3 KAS probationers deployed at Jammu Airport as duty magistrates for Covid-19

JAMMU, MARCH 01 :

Government on Monday deployed three junior Kashmir Administrative Service (KAS) probationers at Jammu Airport for Covid-19 duty.

An order, a copy of which lies with the news agency—Kashmir News Observer (KNO), reads “In continuation to this officer Order No. DC/PS/2019-20/996-1001 dated 14-032020 regarding the subject cited above. The officers are hereby deployed at Airport, Jammu as Duty Magistrates in order to perform COVID-19 duties with immediate effect.”

The officers who have been deployed include Mohammad Shaharyar Dar, Khalil Bhandey and Varnika Raj.

“The deployment of the officers to this order is made under National Disaster Management Act, 2005 and failure to comply with the order shall invoke the provision under Section 56 of National Disaster Management Act, 2005,” the order further reads—(KNO)

ACB produced chargesheet against Shamim Ahmad Shah, Sub Divisional Engineer, Transmission Division BSNL Srinagar and others in case of duping BSNL by setting up illegal telephone network for making ISD calls.

Anti Corruption Bureau produced charge sheet before the Hon’ble Court of Special Judge, Anti Corruption Srinagar Kashmir in Case FIR No. 30/2007 under Section 5(1)(d) r/w 5(2) of J&K PC Act Svt. 2006 of PS ACB against one Shamim Ahmad Shah the then JTO BSNL now Sub Divisional Engineer Transmission Division BSNL Srinagar, one Roshan Lal Bhat (retired) the then Phone Mechanic BSNL and four other beneficiaries.

  1. The instant case was registered on the basis of a allegations that two brothers Shabir Ahmad Bhat and Ajaz Ahmad Bhat during their stay in Saudi Arabia in 2003 found that calls at cheaper rates are being made to different countries from Saudi Arabia. They found that an illegal telephone network exists in Saudi Arabia and explored prospects for this particular illegal telephone network in Kashmir and developed cognizance with the operators of the existing network. They managed the access code of the BSNL Exchange from them with the condition that they will provide two circuits to them as royalty.
  2. The accused beneficiary Ajaz Ahmad Bhat roped in Shamim Ahmad Shah then JTO BSNL Exchange Sopore. The accused Shamim Ahmad Shah accessed code successfully and illegal call centre were established at various places in Sopore in the year 2004. Then, with the transfer of accused JTO from Sopore to Kargil in the year 2005, the call centre was also shifted to Kargil in furtherance of criminal conspiracy in an organized manner hatched by the private persons with Junior Telecom Officer.
  3. Subsequently, during investigation, the call registries were seized and were examined for computation of call duration made to different countries. On the basis of seized call registers, it was found that international calls of total 5689000 minutes duration were made from the five illegal call centres from Kargil. Further, it was found that the accused has been operating call centres at Kargil since 2005, as such, the call tariff chargeable on landline telephones in Kargil from 01.08.2005 to 14.05.2007 was sought from BSNL Corporate Office, New Delhi. During this period, least call tariff of Rs. 6 per minute and highest call tariff of Rs. 12 per minute was found applicable. BSNL has been deprived of pecuniary benefit of more than 3 Crores, which is a consequential loss to the public exchequer/ BSNL authority for the year 2006-2007.
  4. In view of the facts and evidence collected during the course of investigation, charge sheet in case FIR No. 30/2007 of P/S ACB, Srinagar has been produced before the Hon’ble Court of Special Judge, Anti Corruption, Srinagar against the accused public servants namely Shamim Ahmad Shah, then JTO (Now Sub Divisional Engineer), Roshan Lal Bhat now retired, the then Phone Mechanic BSNL and accused beneficiaries namely Aijaz Ahmad Bhat, Shabir Ahmad Bhat, Mohammad Shafi Bhat and Naseer Ahmad Malik.
  5. The next date of hearing has been fixed on 10.04.2021.

Schools in Kashmir open after one year

SRINAGAR, MARCH 01:

Schools in Kashmir reopened on Monday after remaining closed for nearly one year due to the coronavirus pandemic.

The students of classes 9 to 12 attended school for the first time since March 9, 2020.

Only those students were allowed to attend school who had been granted permission in writing by their parents.

Most private schools had sought no objection certificates from parents, absolving the school management of any blame in case of any health issue arising due to conduct of physical classes.

Several schools had asked students to bring along medical fitness certificates on the first day of the school. Schools across Kashmir were closed in the second week of March last year as a precautionary measure in view of the coronavirus pandemic across the globe. According to a government order, middle school level classes (6th to 8th standards) are scheduled to reopen on March 8 while remaining classes are slated to reopen on March 18. PTI

Jammu and Kashmir Civil Society Forum has demanded the end of house arrest of Mirwaiz -e-Kashmir Moulvi Mohammad Umar Farooq ahead of revered religious festival Mehraj Aalam.
In a statement Chairman JKCSF Abdul Qayoom Wani envisaged the govt to release the top religious leader before the commencement of Mehraj Aalam.
Mirwaiz Kashmir Dr.Maulvi Muhammad Umar Farooq Sahib who has been detained for one and a half years continuously. This is very painful and worrying for us.
The constant detention of Mirwaiz is hurting the feelings of people of all walks of life. Now that the holy and glorious month of Rajab is in vogue and this month has witnessed the great and marvelous miracle of Ascension of the Holy Prophet (PBUH) in the context of which Mirwaizis of Kashmir for centuries have been enlightehing people of the philosophy. ” Wani said
Wani said JKCSF calls for immediate lifting of the ban on Mirwaiz Kashmir in view of the arrival of the blessed divine Ascension of the Holy Prophet (PBUH) so that he can fulfill his official/ religious duties to spread the message of humanity and teachings of the Holy Prophet (PBUH).

