The outgoing Member of Parliament (MP) and the leader of the opposition in Rajya Sabha Ghulam Nabi Azad Tuesday prayed for end to militancy in J&K and return of Kashmiri Pandits stating that he was among millions of Indian Muslims, who never opted for Pakistan.

The former chief minister of the erstwhile state of Jammu and Kashmir—was making his last speech in the Rajya Sabha as his term will end on February 15. Addressing the Rajya Sabha, as per news agency—Kashmir News Observer (KNO), said that he was glad to see Jammu and Kashmir marching ahead. “In J&K, there was an occasion when people would celebrate August 14 (Pakistan’s Independence Day). Today, things have changed. I am among luckiest lot of Indian Muslims who never visited Pakistan nor opted for that country,” he said.

Azad said that he has been in politics ever since the school days and have read Gandhi, Nehru, and Maulana Azad wherefrom he learned about patriotism. 

“I still remember my college days at SP College in Srinagar were both August  14 and 15 August were celebrated and the majority were those who celebrated the 14th August (Pakistan’s Independence Day),” he said. “I including friends, the staff just dozens in numbers used to celebrate 15 August and never joined colleges for at least a week fearing that we would be thrashed.”

He said: “We have come out of that and I am happy a huge number of people including regional parties in Kashmir have moved forward.”

“I can proudly say that there is nothing bad in the Muslims in India but the community in the majority needs to take steps to move ahead”, he said.

He said that during his tenure as Chief Minister of J&K, he conducted the first public meeting in the home constituency of Syed Ali Shah Geelani, in Sopore where he stated that the government will of the people only when there won’t be any discrimination on basis of religion.

He recalled a militant attack in Kashmir in which eight Gujrat based tourists were killed and several others injuries stating that he failed to control his emotions that point time after seeing the families of slain tourists.

In tears, the emotional Azad prayed for the end to militancy in J&K. “Thousands of security forces and civilians have been killed some in cross-firing, and our mothers and daughters have become widows,” he said. “I pray that the situation in Kashmir improves”

Narrating an Urdu phrase, Azad said during his university elections it was Kashmiri pandits who voted in the majority and became the reason for his success including the men and women.

“I also pray for the early return of Kashmiri Pandits to the valley,” he said. He praised PM Modi for being impartial in the house. “PM Modi never shied away from exchanging greetings on special occasions,” Azad said—(KNO)

Prime Minister Narendra Modi on Tuesday got emotional in parliament as he bid farewell to Congress veteran leader Ghulam Nabi Azad. He said that his legacy in national politics will be hard to replace. “As a leader of the opposition, it’s easy to engage in party politics, but Ghulam Nabi Azad ji rose above this and always prioritised the prosperity of the country first.” During the pandemic, Modi said, it was Azad’s proposal to call an all-party meet to fight the crisis as one nation.

“Posts come, the high office comes, power comes and how to handle these, one must learn from Ghulam Nabi Azad Ji. I would consider him a true friend,” PM Modi added.

He also remembered former President Pranab Mukherjee, another Congress veteran with whom he shared a strong rapport.

“I will never forget Shri Azad’s efforts and Shri Pranab Mukherjee’s efforts when people from Gujarat were stuck in Kashmir due to a terror attack. Ghulam Nabi Ji was constantly following up, he sounded as concerned as if those stuck were his own family members,” said the PM.

“I have known Shri Ghulam Nabi Azad for years. We were Chief Ministers together. We had interacted even before I became CM when Azad Sahab was very much in active politics. He has a passion not many know about – gardening,” he shared.

This comes a day after he praised Azad for his words on Jammu and Kashmir and local polls conducted recently.

Former J&K chief minister and Conference leader Farooq Abdullah, National while urging the Centre not to consult protesting farmers, Farooq Abdullah said, “I am thankful that 4G services have been restored [in Jammu and Kashmir] farewell to the retiring MPs.

