Justice Magrey Presided over as Chief Guest; Terms Social Justice Vital for Maintaining Social Stability

District Legal Services Authority (DLSA)  Baramulla in collaboration with Human Aid Society  organized a day long awareness cum workshop on ‘Social Justice and Role of NGOs’ at Dak Bungalow Baramulla on Saturday.
Adminstrative Judge for Srinnagar District and Executive Chairman for Legal Services Authority 
Justice Ali Mohammad Magrey was chief guest while as Deputy Commissioner Baramulla Mohammad Aijaz Asad was the guest of honour.
Principal District and Sessions Judge Baramulla (Chairman DLSA) Sanjay Parihar, Sub-Judge Baramulla (Secretary DLSA) Faizan ul Haq Iqbal, SSP Abdul Quyoom, district and sectoral officers, representatives of several NGOs including Chairman Human Aid Society Bashir Ahmed Mir and Chairman BWJA Haji Karamat Qayoom,civil society members, prominent citizens among other functionaries attended the workshop.


On the occasion, an array of lectures were presented by the resource persons comprising of legal experts, paralegal volunteers and other eminent personalities who highlighted several aspects associated with the role of NGOs towards social justice and equality.
The chief guest, Justice Ali Mohammad Magrey while  addressing the gathering applauded the participants and termed the social justice and equality vital for maintaining social stability. He said that constitution of India gives some fundamental rights and liberties and there is a need to uphold them while discharging one’s duties. He added that rights and duties go hand in hand and everyone should identify his/her role in the society.
Appreciating the role of NGOs, Justice Magrey said that these organizations need to be strengthened as they play an important role in social justice and empowerment. He further said that smooth delivery of justice will be ensured only if the govt functionaries and other stakeholders perform their duties with open conscience and with full devotion. Justice Magrey also added that social injustice is a threat to the stability and sustenance of a society and every effort should be made to ensure that justice and equality prevail.    
Justice Magrey, who is also the Executive Chairman of State Legal Services Authority highlighted the role of judiciary in carrying out welfare activities outside their domain of work as what is termed as Judicial Activism. He gave a brief appraisal of National legal Services Authority Act and said that judiciary is playing its part in this regard with zeal and vigor.
Chairman Human Aid Society Kashmir Bashir Ahmed Mir highlight the role of NGOs   ultimate coordination of NGO in Baramulla during pendemic a great success.
” All the NGOs where brought under one umbrella by former Deputy Commissioner Baramulla Dr. G N Itoo and we could spend one and half crore rupees on relief and containment of Covid-19 pendemic,”Mir said.


Deputy Commissioner Baramulla Ajaz Asad in his address underlined the role of NGOs towards dissemination of justice and said that district administration works in tandem with several NGOs while carrying out various welfare activities. 
He added that welfare of the society is possible only when all the stakeholders play their constructive role in their respective domains. Moreover, DC said that there is a need to widen the social base of NGOs so that their range of activities is expanded positively.
Chairman Baramulla Working Journalists Association Karamat Qayoom highlighted the significance of social justice in contemporary world and role of civil society and media in in granting justice to all individuals in the society.

Bar Association President Abdul Salam Rather said that it is over collective responsibility to work for social justice and become the ambassadors of social justice in our society.
Meanwhile, appreciation certificates were distributed among NGOs for their role in COVID-19 besides other institutions  who performed their exemplary services during the pandemic were also awarded.
Earlier, Principal District and Sessions Judge Chairman and DLSA Baramulla Sanjay Parihar presented the valedictory address wherein he welcomed the chief guest and other participants. He gave a brief introduction of District Legal Services Authority (DLSA) Baramulla and highlighted its role towards welfare of the society.  
Secretary DLSA Faizan ul Haq  presented the vote of thanks during which he expressed gratitude of the participants who showed their enthusiastic participation in the programme.

BDO dies of heart attack in Gurez Valley

BANDIPORA, 26 FEBRUARY:

An officer of Rural Development  Department  on Friday died due to heart attack while on duty in North Kashmir’s Bandipora district.