Muslim help perform last rites of Kashmiri Pandit in Kunzar Bla

The Muslim brethren on Sunday helped perform last rites of an elderly Kashmiri Pandit woman in Tarhama Kunzar village of north Kashmir’s Baramulla district.

Reports reaching the news agency—Kashmir News Observer (KNO) that as soon as the news of 65-year-old Kashmiri pandit woman’s death spread in the area, the members of Muslim community came together to help the Kashmiri Pandit family in performing her last rites.

The local muslims and surrounding neighbours visited the home of the deceased to express their condolences with the deceased family—(KNO)

Three days after death, body of BDO airlifted from Gurez to Bandipora

BANDIPORA, FEBRUARY 28 :

Three days after his death, body of a senior officer of Rural Development Department (RDD) who died while performing his duty in Tulail area of Gurez on Friday, was airlifted from Gurez on Sunday afternoon.

An official told the news agency—Kashmir news observer (KNO), that a Block Development Officer (BDO), identified as Abdul Saleem Darzi of Anantnag, posted at Tulail had suffered a massive cardiac arrest while he was on duty.

He said the officer was immediately shifted to a nearby hospital where doctors declared him dead on arrival, However, the body was not immediately airlifted from Gurez due to bad weather conditions.

The official said that the body was airlifted today via an army helicopter from Tulail to Sonerwani helipad, from where the body was taken to his ancestral home in an ambulance by the district administration.

Meanwhile, the locals from Gurez said that the government should understand the difficulties which people face there in the winter season.

“We have been begging the government for a long time to give us a tunnel but no one has considered our demand yet, ” Nazeer Ahmad a local said.

“If there would have been a tunnel, the body of this officer would have reached his ancestral home immediately but unfortunately, his family has been waiting for his body from the last two days,” he added.

Notably, Gurez is located 85 km from the district headquarter. It remains cut-off from the rest of the Valley during winter months due to accumulation on Bandipora-Gurez road—(KNO)

Uri, Feb 28: Heavy rains and snow triggered massive rock slide which blocked highway near Kaman Post in frontier sector Uri Baramulla however, Beacon authorities on acted swiftly to ensure smooth passage to travellers and traffic.
Officiating Commander (OC) 53 RCC said that early morning commuters faced huge rock slide triggered by heavy rains and snow which blocked on National highway near Uroosa Kamapost in Uri Baramulla.
“On receipt of information,the maintenance team and the road clearance team was immediately rushed on the site  which carried out clearance of the strategically important road link upto LOC was connected
” Heavy rock slide was removed and  from road using mechanical equipment and manual resources to ensure smooth traffic movement”, the official said.

Krishana Dhaba Owner’s Son Succumbs To Injuries In Srinagar

SRINAGAR, FEBRUARY 28,

Eleven days after being fired upon here, Akash Kumar son of Rasmesh Kumar Mehra—owner of popular eatery (Krishna Dhaba) here—succumbed to the wounds at a hospital in Srinagar, officials said on Sunday.

They said Akash (25) , a resident of Janipur Jammu, at present Dalgate Srinagar, died at the SMHS hospital at around 3:20 a.m.

The officials told news agency that he had bullet wound in right side of lower armpit and abdomen. He was ventilator, they said.

OnFebruary19,Inspector-General of Police (IGP) Kashmir Vijay Kumar while addressing a press conference in Srinagar said that three bike-borne newly recruited militants were arrested for carrying out the attack.

He said that the bike and pistol used in the attack by the trio have been seized. He said all three arrested were newly recruited militants and “confessed” to have carried out the attack.

DC Baramulla Chairs District Level Single Window Committee Meeting

 Process of issuance of NOCs by line Departments to be fast tracked

BARAMULLA, FEBRUARY 27:

Deputy Commissioner Baramulla Mohammad Aijaz Asad today chaired District Level Single Window Committee Meeting of Geology and Mining department in order to fast track the process for issuance of Non Objection Certificates among successful e-bidders for the extraction of minor minerals from river beds and other Nallahs. 

Meeting was attended by ADDC Aijaz Abdullah Saraaf, ADC Mohammad Ahsan Mir, ACR, District Minerals Officer among other concerned Officers.

On the occasion, a comprehensive discussion on the subject was held during which the DC directed the District Heads of concerned Line Departments to visit the sites of e-auctioned Minor Mineral blocks and expedite issuing NOCs among the successful e-bidders through single window committee. He directed all the concerned departments to jointly visit the site for conduct of physical verification.
He also emphasized upon the bidders to submit their mining plans, environmental clearance and other necessities within the stipulated timeframe so that NOCs are issued through single window clearance mechanism.

The Deputy Commissioner directed the concerned authorities to work in coordination and said that strict monitoring is required to ensure that nobody indulges in illegal mineral extraction. He also said that judicious utilisation of these natural resources is necessary for achieving the goal of sustainable development.
Meanwhile deadline of a week’s time was given to the stakeholder Department for furnishing of the NOCs.