“Please find a solution. We are here to find a solution not to create obstacles,” Farooq Abdullah appealed to Centre.

“A doctor never looks at a blood bottle and asks whether the blood is that of a Hindu or a Muslim. God has made us all the same. You go to a temple, I go to a mosque,” Farooq Abdullah said addressing the Treasury benches in the Lok Sabha on Tuesday.

Farooq Abdullah asserted, “Ram belongs to the whole world. Ram belongs to all of us. The way Muslims have held on to the Quran, the Quran is not just ours.”

Farooq Abdullah went on to claim that not even one of the 50,000 jobs promised to the people of Jammu and Kashmir has been delivered. The tourism sector, industries and shopkeepers in J&K have suffered, he said adding that there is rampant poverty in the UT.

Defamation Suit has been field against Siraj ud din Salam for uploading false and baseless video against ARTO Baramulla Mubashir Jan on Social Media.

Sources told CNS that Addl.District & Session Court Sopore Aijaz Ahamad khan has restrained Siraj ud-din Salam of Baramulla for making any derogatory Statement against Mubashir Jan ARTO Baramulla.

Counsel of ARTO Baramulla argued that Siraj ud din Salam is habitual offender to gain publicity he has uploaded false and Baseless videoes on social Media against public Servent to malign their image in Society and blackmail them in order to extract money.

Accordingly after hearing counsel for the Plaintiff Additional District & Sessions Judge Aijaz Ahmad Khan has Summoned the Siraj ud din Salam resident of Kanispora Baramulla and has barred him to issue any Statement against ARTO Baramulla Mubashir Jan meanwhile the Case has been listed again on 22 Feb 2021 for further proceedings.(CNS)

Police, Security Forces Working Professionally: DGP

SRINAGAR, FEBRUARY 09 :

Director General of Police Dilbag Singh on Monday lauded personnel of police and other security forces for “working professionally to eliminate threats” to peace in Jammu and Kashmir.

The Police Kashmir Chief who is on a three-day tour to Kashmir appreciated J&K Police and other security agencies for maintaining pressure on the elements inimical to peace in Jammu and Kashmir, he said.

“With the coordinated efforts of forces the (militants) activities have been restricted and action against them has been intensified,” the DGP was quoted as saying while interacting with the police personnel here in a statement issued to GNS.

He lauded the role of Jammu Kashmir Police officers and other personnel for “tackling difficult situations effectively.”

“Despite many challenges, personnel of police and other security forces are working professionally to eliminate threats to peace from Pakistan and its sponsored (militant) outfits and subversive agencies,” he said, adding, “We have to continue hard work to ensure long lasting peace in Jammu and Kashmir.”

The DGP asked the officers to submit the requirements to the PHQ and added that Police Headquarter is committed to equip personnel with better facilities to meet out any challenge.

Earlier he inaugurated newly constructed building of Ahmednagar Police Post and also visited Police Component Srinagar where he inaugurated newly constructed two storied building, an additional accommodation for Jawans and also interacted with Police officers and Jawans.

Accompanied by IGP Kashmir Zone, Vijay Kumar, the DGP first visited Police Post Ahmadnagar in territorial jurisdiction of Police Station Soura in Srinagar where he inaugurated the newly constructed building and also reviewed crime situation within the jurisdiction of the Police Post.

The Police Post building consists of DOs office, MHC office, separate room for CCTNS Lab, accommodation for Jawans, Malkhana, Lockup and additional facility of washrooms.

The Police Post Ahmadnagar has been created to address the crime in Anchar area of Srinagar District.

The DGP later visited Police Component Srinagar were he inaugurated additional accommodation for policemen.

The accommodation will house around 50 personnel of the component. He also interacted with the officers and policemen on the occasion.

The DGP also visited Zakoora, Sringar where he inspected the prefabricated accommodation used during the elections and Shri Amar Nath Ji Yatra. He directed for building additional accommodation at the site.

