Shakina Begum in labour was being shifted from Nunwani village to Kalaroos Hospital in Kupwara District in ambulance. However due to heavy snow and narrow road the ambulance got stuck. Shamshada , an Asha worker, called Major Mukesh , Kalaroos Company Commander of Army. As always, Army Team with medics immediately reacted however vehicles couldn’t reach the ambulance. Understanding the importance of time, the soldiers got out of the vehicles and reached ambulance on foot. The woman was carefully shifted on to the stretcher and was carried on shoulders till Army Gypsy for about 300 meters in pitched dark night under heavy snow and slippery conditions . The woman was shifted into Gypsy and carried safely to Kalaroos Hospital. Immediately the doctors swung into action, carried out delivery and announced arrival of a baby girl.
“Had the woman was not carried on shoulders and brought in time, both mother and baby would have been in grave danger”, expressed the doctors. This brave and humane act by soldiers brought tears in the eyes of family members who later reached the hospital. Altaf Keela, the father , hugged the soldiers and almost cried in happiness.

President BMC Omar Kakroo has felicitated people on the auspicious occasion of Shab-e-Meraj and urged them to imbibe the teachings of Prophet Muhammad (SAW) for making the world a better place to live in.
In a greeting message on the occasion, Kakroo highlighted need for spreading the message of the Holy Prophet (SAW) who, he said promoted love, affection, kindness and mutual respect among the humankind. The teachings are more relevant today when violence and intolerance have increased across the globe. The cure of the ailments afflicting the world today lies in following the path shown by the Last Messenger (SAW), he said and asked the people to emulate Him in showing compassion even to adversaries.
The President BMC described Shab-e-Meraj as the greatest miracle in the human history when Almighty Allah took His most beloved Prophet on journey to the Heavens and shared with Him the secrets of the universe. The occasion showed the most exalted position Muhammad (SAW) was bestowed by the Master of the Universe.
Kakroo asked the people to spare a thought for deprived and underprivileged sections of the society and share the joy of the auspicious occasion with them. He urged the people to offer special prayers for peace and prosperity of the UT.

HC Notice To Govt On Plea By Family Seeking FIR, Probe Report Into Kin’s ‘Custodial Death’

Srinagar, March 11 : Jammu and Kashmir high court has issued notice to the government on a plea by family from Sopore area of north Kashmir’s Baramulla district, seeking copy of a magisterial enquiry report and filing of FIR into the alleged “custodial death” of their kin in September last year .

A bench of Justice Ali Mohammad Magrey has sought the response by May 12 after hearing advocate Shafaqat Nazir for the family which alleges that their kin, Irfan Ahmad Dar of Sidiq Colony Sopore, was killed in alleged police custody on the night of September 16 last year as against the official version that the 23-year-old’s body was found near a quarry at Tujjar-Sharief after he “escaped taking advantage of the darkness.”

In the petition filed by Irfan’s mother—Haja Begum, and his siblings— Tahira Akther (sister) and Javid Akbar Dar (brother)—the family has sought copy of the magisterial enquiry report conducted on the directions by District Magistrate Baramulla.

The family has also sought directions to the police to register FIR with regard to “killing of Irfan in Police custody” as well as “adequately compensation the kin of the deceased.”

The court has issued notice to government through Commissioner cum Secretary General Administration Department, Principal Secretary Home Department, Director General Of Police , Senior Superintendent of Police Sopore, S.H.O Police Station Sopore, SHO Police Station Bomai, District Magistrate Baramulla and Additional District Magistrate Baramulla (enquiry officer).

“Irfan Ahmad Dar was an ordinary shopkeeper running his Kiryana (grocery) Shop at Sidiq Colony Sopore. On 15.09.2020 at about 12:30 afternoon he was picked up from his shop by the personnel of

Special Operations Group (SOG) of J&K Police stationed at Sopore without any rhyme or reason and without following the procedure established by law,” the family says.

On the very next day, the family says, Irfan’s other brother, Abdul Waheed Dar approached the Police Station Sopore with a written application “with regard to incident of his brother having been lifted from his shop in broad daylight and kept in illegal custody by the personnel of SOG Sopore.”

A request was made to the concerned SHO to register an FIR in this regard, the family says.

“Instead of registering the FIR upon presentation of a written complaint the family members of the Irfan Ahmad Dar were called to the Police Station and informed that Irfan Ahmad Dar escaped from custody in village Tujar Sharief and his body has been found in a deep gauge/stone query,” the family says, adding, “The fact of the matter is that (Irfan) was subjected to worst kind of physical torture while in illegal custody which resulted in his death and his body was thrown in a stone query.”

