Jammu and Kashmir reported three more covid-19 related deaths in the last 24 hours, taking the fatality count to 1883.
Among the victims one was from Kashmir Valley—a 70-year-old man from Lalbazar Srinagar while two others were from Jammu division—one each from Doda and Kathua districts respectively.
With the death of the sexaganrian, the total fatality count reached 697 in the Jammu region so far 1186 have died in the Valley.
Srinagar district with 450deaths tops the list followed by Jammu (355), Baramulla (171), Budgam (108), Kupwara (91), Pulwama (88), Anantnag (83), Doda (64), Bandipora (60), Udhampur (57), Kulgam (53), Rajouri (54), Kathua (49), Ganderbal (43), Shopian (38), Samba (38), Poonch (23), Ramban (21), Kishtwar(21), and Reasi. The President of India on Thursday appointed Justice Pankaj Mithal, presently a judge of Allahabad High Court, as Chief Justice of common High Court of Jammu & Kashmir and Ladakh Union Territories.
The Union Ministry of Law and Justice notified the appointment of Justice Pankaj Mithal as CJ of common High Court for both the UTs.
“In exercise of the power conferred by clause (1) of Article 217 of the Constitution of India, the President is pleased to appoint Shri Justice Pankaj Mithal, Judge of the Allahabad High Court, to be the Chief Justice of Common High Court for the Union Territory of Jammu and Kashmir and Union Territory of Ladakh with effect from the date he assumes charge of his office,” reads the notification issued by the Ministry, a copy of which is in possession of news agency—Kashmir News Observer(KNO).
Justice Pankaj Mithal graduated in commerce from Allahabad University in the year 1982 and passed L.L.B. from Meerut College, Meerut affiliated to Ch. Charan Singh University in the year 1985.
He enrolled as an advocate in Bar Council of U.P. in the and practiced in the Allahabad High Court from 1985.
He worked as standing counsel, U.P. Avas Evam Vikas Parishad Lucknow since 1990 till elevation to Bench and as standing counsel of Dr. B.R. Ambedkar University, Agra since 1990 to February 2006.
He was elevated as additional judge on July 7, 2006 and took oath as permanent judge on Jul 02, 2008.
The government also notified transfer of Justice Rajesh Bindal, Judge, Common High Court of J&K and Ladakh UTs, as a Judge of Calcutta High Court.
“In exercise of the power conferred by clause (1) of Article 222 of the Constitution of India, the President, after consultation with the Chief Justice of India, is pleased to transfer Shri Justice Rajesh Bindal, Judge, Common High Court for the Union Territory of Jammu and Kashmir and Union Territory of Ladakh, as a Judge of the Calcutta High Court and to direct him to assume charge of his office in the Calcutta High Court,” reads another notification—(KNO)
Six families rendered homeless, property worth lakhs of rupees destroyed

Baramulla: Two double-story residential houses were gutted and property lakhs of rupees was reduced to ashes when fire broke out in Barnate Boniyar frontier village of Uri in North Kashmir’s Baramulla on Thursday.
“As we saw fire flames engulf the residential houses Ghulam Rasool Kumar of Barnate, we immediately rushed to rescue the family inmates and started a fire fighting operation. Soon a police party from Police station Boniyar reached on the spot and helped a lot to douse the massive flames but the fire spread to the nearby house of Karim Din Kumar ,” said a local resident Sajid Khan.
“We have suffered massive damage as all our goods and belongings besides property worth lakhs was reduced to rubble. There were six families residing in the two joint residential houses that family of Abdul Rahman Kumar, Abdul Razak Kumar, Bashir Ahmad Kumar, Abdul Aziz Kumar sons of Karim Din Kumar and family of Bashir Ahmad Kumar, Manzoor Kumar sons of Ghulam Rasool Kumar of Bernate Boniyar who left homeless during devastated fire. All the families have to spend nights under open sky and there were no rehabilitation measures taken,” he added.