An officer, identified as Saleem Ahmad Darzi, posted at Tulail as Block development officer , suffered a heart attack while he was on duty at Tulail in Bandipora. “He collapsed while performing   ablution (Wudu ) for Friday Prayers,” officials said.

He was immediately referred to a nearby hospital where doctors declared him brought dead.

Meanwhile Deputy Commissioner Bandipora Dr Owais Ahmad expressed deep shock over the demise of  the officer.  He said efforts are on to bring the body from Gurez valley as soon as the weather improves. “I am in touch with  the Divisional Commissioner also so that a special chopper is arranged for carrying the body,” he added.

Prime Minister Narender Modi Friday said Khelo India International Games Festival that is being held in the world famous ski-resort of Gulmarg in north Kashmir’s Baramulla district signifies that J&K is touching new heights in peace and development.

Addressing over 600 participants including international players through virtual mode at Gulmarg, the Prime Minister Modi said that every Indian is keenly looking at the grand festival. “This festival sends a message across the country—One India, strong India,” he said, as per news agency news agency—Kashmir News Observer (KNO)

The Prime Minister Modi said that the participation of national and international players in the Khelo India International Games Festival Gulmarg will raise the moral and self-confidence of every participant. “This festival will also add to the challenges and competition before the J&K teams and help them further excel in the winter games,” he said.

He said with Gulmarg hosting the grand event, the development signifies that J&K is touching new heights in peace and developmental fronts. “Jammu and Srinagar will have Khelo India Centres to be followed with such centres in all districts of India,” he said.

He said that challenges left by the deadly pandemic are dying down slowly and sports activities are picking up. “Sports is not just a hobby but you learn team spirit and you learn to build self-confidence,” PM Modi said. “There are many small countries in the world that are earning fame by excelling in various fields of sports.”

He said there will be a sports policy that will be followed in each state and UT where sports professionals and talented youth will be identified. “Seniors will have to teach juniors,” he said and wishing all the best to over 600 players including international players who are part of the grand event—(KNO)

Closing ceremony for winter coaching classes held in Yamrad Rajwar Kupwara

The closing ceremony for winter coaching classes was organised at Govt Primary School Yamrad, a small hamlet in Rajwar,Kupwara. The winter coaching classes were organised by Army for poor children during harsh winters.Students from first to eighth were being taught Maths, English and Science by three teachers. The closing event included motivational talk by the Company commander followed by National Anthem, a small show by the kids and finally distributing gifts to kids.
The Awam expressed their heartiest gratitude and hailed army for organising the winter tuition classes amidst harsh brunt of ‘Chillai Kalan’ and ‘The Pandemic’ which further helped in strengthening the bond between Awam and Jawaan.

MVD B’la Organizes Awareness Camp for Driving Licence Aspirants

In a bid to educate various stakeholders more especially those aspirants desirious to obtain driving licence, Motor Vehicles Department Baramulla today organised a day long awareness programme under the supervision of Assistant Regional Transport Officer Baramulla Mubashir Jaan.  

During the programme, the concerned Resource Persons acquainted the participants about Road Rules And Regulations and were briefed about latest information in the field of Road safety. Other necessary aspects viz types on driving licences, Road safety tips, Road user behavior etc were also thoroughly discussed in the programme.

Speaking at the event, the ARTO complimented the participants and said that MVD is taking several measures to disseminate awareness regarding road safety and other necessities among the masses. He underlined the objective of conducting the programme and said that public safety is our top most priority for which these novel initiatives are being taken.

HC Quashes PSA Detention Of JeI Spokesman

SRINAGAR, FEBRUARY 25 :

Jammu and Kashmir High Court on Thursday quashed detention order under Public Safety Act against the spokesman of Jama’at-e-Islami, the socio-religious organisation which was banned by the government in 2019.

The spokesman, advocate Ali Mohammad Lone (Zahid), through his counsel Salih Pirzada, had challenged before the high court the detention order (11/DMP/PSA/20) dated 29 June 2020 passed by the District Magistrate Pulwama, whereby he was placed under preventive detention with a view to prevent him from acting in any manner prejudicial to the security of the State.