The jurisdictional officers briefed the DGP on various aspects of security as also for keeping the crime under check. (GNS)

HC Lays Down Policy For Transfer of Judges

SRINAGAR, FEBRUARY 09 :

The Jammu and Kashmir High Court has formulated the transfer policy for transfer of Judicial Officers in Jammu & Kashmir and Ladakh.

Among others, the Full Court has lay down that the general transfers of Judicial Officers shall be effected ordinarily twice in a year in the months of March and September unless otherwise directed by the Chief Justice.

“The suitability of officers in the interest of administration of justice and exposing them to different nature of work shall be the paramount criteria for transfer/posting of officers,” reads the policy issued by Jawad Ahmad, Registrar General, as per GNS.

No officer shall be posted as far as practicable in his district and home town or in any district where his/her blood/close relative(s) such as parents, spouse, son, daughter, brother, sister, nephew, niece, brother-in-law and sister-in-law are practicing, it said.

”Endeavour shall be made, as far as possible to post husband and wife (if both happens to be judicial officers) in the same district or adjoining districts and judicial officer suffering from a serious ailment or who is physically challenged may be given convenient posting,” the policy reads.

Ordinarily, it said, judicial officers are transferable once in two years i.e the term of posting would normally be of two years but if exigency arises, they may be transferred earlier or permitted to overstay at the discretion of the Chief Justice subject to ratification by the Full Court.

The term of posting of a judicial officer at a hard station/district shall be of one year only, it said.

“Any officer who has remained posted or serving at the hard station/district would not be posted in any other such station/district until the expiry of 4 years i.e. for two normal tenures of postings from his/her last posting at any such hard station/district.”

No judicial officer shall be posted in the same district twice as far as possible except as District Judge unless the Court otherwise directs in the exigency of service, it said.

In order to effectuate transfers of officers, the policy reads that the Registrar General shall obtain in advance three choices of stations from judicial officers likely to be transferred and shall place the same before the Chief Justice/Committee to facilitate the transfers/postings.

“No officer would ordinarily be appointed on deputation outside the Cadre except once while working as Civil Judge (Jr. Division), Civil Judge (Sr. Division) and District Judge and consecutive deputation would not be permissible except on the prerogative of the Chief Justice.” (GNS)

Afzal Guroo hanging anniversary:Normal life hits due to shutdown

SRINAGAR, FEBRUARY 9,:

Life was hit due to a spontaneous shutdown in Kashmir to commemorate the hanging anniversary of Muhammad Afzal Guroo on Tuesday.

Guroo was hanged 8 years ago for his alleged involvement in Parliament attack that killed 14 people, including five gunmen. Court in its verdict had maintained that Guroo will be executed to satisfy the ‘collective conscience’ of the people.

His execution during Omar Abdullah led Government in Jammu and Kashmir led to days of deadly protests in Valley with people demanding that his mortal remains, currently buried within the jail compound, be bring back to Kashmir.

Shops and other business establishments remained closed while private tuition centres also remained shut.

Skeletal movement of transport was observed on the roads; however, in many parts of Valley including Srinagar, public transport was seen plying normally.

There was complete shutdown in city centre Lal Chowk. Reports of shutdown also poured from other parts of Kashmir, however, in some parts partial shutdown was observed. (KNT)

Agriculture Deptt Baramulla conducts Demonstration Camps at 15 Places in the District

Baramulla, February 09: To revitalise the official functioning in various departments across district Baramulla, on instructions of Deputy Commissioner, Mohammad Aijaz Asad Agriculture Department today organised demonstration camps at several places in the district. The first kind of its activities were carried out today wherein senior functionaries of the agriculture department conducted field visits in their respective areas.

At Nowshera Uri, inspection of Poly Green House (PGH) was conducted by the officials and various vegetable varieties and other important plants were checked by the concerned experts. During the inspection, other agricultural centres throughout the district were also inspected in order to assess the current condition and the farmers were given valuable suggestions on the spot for improving the production and productivity of agricultural produce in the district.