Infuriated by non-availability of a fire station in the area, people were up in arms against the department and civil administration as they alleged nobody from administration except police reached the spot to take stock of the situation and fire victims. They allege that there is no fire station or fire tender available at local level so fire tenders have to reach 25 kilometers from Uri and Baramulla.
“Till the only fire tender from Baramulla reached here, the entire houses were completely gutted. Due to bad road fire even the tenders couldn’t reach on time. There is no fire station in Boniyar and there is only one fire tender for more than 90 villages in main Uri town,” said another Mohammad Aslam.
“We have requested authorities time and again for more fire tenders but every time our requests fell on deaf ears,” he added.
Such incidents happen frequently in the area and the damages are huge but the government is in a deep slumber as there is only one fire tender catering to a number of villages.
Station House Officer Boniyar Ashiq Hussain confirmed to Kashmir Images that joint residential house was gutted in the devastating fire and six families were affected.
: Police party reached immediately and started a fire fighting operation but due to shortage of the water in this remote village it was quite difficult to control the fire,” he added
He further siad that apparently the cause of fire is short circuit and the fire couldn’t be controlled immediately as fire tenders have to come from Baramulla 25 kilometres away.

27 officers and officials of CRPF, 07 Army officers, 09 officers and officials of SSB, 03 officers of ITBP and 06 officers of BSF have been also honoured with the DGP’s medal. Besides, 22 civil officers and officials and 04 Civilians have been also honoured with the medal.
The Jammu and Kashmir National Conference Member of Parliament from Anantnag Justice (retd) Hassnain Masoodi on Thursday sought an impartial investigation into the Hokarsar killings and impressed on the government to clear the ambiguities leading to the killing of three youth.
In a statement issued hear Masoodi while demanding an impartial probe into the killings said the stated version of the police was far from convincing and ambiguous. “The police version is not convincing and clear-cut; it is an admitted case of police that none of the three youth in their early twenties were in the militant list; two of the youth are admitted not to have been involved in militant activities and said to be OGWs. In the case of a third boy who is twenty years old, it is said that he ‘might have joined militant ranks’. The statement joined together is far from convincing and lends support to the version of families of the slain trio that they were innocent and not involved in any militant activity,” he said.
He asked the govt to recall the Shopian killing and subsequent findings that those killed were innocent and had come all the way from Rajouri to earn livelihoods and continue their studies. He demanded thorough investigation into the issue and return of bodies of slain youth to their families so that their last rites are observed by their families at their respective places.
Masoodi said the matter warrants time bound inquiry as the versions of the family and the police are contradictory. “The version of the family in wake of the ambiguous version of police seems to be nearer to truth. Therefore it becomes imperative upon the government to come clean on the matter. In previous Shopian killings, the boys were found innocent. I express my deep sympathies and unison with the bereaved families and pray forbearance to them in their hour of grief,” he said.
Masoodi also spoke to Principal Secretary Home Shaleen Kabra home and demanded a probe into the matter. He will take up the matter with LG J&K Shri Manoj Sinha and Advisor Home to LG RR Batnagar.
Continuing its effort to reach out the poor and needy people, police in Sopore under the aegis of Civic Action Programme distributed Covid-19 safety kits among poor and needy families.
SSP Sopore Shri Javaid Iqbal-JKPS and other senior Police officers held the distribution functions at Police Station Tarzoo and Dak Bungalow Sopore. Covid-19 safety kits including Oximeter, Digital Thermometer, Masks, Sanitizer, Gloves, Face shields, Inhaler etc were distributed among the poor and needy families falling in the jurisdictions of PS Sopore and PS Tarzoo. A medical team from police paramedics also participated in the distribution function and displayed a detailed demo about using of these items provided in the kit.
On the occasion, SSP Sopore requested the general public to adopt all precautionary measures to save your families from Covid-19 pandemic. The chairing officers also made people aware of the Covid-19 Pandemic.
General public of the area have appreciated the role of Sopore police while tackling pandemic COVID-19 from initial stage till now.