The family alleged that a story was “cooked up” that Irfan died after he escaped from Police Custody while he was being taken for making recovery of some illegal ammunition in village Tujar Sharief. The family says that Police Station Bomai registered an FIR (No. 71/2020) under Section 224 IPC (Resistance or obstruction by a person to his lawful apprehension) to this extent.

The family says that Irfan’s death took place in highly “suspicious circumstances” and “he bore visible torture marks all over his body including head, chest and limbs. There were visible and apparent burn injuries over the body of the deceased.”

“All this strengthens the belief of the (family) in the fact that the deceased was tortured to death in Police custody and then a story was cooked up with regard to alleged recoveries and alleged efforts of the deceased to run away from custody.”

After “public outcry and protests by the family members”, the petitioners say that the District Magistrate on 17 September 2020 passed an order under section 176 CrPC, ordering Additional District Magistrate to conduct a magisterial enquiry so as to ascertain causes and circumstances leading to Irfan’s death. “It was provided that the Enquiry Officer shall submit his report within a period of 20 days.”

Also, the family says, a complaint was filed on 02 October 2020 before the National Human Rights Commission and in view of the seriousness of the allegations, the DGP was directed to file a detailed report in the matter including inquest, Post-mortem and Viscera reports and the video CD of the post-mortem examination with final cause of death and the magisterial enquiry report conducted in the matter along with explanation as to why the case of “custodial death” was not reported to the Commission within 24 hours.

“The DGP has neither submitted the report nor explained his position in the matter till date,” the family says.

The family also claimed that Police Department did not cooperate with the Enquiry Officer so as to “sabotage” the enquiry into the killing. Meanwhile, the family said, the Enquiry Officer finally concluded the enquiry in the matter and submitted report to District Magistrate Baramulla.

“The petitioners (family members) are of reasonable belief, given the statements of witnesses before the Enquiry Officer, that the enquiry report has indicted the Police personnel for killing (Irfan) in custody and has ruled out the theory of the police that the deceased while fleeing from custody fell into a stone query resulting in his death.” (GNS)

Jammu, Mar 11: The Administrative Council (AC), which met here under the chairmanship of Lieutenant Governor, Manoj Sinha, accorded approval to the construction of Jetty Bridge over river Jehlum in Baramulla at an estimated cost of Rs. 30 crore by Jammu and Kashmir Infrastructure Development Finance Corporation (JKIDFC).
JKIDFC will take over the project under languishing projects, under which it will construct a 262m, 5 span, double lane bridge over river Jehlum at Jetty Khwaja Bagh, Baramulla. The project will provide an alternate crossing over river Jehlum, by-passing the Baramulla town and will drastically reduce the intensity of traffic through the main town.
The bridge will connect a number of villages from the areas of Rafiabad, Handwara and Kupwara- the prominently food producing centres, and thus enhance economic activities in the region.[3/11, 7:52 PM] Karamat Qayoom: *J-K: Udhampur youth develops ‘drone device’ aimed at improving farm productivity*
Udhampur, March 11: A resident of Jammu and Kashmir’s Udhampur has developed a ‘drone device’ for farmers to improve yield using Artificial Intelligence and IoT sensors with an aim to modernise the agriculture sector.
Umang Kalra, who is a final year student of computer science at Pune, developed a drone and using that with the help of AI and IoT sensors, it can detect the problems in farms.
“Farmers face loss as they sometimes are unable to understand the problems in their field,” the developer Umang Kalra said.
Kalra said that earlier he developed many prototypes of such technology with his college batchmate.
“We discussed farmers’ problems and then I came with this affordable technology. It can help check moisture content, use of fertilizer and even predict yield,” Kalra said.
“The farmers will be motivated as this can increase their yield,” he added.
The drone captures the images of the field and the AI and IoT sensors detect problems such as the area with less moisture or the amount of pesticides to be used in the field.

SKIMS Celebrated World Kidney Day

Srinagar 11 Mar, 2021: The Department of Nephrology Sher-i-Kashmir Institute of Medical Sciences celebrated World Kidney Day today to raise awareness on kidney health with focus on this year’s theme ‘Kidney Health for everyone everywhere- living well with kidney disease”.

The experts unanimously stressed for lifestyle modifications for maintaining healthy kidneys  which include exercise, weight control, avoiding smoking, alcohol , self-medication and fad diets which are the leading cause of kidney diseases.

Director SKIMS & Ex-officio Secretary to Govt. Dr. A.G Ahangar in his address said that SKIMS has taken tremendous strides in the field of Nephrology and the department is carrying forward the legacy set in past by its luminaries to serve common people through excellent patient centric services.

He said SKIMS is only authorized Institute to run Kidney Transplant Program which is a huge success. At academic front start of  Doctoral Program recently  in Nephrology is major milestone achieved by the department.