After hearing the counsel for the petitioner as well as the government, a bench of Justice Sanjeev Kumar said: “As is rightly contended on behalf of the (detainee), (advocate Zahid) was in the custody of the State when the organization, Jamat-e-Islami, was banned and continues to be so as on date. That being so, the banning of the organization cannot be said to be a ground for detaining the (detainee).”

The court observed that advocate Zahid has placed on record the bail order dated 11 April 2020 passed by the competent Court of law, whereby he has been bailed out in FIR No. 339/2008.

“The Detaining Authority is not aware of the aforesaid bail granted to the (advocate Zahid). That apart, this Court is of the view that the grounds of detention, on the basis of which (advocate Zahid) has been placed under preventive detention in terms of the impugned order, are stale on the basis of which (he) has been detained twice and both the orders of detention issued earlier have been quashed by this Court.”

There was thus no fresh material available against advocate Zahid which would justify his further detention in the preventive custody, the court said as per GNS.

“The factual averments made by the (detainee) in his petition have not been denied by the respondents (officials),” the court said and quashed the detention order. “The respondents are directed to release the (detainee) from the preventive detention forthwith, if not required in any other case.”(GNS)

After crows, now pigeons found dead mysteriously in Kashmir parts

After crows, pigeons have been found dead in parts on Srinagar on Thursday.

Nodal officer for Avian influenza in J&K Dr Mushtaq Ahmad Shah told news agency—Kashmir News Observer (KNO), that some pigeons have been found dead in Chattabal and Pandreathan area of Srinagar on Thursday.

He said that crows were also found dead in Shopian, Budgam and other parts of valley on Thursday as well. He added that samples of both crows and pigeons have been taken and sent for testing, the reports of which will come in next two to three days.

He said that wherever birds are being found dead, SOPs are being followed and area is being fumigated. He said that no case of bird flu has been reported among poultry birds and people must follow precautions like wear masks, wash hands frequently.

The nodal officer said that as per government directions, the rapid response teams are on the ground and surveillance is being done within one km radius from the spot where cases were reported and samples from nearby poultry farms are also being taken.

He said that from the spot from where cases have been reported, a radius of 10 kms has been declared an alert zone besides said that close vigil is being kept to check any unusual mortality.

“People can use poultry products if it is cooked well, however, there is need to follow precautions in letter and spirit,” the nodal officer told KNO.

Pertinently, cases of avian influenza have been confirmed among wild birds in eight districts of J&K and cases of the flu have been found in Udhampur and Bandipora among domestic birds—(KNO)

Waheed Parra case: Police to take custody of those arrested by NIA in Davinder Singh case

The Jammu and Kashmir Police will soon take into custody suspended Deputy Superintendent of Police Davinder Singh and Hizbul Mujahideen militant Naveed Babu for their custodial interrogation in a case in which PDP youth wing president Waheed-ur-Rehman Parra has been arrested, officials said on Thursday.

According to documents submitted in a court, the Central Investigation Kashmir (CIK), a branch of CID mandated to probe cases under the Unlawful Activities and Prevention Act (UAPA) and the Prevention of Money Laundering Act (PMLA), has informed the judge that it would be soon taking over their custody to tie up loose ends in the case.

The CIK filed the case under various sections of the UAPA last year based on “reliable and confidential sources” who said some political functionaries were misusing their power and aiding and abetting militant activities in Kashmir Valley.

The police were replying to a petition in the special court moved by Parra seeking bail, which was subsequently rejected on February 23.

“The investigations conducted reveal that the accused had been in touch with ANEs (Anti-National Elements) and OGWs (Over Ground Workers), which includes some accused persons who are presently lodged in jail in NIA case.

“These accused are also to be questioned in the instant case after seeking permission from NIA court Jammu,” the counsel for the police had said in the court.

The National Investigation Agency had arrested and later charge-sheeted Singh, Syed Naveed Mushtaq alias Naveed Babu as well as the group”s alleged overground worker Irfan Shafi Mir and its member Rafi Ahmad Rather. The other two named are Tanveer Ahmad Wani, a trader, and Naveed Babu”s brother Syed Irfan Ahmad.