Several residential houses and a Masjid were partially damaged as Indo-Pak troops engaged in firing and intense mortar shelling in Dhani, Hajitra areas along the Line of Control (LoC) in Karnah sectors of north Kashmir’s Kupwara district last evening. An Official source here said that last evening Pakistani troops violated the ceasefire by firing unprovoked along the Line of Control in Dhani, Hajitra sector by resorting to intense firing and shelling targetting forward posts and civilian areas’, prompting strong and effective retaliation by the Indian Army guarding the LoC, the officials added. According to Kashmir News Service (KNS) Correspondent, The exchanged firing and shelling betwen Indo-Pak troops from across the LoC started around 6 P.M and continued intermittently for around four hours causing panic among the residents who rushed to safer places for saving their lives, during this course five residential houses and a Masjid got partially demaged. A police officer confirmed KNS that, five residential houses belongs to Altaf Ahmad Tanoli son of Khalil-Ur-Rehman Tanoli, Nazir Ahmad Tanoli son of Abdul Rehman Tanoli, Zahir Ahmad Tanoli son of Sai Tanooli, Nisaar Ahmad Tanooli son of Khalil Rehman and Imtiyaz Ahmad Tanooli son of Hidayatullah Tanooli residents of Sadhpora, adding that masjid also got partially demaged. However, the police official said that no casualties or injury were reported during the shelling.(KNS)
A 14-year-old boy from Pakistan administered Kashmir was apprehended by Special Operation Group of Jammu and Kashmir police in Poonch district on Thursday.
A police official told GNS at about 17:00 hours, the boy identified as Ali Haider (14) son of Mohammad Sharief of Bandi-Abbasspur (Pak) was apprehended by SOG party-led by DySP operation Munish Sharma near Batar nallah near village Ajote in Poonch.
Whether he had inadvertently crossed could not be confirmed immediately. The boy is presently in the custody of SOG Poonch and investigation is going on, the official added.
SSP Poonch Ramesh Angral confirmed that the boy has been apprehended. He said further investigations are underway.(GNS)
Crime Branch Jammu produced charge-sheet against accused- Rakesh Singh and Suresh Singh both Sons/O Kehar Singh R/O Jattana Dey Kothey, Dehrian, Hamirpur Sidhar, Tehsil Khour & District Jammu in case FIR No. 04/2020 U/S 420, 465, 468 IPC of Police Station Crime Branch Jammu for their involvement in luring the complainant and duping of hard earned money by impersonating as RTO on the pretext of offering fake incentive schemes on purchase of cars. The charge-sheet has been produced in the Hon’ble Court of Chief Judicial Magistrate Jammu on 31-12-2020 for judicial determination.
A written complaint was lodged by complainant Sh. Kulwant Singh S/O late. S. Sunder Singh R/o H. No. 192 Sector-1, Lane No. 12 GTB Nagar Channi Rama Jammu in crime Branch Jammu alleging therein that his wife received a phone call from an unknown mobile number who claimed to be RTO, Jammu & Former Additional Secretary to Hon’ble Governor J&K, for a request to adjust the services of one of the employees of Distt. Youth Service & Sports, Jammu. When she confirmed from her colleagues, someone with same name was serving as RTO Jammu and has previously served as Addl. Secretary to Hon’ble Governor J&K in the Governor House as conveyed by this caller. After few days the said caller again called her for the same request and also offered her the services of RTO Department with regard scheme on purchase of cars besides arranging licences.
On this Preliminary verification was initiated by Crime Branch Jammu and during the course of enquiry oral and documentary evidences was gathered and the allegations were prima-facie substantiated. Accordingly, instant criminal case was registered in P/S Crime Branch, Jammu under the relevant provisions of law against the above mentioned accused persons for in-depth investigation. During the Course of investigation, strenuous efforts were made to collect documentary and oral evidence, which proved the criminal involvement of the accused for duping the complainant of his hard earned money as RTO/ PA to RTO Jammu. Moreover, the prime accused Rakesh Singh used to transfer the illegal money into the account of his brother- co-accused Suresh Singh. Accused Rakesh Singh is a History sheeter of P/S Khour and Crime Branch Jammu besides 2 more Criminal cases stand registered against him in Crime Branch Jammu and 2 FIRs in Jammu District.
