DDC Kupwara urges officers to play pro active role vis-à-vis resolving public issues

KUPWARA, FEBRUARY 10:

The District Development Commissioner (DDC), Kupwara, Imam Din today urged upon the officers and field functionaries of the district to play a proactive role in resolving the problems of the people.

The DDC said this while addressing a joint meeting of district officers and public representatives at Environmental Hall, Handwara.

Speaking at the occasion, the DDC said that the Government has already devised a mechanism in the form of Block Divas which is meant to address the problems of the people at block level, adding that the District Administration have intensified the efforts to reach the people and resolve their issues at grassroots level. 

Earlier, the ADC Handwara briefed the DDC about the administrative profile of the Handwara sub division.

Meanwhile, the elected representatives of different constituencies put forth various developmental issues and problems of their concerned areas before the chair. The issues raised include erratic power supply, non availability of potable water and irrigation, maintenance of inner link roads, augmentation of medical facilities in NTPHCs and PHCs of the sub division Handwara.

The DDC heard the representatives patiently and assured them for proper and timely resolution to their genuine demands. He issued on spot directions to the concerned officers for taking note of the problems of the people and resolving them on priority.

Replying to a query about unhoused school buildings, the DDC said that the administration will conduct a safety audit of all school buildings across the district to ensure safety of the children.

HC Seeks Action Taken Report On Non-Completion Of Bridges By JKPCC

SRINAGAR, FEBRUARY 10 :

Jammu and Kashmir High Court on Wednesday granted government two more weeks’ time for “action taken report” regarding completion of bridges in Kashmir being constructed by JKPCC and languishing due to the paucity o the funds.

A bench of Chief Justice Pankaj Mithal and Justice Dhiraj Singh Thakur passed the orders after Additional Advocate General M A Chashoo sought more time after the court observed that “fresh action taken report” in terms of order on November 27 last year has not been filed. “As prayed, two weeks’ further time is allowed for filing the report,” the court said and listed the petition on March 30.

Last year, the high court had directed that the facts regarding paucity of funds needed to be to be seriously looked into at the highest level. “Let a copy of this order and the report filed by JKPCC be placed before the Chief Secretary of J&K who shall immediately look into the matter,” the court had ordered.

The order had followed perusal of a status report filed by Mohammad Ramzan Malla, Deputy General Manager of the JKPCC, submitting that bridges which are under construction by the JKPCC are either funded by the World Bank or by the Government of J&K. However, in most of the bridges, he said, the paucity of funds is causing delay in the completion of the execution. He said that JKPCC was is executing agency only and the Budget component in respect of all the bridges under execution with the JKPCC Ltd., dominion is with project Authorities like PWD and those funded by the World Bank. However, he said that it was apt to mention that those bridges funded by the World Bank, execution is going smoothly and funds are released from time to time.

“In most of the bridges including Akhal and Tengchatri Bridge, the paucity of funds is causing delay in the completion of the execution and the JKPCC Ltd is unable to complete the bridges on time although for no fault of its own,” he had said as per GNS, adding, “Besides, JKPCC Ltd. Corporation is without any budgetary support of the Government and has to earn the administrative overheads and salary / wages out of the profit component of the projects under execution.”

The court was hearing a Public Interest Litigation filed by Samaj Sudhar committee of Tangchatri Kangan in 2011 through advocate Arshad Andrabi, seeking construction of bridges over Sindh Nallah at Tangchatri Akhal Kangan.

The non-release of funds by the Finance Department to JKPCC for construction of these bridges has caused a delay in completing these projects. (GNS)

Uri Administration Conducts Extensive Check/inspection of Chemist Shops In Sub Division Uri

Uri: 10 February 2021, Continuing its endeavours to ensure smooth and hassle free public service delivery, Deputy Commissioner Baramulla Mohammad Aijaz Asad today ordered a special inspection drive during which chemist shops and diagonastic centres  were inspected in terms of compliance to various legalities, norms and regulations.

