DH Handwara said that they have received three patients with different bodily injuries.

“All of them are out of danger and responding well to the treatment”, the official added.

Bird Flu Infection: ADDC B’la Chairs Meeting, Took Stock of Mitigation Measures

With an aim to avert any kind of eventuality that may arise after a sample of a dead crow from Hardushiva Sopore has been declared positive for Avian Influenza virus, Additional District Development Commissioner and Acting Deputy Commissioner Baramulla Aijaz Abdullah Saraaf today chaired a meeting of concerned officers in order to take stock of various mitigation measures that have been taken by the administration to control the spread of infection.

On the occasion, a threadbare discussion on the subject was held wherein the ADDC directed the concerned authorities to strengthen surveillance mechanism in affected areas so that appropriate measures are taken in case of any exigency. He also directed to conduct random sampling and stressed for working in coordination for intensifying surveillance within the notified zones. He also directed to ensure that the requisite guidelines issued, are followed in letter and spirit so as to safeguard the poultry birds and human lives from the infection.

Meanwhile, it was informed that the affected area, Hardushiva Sopore, within the radius of 10 km has been declared as ‘Alert Zone’ in which several mitigation measure have been lined up besides a disinfection process, that shall be carried out by the concerned authorities.

Asserting that iron fist policy of union government is bound to prove counterproductive, former Chief Minister and President Peoples Democratic Party Ms Mehbooba Mufti Sunday said that resolution of Kashmir issue was imperative for steering Jammu and Kashmir out of present turmoil and ensure lasting peace and development.“Peace has to be restored on border, the daily rush to Kashmir graveyards has to end, the bloodshed of our youngsters has to stop and for all this resolution of Kashmir issue was essential”, Ms Mehbooba said while addressing party workers, here today, on the second day of her three day visit to border districts of Rajouri-Poonch.She was accompanied by General Secretary and former MLC Surinder Choudhary, former legislators Yashpal Sharma, Firdous Tak, MR Qureshi and senior party leaders including Vijay Dogra, Satpal Charak, Rajinder Manhas, Varinder Singh Sonu, Shamim Dar, district president, Shamim Ganai, Advocate Maroof Hussain, Javaid Choudhary, Lala Manzoor, Gurmeet Singh Raja, Zahida Choudhary, Parvaiz Wafa, Aazam Sagar, Najeeb Mughal, Naresh Sharma, Advocate Syed Taj Hussain, Advocate Majid Shah and Rajat Gupta.
She said that Kashmir issue was neither religious nor law and order problem as projected by the ruling Bhartiya Janta Party but it is completely political with its origin in a series of betrayals with people of Jammu and Kashmir. “The resolution of this issue has to go through the roadmap proposed and implemented by Peoples Democratic Party during its short stints in power. There is no alternate to the Mufti Muhammad Sayeed’s vision of peace with dignity and the agenda of PDP is more relevant today than ever”, she said while advocating for the dialogue with neighbouring country and internal stakeholders especially youth.Terming August 5, 2019 as the darkest day in Indian history, the former Chief Minister said that union government will have to restore the special status of Jammu and Kashmir with all its safeguards. “The struggle is tough and full of challenges and I am ready to face any consequences for my resolve”, she said while asserting the party leaders to strengthen the party at gross root level in order to enable the organization to fight the long and tough battle.“We have pledged to take back what was snatched illegally, undemocratically and unconstitutionally from us. This is not an easy task and we are already facing testing times but no power on earth can deny us our right if we have steadfastness and determination in our resolve”, she said.Ms Mehbooba said that contrary to the claims of union ministers in their elections rallies across the country, the situation is grim in Jammu and Kashmir and people are facing suffocated and pushed to walls. “The democratic space has been squeezed and silence is being enforced through coercive measures. The younger generation is today more alienated and dejected than it was ever and its consequences are grave”, she said.Expressing gratitude to the party workers across Jammu and Kashmir who have stood firm with her despite coercive measures by the administration she said, “The union government made every attempt to weaken PDP for the sole reason to end resistance to its iron fist policy in the erstwhile Jammu and Kashmir. Our leaders continue to languish behind bars, the workers are being harassed and even administration was being used to put pressure on PDP supporters to leave the organization or face consequences”, she said adding that the support of her party workers has strengthen her resolve to fight for the aspirations of people.