Apart from super specialty services provided to the patients he said SKIMS is playing critical role in facilitating the poor patients by providing financial assistance through Centrally Sponsored financial schemes operational at SKIMS to cover their treatment other than recently launched Sehat Scheme. He stressed for  more involvement of NGO’s and social groups to facilitate chronic kidney disease patients in providing various services like dialysis which puts huge financial burden on poor patients.

Dean Medical Faculty Prof. Omar Javed Shah complimented the organising team for these educative programs and said such programs are critical in raising awareness among general masses. He also pressed for more patient-centric activities and appreciated administration for excellent management and  patient care services.

During the program the experts deliberated on various issues pertaining to Kidney health. Prof. Mohammad Ashraf Bhat HOD, Nephrology SKIMS in his presentation strictly warned about fad diets particularly by young generation. He stressed for continuous monitoring of diabetes and hypertension which are leading causes of chronic kidney disease.

Dr. Tajamul Hussain Mir HOD, Nephrology Super Speciality hospital Srinagar in his in-depth presentation warned about dangerous consequences of Obesity in relation of kidney diseases and asked people to maintain healthy weight which otherwise has huge repercussions on their kidney health.
Dr. Salim Wani, HOD Urology & Kidney Transplat Unit, SKIMS discussed in detail about the kidney transplant program at SKIMS and urged for immediate establishment URO-Nephro Centre to cater chronic kidney diseases which are growing at alarming pace. He also emphasized for Cadaver Transplant Program as need of hour to cater huge gap between availability and demand. In this direction awareness  among medical faculty and awareness at community level is needed, he urged.
On the occasion Director Doordarshan News Salman Qazi was facilitated by Director SKIMS for wide publicity and awareness of SKIMS activities through various Programs of Doordarshan.

Govt eases norms for setting up industrial units in Jammu and Kashmir

Srinagar, Mar 11: In a bid to woo investors and encourage youngsters to set up industrial units in J&K, the government today ordered that there shall be no requirement of registration/NoC from Industries and Commerce Department, as a prerequisite for establishing an industrial unit in the UT.


According to an order issued by the Principal Secretary, Industries and Commerce Department, J&K Govt, bearing No. 50-IND-2021 dated 10 March 2021, “any person who intends to start an enterprise may voluntarily take registration under Udyam/IEM (of the MSME Ministry/Ministry of Commerce and Industries, Govt of India), which shall suffice for an industrial unit to establish”. The order states:

“In case of approvals/NOCs which may be required on case to case basis from various departments like power connection, water connection, approval of building plan, NoC from Fire and Emergency Dept, change of land use or land title verification, two committees shall monitor time-bound issuance or otherwise, of these NoCs/approvals as per fixed timelines.”
The Industrial Estate level single window committee for NOCs for units within Industrial estates will be looked after by General Manager DIC concerned and Estates Manager, Industrial Development Corporation Limited concerned.
The District level Single Window committee for NOCs for units outside Industrial estates, will be looked after by General Manager DIC concerned, Assistant Commissioner Revenue, and Executive engineers of Power and Jal Shakti departments.
The Industrial Estate Level Single Window Committee for NoCs shall monitor issuance of the above approvals/NoCs as per PSGA timelines.
Likewise, district level SW committee for NoCs shall monitor issuance of these NoCs/approvals within 15 days time period, the order states. Further, there shall be a Divisional Level Single Window Committee for NOCs which shall periodically monitor the working of all these committees and address any issue related to issuance of NOCs.
This divisional level committee will be headed by Director Industries and Commerce of the respective division. It is pertinent to mention that the government has announced a new industrial development scheme for J&K.
The Rs 28,400 crore central scheme for industrial development in J&K will be implemented under the supervision of Department for Promotion of Industry and Internal Trade (DPIIT), government of India, while the UT government has been delegated the power of registration and processing of claims under the scheme. As per a notification issued by the government of India, the scheme will be implemented under the supervision of the Department for Promotion of Industry & Internal Trade (DPIIT).
“However, the registration process as well as processing of claims under different incentive components is delegated to the UT of Jammu and Kashmir.

Baramulla: Continuing its endeavor to support education of poor and needy students besides felicitate and encourage its adopted students who passed matriculation and class 12th examination with excellent marks percentage, Human Aid Society (HASK) Kashmir organized a felicitation cum distribution function at its head office at Dewanbagh Baramulla on Thursday.

Sharing the joyful and special occasion with the students, Deputy Superintendent of Police Headquarters Baramulla Gulzar Rashid, who was flanked by secretary HAS Reyaz Rashid, Event Managing Head HAS Hilal Ahmad  Akhoon, distributed sweets, study material and cash prizes among the students who passed the exams with flying colours. Besides Fahreen Manzoor who is perusing MSW Jamia Millia was special councilor for students.   

