PAGD bags chairperson, vice-chairperson posts of DDC Anantnag

ANANTNAG, FEBRUARY 11 :

The People’s Alliance for Gupkar Declaration Thursday emerged as winner during the district development council chairperson election for Anantnag district. 

Sources told news agency KNS that PAGD bagged both chairperson and vice-chairperson seats of DDC Anantnag during the election meeting today.

They said that Muhammad Yousuf Gorsi of NC was elected as chairperson while Sheikh Javaid of PDP was elected vice-chairperson of DDC Anantnag.

Earlier, a meeting of all the newly elected DDC members of Anantnag was called by the district election officer to elect chairperson and vice-chairperson for the district. (KNS)

Bank fraud: ED attaches assets worth over Rs 20 crore of J-K industrialist

NEW DELHI FEBRUARY 11 :

The Enforcement Directorate (ED) on Thursday said it has attached assets worth over Rs 20 crore of a Jammu and Kashmir-based industrialist in an alleged loan fraud case involving the Bank of India (BoI).

The attached properties are in the name of Raj Kumar Gupta and they include 44 kanals and 10 marlas of land located in Kartholi village of Samba district worth Rs 7.59 crore, and 491 kanals and 16 marlas of land in Pampore tehsil of Pulwama district that is worth Rs 12.66 crore.

The total value of the attached properties is Rs 20.25 crore, it said.

The ED said in a statement that the case pertains to siphoning of BoI funds worth Rs 91.63 crore through companies linked to Gupta like Jhelum Infra Projects India Pvt Limited (Rs 39.70 crore), Jhelum Industries (Rs 33.83 crore) and I D Sood Ispat Private Limited (Rs 18.10 crore).

“The loan accounts were classified as non-performing asset on December 31, 2014,” it said.The ED said its probe found that “cash of Rs 20.87 crore was withdrawn from the loan accounts and from those of various sister concerns”.

“Further, funds to the tune of Rs 18.47 crore were siphoned off through accounts owned and controlled by Gupta and his family members and through bogus accounts in the name of his employees opened specifically for the purpose of siphoning off of funds of loan accounts.

“The remaining funds were utilised for making payments to different individuals for non-business purposes,” it said. (PTI)

On a specific information regarding printing/Designing of fake identity cards of different departments. One person namely Javeed Ahmad Malik S/O Assadullah Malik R/O Barzullah Dhobhiwan kunzer at his photostat
shop by the Name of “Speed Print “ located at Barzullah stop Dhobhiwan. The said shop was raided and a computer monitor,printer and CPU were seized .The preliminary investigation revealed that the accused has issued the I-cards to different persons with different names ,other than their original names .Thus promoting impersonation by fraud and cheating.
More over scanned seal/stamps were also found in the CPU and might have been misused .Case FIR No.09/21 under section 420/467 IPC of has been registered and investigations started. The accused has been arrested in the instant case.

DC Baramulla Convenes Meeting of DDC Members, BDC Chairpersons for finalisation of plan under PMGSY-III

BARAMULLA, FEBRUARY 11:

In taking forward the priority of UT administration in adopting participatory and de-centralised approach in real sense, Deputy Commissioner Baramulla Mohammad Aijaz Asad today convened the meeting of DDC members and BDC Chairpersons of the district for consultation on upgradation of roads under PMGSY-III.

At the outset of the meeting, the PRIs welcomed him for assuming the office as Deputy Commissioner Baramulla and hoped that his administration will prove beneficial for the district.

The DDC members and the BDC Chairpersons appraised their developmental aspirations pertaining to their respective jurisdictions. They also gave their valuable suggestions and feedbacks with regard to their developmental concerns.

The DC gave a patient hearing and assured full cooperation and support on the part of District administration to Panchayat bodies. He highlighted their role in development pursuits and said that they constitute important stakeholders in the administrative setup who are mandated to ensure socio-economic development at the grass root level. Moreover, DC urged upon them to play a proactive and constructive role at the ground level for the larger benefit of the society.