The inspection was conducted by the SDM Reyaz Ahmad Malik and BMO Uri Dr Mohammad Ramzan Mir in Sub Division Uri

On the occasion, 21 medical shops inspected in twin tehsils of Sub Division Uri, out of which 2 have been seized for having no valid documents.

Moreover 9 laboratories were inspected out of which 3 have been seized.

Meanwhile, the DC said that during inspections,  special attention is being given to check whether actual pharmacist is present or not and whether the sale of prescribed drugs is being carried out in the absence of registered pharmacist and also attention is given regarding the validity of the licences.

He further said that continuous monitoring would be carried out in future as well and if any unauthorised shop/drug is detected, then action would be initiated as per law.

DC Baramulla, Director Tourism Kashmir Review Arrangements for Khelo-India Winter Games at Gulmarg

BARAMULLA, FEBRUARY 10 :

Deputy Commissioner Baramulla Mohammad Aijaz Asad today chaired a meeting of officers at famous tourist destination Gulmarg, in order to take stock of arrangements put in place for the commencement of winter games under Khelo-India sports initiative.

On the occasion, DC took a comprehensive review of various aspects pertaining to the event wherein he deliberated upon various officers for adopting a coordinated approach for making the event a grand success. He emphasized for making all necessary arrangements including accommodation, lodging and other facilities well in advance and in a hassle free manner.

DC also directed the PDD and PHE departments to provide uninterrupted power and water supply respectively so that the concerned stakeholders may not face any inconvenience. He also directed the Mechanical Division to keep men and machinery ready so as to avert any kind of exigency that may arise due to snownfall. Moreover, Municipal authorities  were directed to maintain hygiene in the surrounding.

The meeting was informed that 160 hotel rooms have been earmarked for the dignitaries and 370 rooms for athletes.

The DC also informed that  the khelo-india 2nd edition of winter games commences on 25th February and end on 2nd March,  2021. 

Meeting was attended by Director tourism Kashmir, Dr.GN Itoo, SSP Baramulla, Mr Abdul Qayoom, Managing Director JKTDC, Secretary J&K Sports Council, CEO GDA, president winter sports association, president hoteliers club  among other concerned functionaries.

10 teachers suspended in Bandipora for failing to verify application of students on national scholarship portal

BANDIPORA, FEBRUARY 10:

Chief Educational Officer Bandipora on Wednesday suspended 10 teachers of Gurez, Hajin and Bandipora zone for failing to verify the applications of students on National Scholarship portal fresh as well as renewal 2020-21 till date after many reminders through zonal education officers ZRP’s Cross WhatsApp group to verify them.

The order issued by the CEO mentions that teachers haven’t taken our communications seriously. The below mentioned Teachers of various Zones have failed to verify the applications of students on National Scholarship Portal fresh as well renewal 2020-21 till date after many reminders through Zonal Education Officers, ZRP’s, CRP’s and what Sapp groups to verify them, reads an order

They have failed to their legitimate duties are hereby suspended with immediate effect till further orders and Zonal Education Officers are directed to depute them to the office of under-signed on 11/02/2021 for clarification and verification of the pending students on National Scholarship, the order further adds.

The teachers who who were suspend include Mushtaq Hussain beigh, Reyaz Ahamad Hurra, Manzoori Ahamad Mr. Bilal Ahamad, Mr. Ghulam Rasool chopan, Mehraj-udin Nissa, Rayaz ahmad wagay, Manzoor Ahmad Mir, Mr ASHA Paveen and Faroz Ahamad Khan.

District Admin Baramulla Conducts Inspection of 153 Chemist Shops

BARAMULLA, FEBRUARY 10:

Continuing its endeavours to ensure smooth and hassle free public service delivery, Deputy Commissioner Baramulla Mohammad Aijaz Asad today ordered a special inspection drive during which chemist shops and diagonastic centres  were inspected in terms of compliance to various legalities, norms and regulations.

The inspection was conducted by the concerned SDMs whereas in Baramulla and Sopore, it was conducted by General Manager DIC Baramulla and ADC Sopore respectively.