NEW DELHI, DECEMBER 31, 2020 With the objective of gearing up for the roll out of COVID19 vaccine across the country, the Central Government has asked all States and UTs to ensure effective preparedness for the vaccine roll out. Union Health Secretary Sh. Rajesh Bhushan today chaired a high-level meeting to review the preparedness at session sites for COVID-19 vaccination with Pr. Secretaries (Health), NHM MDs and other health administrators of all States/UTs through video conference. The dry run will be conducted by all the State and UT governments on 2nd January 2021 (Saturday). The activity is proposed to be conducted in all State Capitals in at least 3 session sites; some States will also include districts that are situated in difficult terrain/have poor logistical support; Maharashtra and Kerala are likely to schedule the dry run in major cities other than their Capital. The objective of the Dry Run for COVID-19 vaccine introduction is to assess operational feasibility in the use of Co-WIN application in field environment, to test the linkages between planning and implementation and to identify the challenges and guide way forward prior to actual implementation. This is also expected to give confidence to programme managers at various levels. The planning for the vaccine introduction will be as per the Operational Guidelines issued by the Ministry on 20th December 2020. For each of the three Session Sites, the concerned Medical Officer In-charge will identify 25 test beneficiaries (healthcare workers). The States/UTs have been asked to ensure that the data of these beneficiaries is uploaded in Co-WIN. These beneficiaries will also be available at the session site for the dry run. The States and UTs shall prepare the facilities and users to be created on CoWIN application including uploading the data of Health Care Worker (HCW) beneficiaries. The States/UTs have been asked to ensure physical verification of all proposed sites for adequacy of space, logistical arrangements, internet connectivity, electricity, safety etc; prepare at least three model session sites in each State (at State capital) for demonstration; ensure that the Model Sites have separate entry and exit in a ‘three-room set-up’ with adequate space outside for awareness generation activities; display all IEC material at these sites; ensure that all SOPs and protocols are being practiced at the identified sites in an ideal environment along with vaccination teams to be identified and trained in all aspects. The dry run will also equip the State and UT administration in management of vaccine supply, storage and logistics including cold chain management. As the vaccine administrators will play an important role in the vaccination process, training of trainers and those who shall administer the vaccine has been taken up across various States. Around 96,000 vaccinators have been trained for this purpose. 2,360 participants have been trained in National Training of Trainers and over 57,000 participants trained in District level training in 719 districts. States are augmenting the State helpline 104 (which shall be used in addition to 1075) for any vaccine/software related query. Orientation and capacity building of the Call Centre executives has taken place in the States/UTs. States were also encouraged to use the FAQs issued by the Health Ministry proactively to address any such query. An important focus of the dry run will be on management of any possible adverse events following immunisation (AEFI). In addition, adherence and management of infection control practices at the session site, to prevent disease transmission. The mock drill will include concurrent monitoring and review at the block and district levels, and preparation of feedback. The State Task Force shall review the feedback and share with the Union Health Ministry. States/UTs were also asked to address the communication challenges by taking in confidence all the concerned stakeholders and by augmenting the community engagement ‘Jan bhagidari’ through innovative strategies. Detailed checklist has been prepared by the Union Health Ministry and shared with the States/UTs to guide them in the dry run. The first round of the dry run was conducted in Andhra Pradesh, Assam, Gujarat, Punjab on 28-29th December 2020 in two districts each where five session sites with 25 beneficiaries each were identified. No major issues were observed in the operational aspects during this dry run. All States expressed confidence in the operational guidelines and IT platform for large scale programme implementation. Ms. Vandana Gurnani, AS&MD (NHM), Dr Manohar Agnani, Addl Secy (H), Shri Lav Agarwal, JS and other senior officers were present at the meeting.