A threadbare deliberation on PMGSY plan was held wherein the concerned stakeholders were asked to put forth their recommendations for its necessary approval. During the meeting, Executive Engineer PMGSY Circle Baramulla gave a detailed power point presentation wherein he presented salient features of the plan.

Dilbag Singh empanelled to hold ‘DG/DG Equivalent’ post at centre

Director General of Police, J&K, Dilbag Singh, has been empanelled by the Appointments Committee of Cabinet to hold the post of “DG/DG Equivalent” at the Central government.

The Appointment Committee of the Cabinet has approved empanelment of 29 IPS officers for holding posts at the Centre at ‘DG/DG Eq.’ level.

8 injured in Budgam bus accident, one critical

BUDGAM, FEBRUARY 11,:

At least 8 persons including three females were injured after a passenger bus turned turtle in Central Kashmir’s Budgam district.

The incident occurred in Zoorigund village of the district while the bus (JK01C-8138) was coming from Srinagar city.

An official while confirming the accident told KNT that among the 8 injured persons, one has been shifted to Srinagar hospital for advanced treatment. He said except one, all the injured are stable.

The driver of the bus lost control while taking to overtake a speeding vehicle and it after turning turtle fell from a slight height down to an open field.

The official identified the six wounded persons as Habibullah Mir son of Muhammad Subhan, a resident of Sunargund, shifted to SMHS Hospital, Ruksana daughter of Ghulam Muhammad, resident of Chatroo Dangerpora, Hafeeza Bano wife of Nazir Ahmad Bandro, a resident of Banderpora, Aisha Bano wife of Nazir Ahmad Danda resident of Khansahib, Bashir Ahmad Dar Son of Ghulam Ahmad Dar resident of Arampora and Younis Manzoor son of Manzoor Ahmad Bandroo resident of Banderpora. High-handedness, misuse of powers by Tehsildar Boniyar: Dir Treasuries writes to Div Com, demands action

Uri, Feb 11: Director Accounts and Treasuries Kashmir has written a letter to Divisional Commissioner Kashmir, seeking action against a Tehsildar Boniyar in Baramulla for allegedly arresting a treasury officer for being a “threat to peace” after the latter returned a salary arrears bill of Tehsil office with some objections as per the “procedure”.

The letter, a copy of which accessed by SNS, states that the “Treasury Officer Boniyar, well within his powers returned the salary arrears bill of Tehsil office with some objection through memo as is the procedure in vogue.”

As per the Treasury Officer, the letter says, the concerned Tehsildar called the treasury officer to his court at 4.30 P.M. and used “unparliamentary language”.

“He along with staff were later on illegally confined in premises by closing gate and after that Treasury Officer was sent to police custody by issuing arrest warrant under section 107 (CrPC),” the letter reads, adding, “It was later in evening that the concerned Treasury officer was released. However, next day he was repeatedly harassed to attend the Police Station.”

The Treasury Officer is within his powers to return any bill/claims with observations over it, the Director underlined.

“Since last few years the role of Treasury Officer has increased many fold and are equally responsible to see all codal formalities are full filled by DDO and payment is within rules, in order to safeguard public exchequer. Large number of circulars/instructions to that effect have been issued especially during last one year by Finance Department,” he said, adding, “The arbitrary act of Tehsildar has caused extreme agony and harassment to not only to concerned Treasury officer, but overall has sent demoralising message to each Treasury officer,” he said, adding, “under such circumstances, no officer can work impartially and in suppressed manner.”

Demanding action against the Tehsildar, the Director said that issuing warrant under section 107 “speaks volumes about the concerned Tehsildar.”

“It is not understood what type of peace the concerned Treasury officer or his staff breached and how were they threat to public tranquility,” the Director said and demanded “early action” in the matter.SNS Kashmir

India and China had agreed to push for an early disengagement of the frontline troops in eastern Ladakh during the ninth round of the China-India Corps Commander Level meeting held on the Chinese side of the Moldo-Chushul border meeting point on January 24 to address the ongoing military standoff.