On the occasion, 153 chemist shops and several diagonastic centres were inspected comprising 16 in Tangmarg, 21 in Uri,  40 in Sopore, 38 in Pattan, 08 in Kreeri and 30 in Baramulla. During the inspection, 09 chemists were found involved in the violation of requisite medical norms and regulations and their operation was subsequently seized by the visiting magistrates. The drug licenses of these 9 pharmacy shops were suspended thereof.

Moreover, operations in 06 diagonastic centres was also seized for violation of requisite regulations. Those include 02 (Helpline Digital Diagonastic Centre Kunzer and New Scientific Clinical Laboratory Kunzer) in Tangmarg, 03 (Lone Diagonastic Centre Uri, Mansoor Laboratory Uri and Biocare Laboratory Uri) in Uri and 01 ( New Alnoor Diagonastic Centre Pattan) in Pattan.

Saudi TV: Yemen rebel attack on airport sets plane on fire

Yemen’s Houthi rebels on Wednesday targeted an airport in southwestern Saudi Arabia causing a civilian plane on the tarmac to catch fire, the kingdom’s state television reported, an attack that threatens to escalate Yemen’s grinding war.

Firefighters brought the blaze at Abha airport under control, Saudi state-owned Al-Ekhbariya TV said, without offering word on possible casualties from the assault. Saudi officials did not immediately respond to requests for comment.

The Iran-backed Houthis claimed responsibility for the attack soon afterward, with military spokesman Yehia Sareai saying the group used four bomb-laden drones to target the airport.

“This targeting comes in response to the continued aerial bombardment and the brutal siege on our country,” Sareai said, stressing that the Houthis consider the airport a military not civilian target.

Col. Turki al-Maliki, the spokesman for the Saudi-led military coalition fighting in Yemen, said the forces intercepted and destroyed two of bomb-laden drones launched by Houthis toward the country’s south. He condemned the assault as a “systematic and deliberate attempt to target civilians.”

Since 2015, the Houthis battling the Saudi-led military coalition have repeatedly targeted international airports, along with military installations and critical oil infrastructure, within Saudi Arabia. The Houthis long have used drones against Saudi Arabia, including crashing them into the kingdom’s Patriot missile batteries. Those attacks, often striking near the southern cities of Abha and Jizan, have wounded dozens and killed at least one person over recent years.

In November 2017, the Houthis even reached Riyadh’s international airport, deep inside the kingdom. No one was hurt in the attack, which marked the first time that a Houthi missile had come so close to a heavily populated center. Riyadh is around 620 miles (1,000 kilometers) north of the border with Yemen.

Saudi officials have blamed Iran for providing ballistic missiles to the Houthis used in such attacks against the kingdom. Tehran denies arming to the Houthis, despite evidence to the contrary.

The attack late Wednesday afternoon marked the first to impact a civilian aircraft at the facility, although the extent of the damage remains unclear. Flight-tracking websites showed delayed and canceled flights scheduled to either take off or land at the airport. Flights at Abha airport resumed some time after the attack.

At least two Airbus A320s flown by Saudia, the kingdom’s flagship carrier, were on the tarmac at Abha on Wednesday afternoon, according to the flight-tracking website FlightRadar24.com. Another Airbus A320 on the ground belonged to low-cost carrier FlyADeal. The airlines did not immediately respond to requests for comment.

The U.S. Air Force’s Central Command, based at Al-Udeid Air Base in neighboring Qatar, declined to comment.

As recently as late January, U.S. forces stationed at Prince Sultan Air Base near Riyadh trained Saudi troops on how to counter the threat posed by drones, which can fly low to the ground, evade radar and detonate against targets in the kingdom.

Saudi Arabia has been at war with the Houthis in Yemen for nearly six years, a conflict that started when the rebels seized the capital, Sanaa, and much of the country’s north. Saudi Arabia, along with the United Arab Emirates and other countries, intervened in March 2015 to dislodge the Houthis and restore the internationally recognized government. The war has devastated the impoverished country and spawned the world’s worst humanitarian disaster.