The social organization HAS has emerged as ray of hope for  hundreds of orphans, poor and violence hit children whom it provide moral and academic support to continue their education from last almost twenty  years. On this occasion 35 students sponsored by the organization including fresher who are violence victims, orphans, needy and poor children were provided cash prizes and other education related material.

In his emotional speech Dy SP Headquarters Gulzar Rashid said, “To look after and help the needy, poor and particularly violence victim children of this society are our obligation. I assure all of you support and all possible help from my side as well from our department for all these children are part of our society.”

“And it is not sin to be part of this class as I have also come from the same background living middle class family. Being orphan is not crime but one has take the challenges to change,” he said with tears stream out from his eyes. 

Narrating his life story Gulzar Rashid said that he too has strived hard to fight the poverty and other challenges of life. “We have to make crumbling stones as mile stones and achieve our goal. Life is full of challenges and you have to fight back. ,” he added and donated Rs 5000 for students besides assured excursion for students by police department.

Earlier, Fahreen Manzoor who is perusing MSW in Jamia Millia and internship with HAS, counseled students about various aspects of life besides shared ideas and information about career making.

Speaking on the occasion Chairman Human Aid Society Kashmir Bashir Ahmed Mir said that the aim of the function was intended to encourage and felicitate  the students of HASK studying in various government and private schools who have passed matric and 12th exam  with flying colours.

Secretary Human Aid Society Kashmir, Reyaz Ahmad Ganai said that innovative ideas can change the world and lives people in the society so students must come up with innovative ideas to help the society.

Govt finalizes e-Office system to make functioning paperless Reduces biannual transportation expenditure, risk of damage & loss of record

To adopt best practices aimed at improving the efficiency in disposal of official business in-line with the spirit of Digital India, the Administrative Council under the chairmanship of Lieutenant Governor, Manoj Sinha approved the adoption of e-Office system in all administrative departments of Civil Secretariat and Move Offices outside Civil Secretariat.

The time-bound roll out of e-office in Government Offices at an estimated cost of Rs. 67.62 crore will be a step towards the introduction of paperless office, besides, saving on the cost of shifting official records twice a year between both the Secretariats at Jammu and Srinagar and avoiding wear and tear as well as the loss of official records during transportation. Further, the establishment of DR site outside J&K will ensure safe custody and retrieval of data in the events of unforeseen disasters.

The shift to e-Office will bring a considerable improvement in the pace of disposal of official business and establish accountability through monitorable statistics of file movement, thereby improving public service delivery.

The project entails setting up wired LAN for Civil Secretariat, Jammu and Srinagar for providing high speed and uninterrupted connectivity, setting up of dedicated 2 Gbps internet lease line for both Secretariats for providing 100% uptime, setting up of MPLS network for e-Office to create a secure Wide Area Network (WAN), providing gap infrastructure, setting up of dedicated near data centre in Srinagar to provide zero downtime experience to e-Office users in Srinagar in the rare event of loss of connectivity, and handholding and training of officers/officials.

Missing Teenage Girl from Narwani Found in Jammu

SRINAGAR, MARCH 11 :

A day after going missing from her home, the Narwani girl in south-Kashmir’s Shopian district has been found in Jammu this evening.

A police official confirming the tracing of the teenage girl, told GNS that she has been found by a team in Jammu area.

Pertinent to mention here that an FIR number 10/2021 stands registered into the instant case under relevant sections of law at Imam Sahib Police station in Shopian.(GNS)

Former government official arrested for forging date of birth

JAMMU, MARCH 11:

A former Jammu and Kashmir government official was arrested for allegedly forging his date of birth, a spokesperson said.

The Jammu and Kashmir Police Crime Branch arrested Ghulam Mohiuddin Gani who was Special Secretary (Legal) in the Home Department till he was superannuated by the government on March 5 this year with retrospective effect from March 31, 2019.

Gani, a resident of Chadoora in Budgam district of central Kashmir, was produced in a court which sent him to police remand, the spokesperson of the Crime Branch said.

He said it has prima facie been established that Gani “forged and manipulated his own date of birth in his service/official records in connivance with others in order to take illegal monetary gains for himself and enjoy powers as Senior Legal Officer of the Union Territory.”

According to a complaint filed with the Crime Branch, Gani who was posted as Special Secretary (Legal) in the Home Department till March 5, 2021 had used his official position to grab money and enjoy power as a Senior Legal Officer.

“As per his actual DOB, he was supposed to have retired two years back in March, 2019. By forgery and manipulations the accused has added four more years to his due government service…, the spokesperson said.

“After the arrest of the accused, unverified complaints have started pouring in…regarding more such cases of violation of rules, which will also be verified, the spokesperson said.(PTI)