Chief Agriculture Officer Baramulla, Mohammad Yousuf Shah convened a special meeting in his office chamber and took stock of the physical and financial achievements of various centrally sponsored schemes especially the physical achievement of PM-Kisan scheme at ground level. The meeting was informed that the Department of Agriculture and Department of Botany, Govt Degree College Baramulla has signed an MoU for promoting academic skills and research cooperation between the two institutions.

Speaking on the occasion, the Deputy Commissioner said that such activities are being carried out on a daily basis in order to revitalize and redefine the role of various government departments so that the desired output is achieved. He emphasised that there is a need to bring vibrancy by strengthening the accountability of government functionaries.

Meanwhile, the DC also emphasised upon the concerned officials to gear up and mobilize all the available resources in view of the upcoming agricultural season.

Baramulla, February 09: In order to get acquainted about the field functioning of administrative setup, a group of Jammu and Kashmir Administrative Services (KAS) Probationers comprising of Jammu and Kashmir Administrative Services,Jammu and Kashmir Police (Gazetted) Service and Jammu and Kashmir Accounts (Gazetted) Service of 2018 batch undergoing training at Jammu and Kashmir Institute of Management and Public Administration (IMPA) today visited Baramulla and called on Deputy Commissioner Mohammad Aijaz Asad.

While sharing his services experiences, the DC exhorted upon the Probationers to work with dedication and honesty as they are the future planners. He reminded them that people have high expectations from them and urged upon the young officers that planning and implementations should be done keeping in view the ground situation of the area. Moreover  the DC asked them to work with devotion, dedication and for upliftment of the poor people of Union Territory.

Meanwhile, the Probationers also raised several queries which were replied by the DC.

Later, the group of Probationers conducted a tour of the district to get the idea of field functioning and to have better understanding of the role of administration in delivering services to the common masses.

Earlier, the course coordinators Jehan Jabeen Ara and Dr Bilal appraised the DC about course details of the training module.

Baramulla Feb, 9: Director Tourism Kashmir Dr. GN Itoo Tuesday visited Eco Park, Khadniyar in Baramulla and inspected various works being executed by NBCC, Gulmarg Development Authority and Tourism Department for its development and beautification.

He directed the officers to complete all the works by March-end and instructed them to strictly monitor the works on a regular basis for smooth execution of projects.
On the occasion, he was informed about the damages caused to the infrastructure due to recent snowfall and other issues including proper water supply to the park.
The director gave on spot instructions for the resolution of all the issues besides carrying out immediate repair works to the damaged infrastructure, restoration of amusement park for children and its up-gradation.
He directed the officers to maintain the highest standard of the works and complete them by March-end so that visitors can have all facilities here in the upcoming spring and summer season.

He further said the department will also explore developing a cycle track near the park to encourage adventure, recreational and eco-friendly sports activities among the locals and tourists.
He also said a cable car project between Khadniyar and Bosnian at the Ecopark is also being explored and in this regard, a comprehensive detailed project report will soon be finalised.
The Director also visited the Igloo hut at the park and other assets and said that a modern but eco-friendly cafe will also be developed to provide food outlet facilities for the visitors.
He said in the coming summer season, both private and public school children will be invited here for camping and also day-long excursions to increase the visitors’ flow to the park.
He further informed that the park will also have a beautiful state of art solar light illumination system being installed jointly by NBCC and Electric Wing of the Tourism Department.
He said the Park has a huge tourism potential and the department in collaboration with district administration will promote and explore adventure, heritage, leisure, religious and recreational tourism.
In this regard, he said the department will organise Nowruz on March 21 which will be followed by a bigger Mela on Baisakhi to make this place popular and tap the tourism and adventure potential of this area fully.
He also sought cooperation from the locals for its preservation so that visitors can come in large numbers which can change the socio-economic status of the town.
The locals on the occasion appreciated the department for taking a keen interest in bringing Baramulla on the tourism map.