The two countries have been engaged in a stand-off along the Line of Actual Control (LAC) since April-May last year. While China began amassing massive military strength along the LAC, India responded with a befitting build-up.

The Chinese have been asking India to withdraw troops and tanks first from the southern bank but India has been asking for disengagement from all the friction points. (ANI)

Lieutenant Governor, Manoj Sinha today handed over a cheque of Rs 250 crore to Jammu and Kashmir Bank as second installment of 5% Interest Subvention under Economic Package, as a relief for the business sector in J&K.

While interacting with the media persons on the occasion, the Lt Governor observed that around 3.41 lakh small and big businessmen and business establishments have availed of the benefits of the Interest Subvention.

We will continue to release the Interest Subvention part as and when we receive the request, the Lt Governor added.

Highlighting the initiatives taken by the government for bringing reforms in the economic sector in J&K, the Lt Governor said that an amount to the tune of Rs 264 crore has been disbursed as financial assistance to 16,800 youth identified to become entrepreneurs under the Back to Village and My Town My Pride programmes, and termed the initiative as Bank’s home delivery of services to the aspiring entrepreneurs.

Replying to the queries of the media persons, the Lt Governor observed that investors from across the globe are eyeing J&K as their preferred investment destination.

With a ready land bank and plethora of opportunities waiting for them, the investors will find J&K as a promising and lucrative destination for their investments. The Rs 28,400 cr New Industrial Development Scheme, will certainly boost the morale of entrepreneurs and investors, he said.

In the Healthcare sector, the Lt Governor said that all efforts would be made to bring the big players in the sector to the UT.

Hokersar Encounter: NC MPs Dr Farooq, Hasnain Masoodi stage silent protest outside Parliament, demand impartial probe

 National Conference leaders Wednesday protested outside Parliament in New Delhi and demanded an impartial probe into the Hokersar, Srinagar encounter saying that the slain in Shopain fake encounter were proven innocent after “declaring them top commanders.”

NC MP’s Dr Farooq Abdullah and (Rtd) Justice Hasnain Masoodi staged a silent sit in outside the Parliament demanding an impartial and independent probe into the Hokersar incident where three youth were killed, whom security forces declared as militants.

Talking exclusively to the news agency—Kashmir News Observer (KNO), Justice Hasnain Masoodi said that an impartial probe must be initiated into the Hokersar, Srinagar encounter saying that Shopian fake encounter was proven through investigation. “We demand that the bodies of the slain killed in Hokersar encounter should be handed over to their families,” he said.

Justice Masoodi said that there must be an impartial probe since the sentiments have been hurt.

“Under the national and international humanitarian laws, there is a right to a decent burial as a fundamental right with one (slain’s) own family and relatives organizing the funeral under religious obligations,” he said.  “We have intimated the Defence and Home Minister within the house and demanded an impartial probe like the one held in Shopian gunfight case. We have told them not to disrupt the maintained belief.”

Masoodi said that in the Parliament they informed the house that Hokersar encounter was  “shrouded and suspicious.”  “We told the House that in case of Shopian fake encounter, security forces had claimed killing top three commanders, who later turned out to be civilians from the nomadic community of Rajouri district,” he said.

“In Hokersar encounter, a family has lost a juvenile son under mysterious and suspicious circumstances. His body should be handed over to his parents,” Masoodi said.

Masoodi also said that registering a case against the family demanding the body of the slain shows the confusion. “They (authorities) must step into the shoes of the affected family and try to understand their pain,” he said.

He said it was NC that raised concerns related to Shopian encounter in Parliament displaying the pictures of the victims. “We got the job done that time and we are hopeful to see an impartial probe into the Hokersar encounter as well,” Masoodi said.

Notably, three south Kashmir based boys were killed at Hokersar, Srinagar on December 30, last year with the family members pleading the innocence of their wards stating “their children were not militants and that bodies be handed over to them.” The police have said it will produce evidence of them having connections with militants soon—(KNO)