President Joe Biden has recently turned a spotlight on the brutal war, declaring last week that the United States would end its support of the Saudi-led military offensive, including “relevant” arms sales. The administration has also moved to lift a terrorist designation against the Houthis, citing the need to mitigate Yemen’s humanitarian crisis.

But Biden stressed that the U.S. would continue to help Saudi Arabia defend itself against outside attacks, as part of maintaining key security, counterterrorism and military ties with the kingdom, a strategic partner and global oil giant.

Chief Engineer,Project Beacon reviews road construction projects and bridges in Uri Baramulla

Baramulla: Chief Engineer, Project Beacon, Brigadier I K Jaggi on Wednesday visited Srinagar, Baramulla and border sector Uri to review progress of construction of four-lane project and recently sanctioned Sangrama flyover project on Srinagar-Baramulla highway.


He also visited the construction sites of N S Bridge and Gowlta Bridge which will provide connectivity to more than 20 villages in frionter sector Uri.


Brigadier I K Jaggi,  who was flanked by Officer Cammanding OC 53 RCC, directed the concerned officers to expedite the construction work and put impetus to process land acquisition for four lane project of Srinagar- Baramulla -Uri highway.

ACB attached properties of Noor Alam, Deputy Secretary, ARI & Training Department, Govt. of UT of J&K

Anti Corruption Bureau attached the properties worth lakhs of rupees belonging to Noor Alam S/O Mohd Din R/O Village Gargal, Ward No. 8, Tehsil Akhnoor, District Jammu A/P near Macca Masjid, Bathindi, Jammu presently posted as Deputy Secretary in the ARI & Training Dept Govt. of UT of J&K, at Police Station ACB Jammu.

  1. A verification was conducted pertaining to the allegations that Noor Alam S/O Mohd. Din R/O Village Gargal, Ward No. 8, Tehsil Akhnoor, District Jammu has during service period amassed/acquired huge properties both movable/immovable worth crores of rupees in his own name and in the name of his family members which were disproportionate to his known & lawful sources of income. During the course of said verification it surfaced that suspect public servant Noor Alam had accumulated various assets which included both movable and immovable assets worth crores of rupees in his name and in the name of his family members and relatives.
  2. It also surfaced during the course of enquiry that the suspect has made huge investments in purchase of a flat and land in Jammu . Accordingly on the basis of findings of the verification a case FIR No. 21/2019 u.s 5(1)(e) r/w 5(2) of the PC Act Svt. 2006 was registered at P/s Anti Corruption Bureau Jammu against Noor Alam, KAS and the investigation was started.
  3. During the course of investigations, it was found that the accused public servant Noor Alam was initially appointed as VLW in the year 1992.He later on rose to the position of Deputy Secretary, ARI & Training Department, Govt. of J&K. During this period the accused has accumulated huge assets movable/ immovable by investing proceeds of his ill-gotten money in such properties. The accumulation was raised by accused Noor Alam either in his own name or in the name of his family members by abuse of his official position. Pursuant to the registration of the case searches were conducted at his residence during which incriminating documents relating to huge purchase of property/ flats/ investment in policies and bank balance were found. Accordingly proceedings under section 8-B of JK PC Act were initiated against the accused person during which properties worth lakhs were attached. It is pertinent to mention here that there is another case FIR no. 08/2018 registered against Noor Alam and others for abuse of official position and misappropriation of public funds which is also under investigation with ACB.
  4. Further investigation in both the cases is in progress.

Baramulla: In a bid to create awareness about avenues of employment by establishing business units to generate their income, a seminar was organized by Styleford Market Private Limited at Elite Institution of Computer in Baramulla on Wednesday.

Bashir Ahmad owner of Elite Institution of Computer said that this seminar was organized for unemployed youth as unemployment is increasing day by day as we want our students to get opportunity to get jobs.

CEO of Styleford Market Private Limited Rockey Barduwaj said that the aim of this seminar is to create awareness among youth who are stilling idle at home despite being educated.

“I started this company to involve youth to get them employability as educated youth get involved in social evils like drugs and other menaces,” said Baruwaj.