Singh along with Mir were arrested by the Jammu and Kashmir Police in January last year when they were ferrying Naveed Babu and Rather out of Kashmir to escape the harsh winter. Later, the case was taken over by the NIA and the agency filed charge sheet in July last year.

The CIK had registered the case in which it alleged that some “unscrupulous politicians, as part of a criminal conspiracy, had established clandestine connections and relations with different Pakistan-supported militant and secessionist organisations operating in Jammu and Kashmir for a number of reasons”.

The conspiracy was hatched for furthering their political clout among local populace, countering the influence of rival political parties and their members, protecting their own financial and business interests and with medium term motives of winning the trust of “the Pakistani establishment, dealing with subversion in Kashmir, including those in the United Jihad Council”.

These politicians have supported the militants and secessionists, directly and sometimes through middle-men, by way of paying money, organising select physical attacks through militant elements.

These politicians also facilitated movements of terrorists and transporting their arms and ammunition.

In furtherance of the criminal conspiracy, these “unprincipled political parties functionaries” assisted and aided the militants and secessionists in intensifying the war against the Union of India with the main objective of ultimately making Jammu and Kashmir cede from the Union,” it alleged. JKNC Vice President North Kashmir Dr Sajad Shafi Uri Welcomes Indo-Pak Ceasefire

JKNC Vice president north Kashmir Dr Sajad Shafi Uri  on Thursday welcomed the ceasefire decision reached between India and Pakistan along the Line of Control that came into effect from midnight of February 24/25.

In a statement issued to by Dr Sajad Shafi expressed that the decision to strictly observe all agreements on ceasefire along the LoC has provided a sigh of relief for the inhabitants of districts of J&K.

“Until now much of the life and property have been lost to the ceasefire violations in border areas, be it in Uri, Karnah,  Gurez or any other frontier areas of J&K.

The continuous threat of shelling and firing has always created a perpetual atmosphere of fear and uncertainty,” Dr sajad said.

He said that such an agreement was much anticipated: “The peace in border areas shall usher in a new era of stability and progress across J&K. In the meantime. It can be now expected that the inhabitants of border areas will return to their live a normal life.”

He thanked the India and Pakistan authorities for this momentous and much needed step that assures the safety and prosperity of border inhabitants both side.

DGP J&K Dilbagh Singh-IPS accompanied by DIG NKR Baramulla Shri Sulieman Choudhry-IPS visited Handwara to review security scenario in the PD who were received by SP Handwara
Dr G V Sundeep Chakravarthy IPS. The DGP and other officers at first paid a floral tributes to the Martyrs of Police and other security forces who sacrificed their precious lives in safeguarding National integrity. He was also presented with Guard of Honour.

The DGP inaugrated newly constructed indoor Badminton Court, Gym Centre, Recreation Hall and VIP Lounge Tiger Hill in DPL for welfare of Jawans to keep them fit physically as well as mentally and also inaugrated Plantation drive by planting some green saplings at DPL Handwara.

He also held a Darbar with the jawans of the PD with an aim to enquire about well being and redress the personal as well as professional grievances confronting the jawans and officials at DPL Handwara.

DGP J&K in his address to the Jawans asked them to effectively focus on their duties, So that the nefarious designs of anti social elements could be well checked in before. He asked them to be both physically and mentally prepared to deal with any type of eventuality professionally.

With regard to the welfare measures of the officials, they were heard passionately and were assured that due care will be taken for their welfare.

The DGP then visited DPO Handwara where he inaugrated Conference Hall and held a Joint Security Review Meeting with the officers of jurisdictional Police including SP Handwara Dr. G.V Sundeep Chakravarthy-IPS and officers of Army & CAPF. He stressed upon all officers to gain public confidence, good will and always be compassionate and helpful to the needy people. He advised them to attend the genuine grievences of the people. He also said that the people’s cooperation is necessary in making environment peaceful.

He exhorted upon Police officers to keep doing good work jointly with Army and other CAPF forces so that positive results come out. He also appreciated the role of Handwara police and other security forces in dealing with any kind of situation in the region.