Govt Declares All J&K Districts ‘Green Zone’ in Latest Circular

SRINAGAR/JAMMU, JANUARY 31 :

Lieutenant Governer-led administration has on Sunday notified all Jammu and Kashmir districts as ‘Green Zone’ areas with exception to Lakhanpur containment zone besides either sides of Jawahar Tunnel.

The circular has been issued in exercise of powers conferred under Section 24 of Disaster Management Act, 2005 by State Executive Committee after a ‘detailed review of the current COVID situation with the Financial Commissioner, Health; Divisional Commissioner Jammu/Kashmir.’

Citing the “trend in new cases particularly the recent fall in new cases even after significant movement of persons travelling to J&K and between provinces/districts with the risk perception of the Health Department vis-à-vis each district and the need to control further spread of COVID-19”, the circular says that, all the districts of Jammu and Kashmir provinces will fall under ‘Green Zone’ category, however with Lakhanpur containment zone on NH-44 with a buffer of 500 meters radius and Jawahar Tunnel area, on either sides as ‘Red Zone’ demarcated areas.

“The categorization of districts into Red and Green Zones/Districts will be followed for the purposes of implementation of permitted activities in the respective districts as per separate directives issued by State Executive Committee (SEC).”

The classification of the districts, as per the circular, will be reviewed periodically and any further modifications will be made by the Government of Jammu and Kashmir. (GNS)

In death, comrade Sethi keeps his promise, donates eyes

Comrade Krishan Dev Sethi is no more, however, his eyes, which saw so much—Dogra rule, the partition, riots of 1947, drafting of J&K constitution, Political upheavals, 1975 accord and abrogation of Article 370—will continue to see.

Families sources told the news agency—Kashmir News Observer (KNO) that the 93- year- old Sethi, who was the last surviving member of J&K’s constituent Assembly, had pledged to donate his eyes.

“Within hours of his death on January 28, his corneas were removed and successfully transplanted to two persons suffering from corneal blindness,” they said adding that the corneal transplant took place a day after his death—(KNO)

ARTO Baramulla seeks registration of FIR against local Activist for ‘maligning’ his reputation

BARAMULLA, JANUARY 31:

Assistant Regional Transport Officer (ARTO) Baramulla on Sunday filed a complaint against a person for what he calls: misusing social media to malign his reputation in the society.

ARTO Baramulla, Mubashir Jan approached Cyber Police Station Srinagar, seeking registration of FIR against RTI activist Siraj u Din Salam.

The officer in his complaint has sought registration of FIR against an activist who is a resident of Baramulla for uploading ‘unverified video’ on social media through a local news agency.

The complaint reads: “One person namely Sirajudin Salam R/O Baramulla submitted an RTI application before APIO and same was replied within a time framework, now repeatedly he again tried to defame the image of our organization by uploading a video through local news agency QNS without verifying the facts.”

He further alleged that Salam recently uploaded similar video following which he filed an application before SHO cyber police station, Srinagar for lodging an FIR.

“Investigation agency has every right to verify facts but how can a common person certify things with authority on social media defaming organization especially me,” ARTO wrote adding I request for lodging an FIR verifying contents of the unloaded viral video so that justice prevails and we work with decorum dignity.
In a video uploaded on social media Salaam claims to have busted a ‘scam’ in ARTO office Baramulla and alleges driving licences are not issued on merits but sold on hefty prices, through agents. Salaam also plays some voice recordings in which some unknown person could be heard bargaining with clients who are seeking a driving licence.

Bird flu cases reported among domestic birds in Udhampur

JAMMU, JANUARY 31 :

Several cases of Avian Flu commonly known as Bird Flu have been reported in Udhampur district among the domestic birds, officials said here.

Wildlife warden Jammu, Anil Arti told the news agency—Kashmir News Observer (KNO) that samples of some domestic birds were taken in Udhampur area some fifteen days ago and they have now been tested positive for bird flu.

He, however, said that there is no need to worry as cases have not been reported on major scale because bird flu has been confirmed among few domestic fowl and one peacock in Udhampur, besides in some wild crows in Poonch.

Nodal officer for Bird flu Dr Mushtaq Ahmad Shah also confirmed to KNO that cases of bird flu have been confirmed in some domestic birds in Jammu division, however, no case has been reported so far in the Kashmir division.

It is pertinent to mention here that Kerala, Haryana, Madhya Pradesh, Maharashtra, Chhattisgarh, Uttarakhand, Gujarat, Uttar Pradesh, Punjab and Jammu & Kashmir have confirmed the outbreak of the avian influenza in poultry birds.
