جموں 10 فروری ۔ سرماٸی دارالحکومت جموں میں جموں وکشمیر ایمپلاٸز جواٸنٹ ایکشن کمیٹی کا ایک خصوصی اجلاس زیر صدارت پریذیڈنٹ ایجیک اور چیرمین ٹیچرس فورم محمد رفیق راتھر منعقد ہوا جس میں حکومت کی طرف سے جاری کردہ ترمیم شدہ آرٹیکل 226(A) پر تفصیلی گفت وشنید ہوٸی۔ اجلاس میں اس بات پر اتفاق ہوا کہ مجوزہ ایس آرٹیکل جموں و کشمیر کے ملازمین کے ساتھ سراسر زیادتی اور ظلم ہے جس کے زریعے نان گزیٹڈ ملازمین کوبالخصوص عتاب کا شکار بنایا جارہا ہے اور ان کے حقوق کا گلا گھونٹھنے کی پوری سازش رچاٸی جارہی ہے، جو ایجیک کسی بھی طور قبول نہیں کرسکتی ہے ۔ایجیک سربراہ نے حکومت سے اپیل کی کہ اس آر ٹیکل کو فی الفور ہٹایا جاۓ اور ملازمین کے ساتھ جو ناروا رویہ برتا جارہا ہے اسے بند کیا جاۓ بصورت دیگر ملازمین قیادت جمہوری طرز عمل کو اپناتے ہوے راست قدم اٹھانے کیلٸے مجبور ہوجاٸیں گے۔
یاد رہے کہ اس آرٹیکل کے تحت ان ملازمین کو جن کی عمر 48 سال ہوچکی ہے یا جن کی سروس 22 سال ہوچکی ہے انھیں کسی بھی وقت نوکری سے سبکدوش کیا جاسکتا ہے ۔ رفیق راتھر نے کہا کہ ایسا قانون ہندوستان کی کسی بھی ریاست یا مرکزی زیر انتظام والے علاقے میں نافذ نہیں کیا گیا ہے تو صرف جموں و کشمیر میں ہی کیوں نافذ کیا جارہا ہے۔ ظاہر سی بات ہے اس میں کوٸی خاص مقاصد پوشیدہ ہیں۔ انہوں نے لیفٹیننٹ گورنر سے اپیل کی کہ اس جابرانہ قانون کو فوری طور ختم کیا جاۓ تاکہ ملازمین کو راحت ملے اور وہ سکون سے اپنی نوکری کرکے اپنے اہل وعیال کا پیٹ پال سکیں۔ اجلاس میں اس بات پر افسوس کا اظہار کیا گیا کہ عارضی ملازمیں کی نوکریوں کو مستقل کرنے کی بجائےسرکار بہانے بازی سے کام لیکر ملازمیں میں خوف وحراص کا ماحول قایم پیدا کرکے ملازمیں کی حق پر مبنی آواز کو دبانا چہتی ہے۔ رفیق راتھر نے کہا کہ ملازمیں قیادت مسلہ پر صلاح مشورہ کررہی ہے اور عنریب مشترکہ لاہحہ عمل مرتب کیا جائے گا۔

Saudi Arabia temporary shuts down 10 mosques after COVID-19 infections

RIYADH FEBRUARY 09 :

Saudi Arabia has temporarily shut down 10 mosques in a number of regions across the Kingdom following an outbreak of COVID-19 infections among worshipers and mosque employees, according to a ministerial statement.

Ministry of Islamic Affairs, Dawah and Guidance of Saudi Arabia also announced it was temporarily closing one mosque in Ad-Dilam district of Riyadh for sterilization after a number of employees were infected with the coronavirus.

The ministry indicated in a report issued on Monday that within two days, it began closing five mosques in Riyadh, three of them in Harimila district and one in each in aflaj and Ad-Dilam districts, and also closed a mosque in the al-Mandaq governorate in al-Baha, a mosque in Dammam in the Eastern Province, and three mosques in the northern border.

The Islamic affairs ministry indicated that the mosques would be closed sterilization operations lasting between 24 hours to 48 hours.

The Ministry called on the worshipers to take all the precautionary measures approved by the competent authorities, including wearing a facemask, bringing their own prayer rug, and practicing social distancing measures.

Saudi Arabia on Monday reported 356 new coronavirus cases, bringing the total number of cases to 370,634, according to the Ministry of Health.

Saudi Arabia’s also temporarily suspended entry from 20 countries, which officially came into effect from 9:00 pm local time on Feb. 3, a move announced a day earlier in a bid to curb a jump in coronavirus infections.

The ban includes a list of 20 countries: Argentina, the United Arab Emirates, Germany, the United States of America, Indonesia, Ireland, Italy, Pakistan, Brazil, Portugal, the United Kingdom, Turkey, South Africa, Sweden, Switzerland, France, Lebanon, Egypt, India, and Japan.

A Police Public Meeting was held by Handwara Police today to strengthen the Police-Public relations in the district.

The meeting was held at Police Station Vilgam and was chaired by SP Handwara Dr.G.V Sundeep Chakravarthy-IPS besides SDPO Handwara Shri Fariz Hussain-JKPS SHO Vilgam Inspector Iftikhar Ahmad and other officers and officials were also present in the meeting.

Large number of respectable, traders, Masjid committee,Sumo association members, BDCs, Panchs and Sarpanchs of the area participated in the meeting and highlighted various issues in the area.The participants also applauded the role of police in Covid19 Pandemic and peaceful Elections . The participants also urged that counselling classes for aspiring students of UPSC or JKPSC be held in the area to create an energy among the students and to aware them about the pattern of these exams.

Speaking on the occasion, SP Handwara said that such meetings are conducted to solicit the suggestions and support for better policing and would be conducted in the future as well.

He also thanked the people for participating in the meeting and providing valuable suggestions.
Referring to the grievances highlighted by the participants , he said that these issues will be taken up with the concerned authorities for immediate redressal and added that police will provide its legal support as and when required for the betterment of the society accordingly.

SP Handwara also sought the cooperation of people in sharing the information and identifying the drug peddlers & other miscreants so that a peaceful environment can be created in the area to which the participants assured their full support.

US press urges India to release Kashmiri journalist

The US National Press Club called on Indian authorities Monday to release a Kashmiri journalist who has been jailed for two-and-a-half years.

Aasif Sultan, a journalist with the monthly magazine Kashmir Narrator, was detained by Jammu and Kashmir Police in August 2018. He was charged the following February for allegedly harboring militants.

The National Press Club lambasted the charges as “unwarranted,” saying the only thing Sultan “had done was interview and write about” the militants.

Ahead of his next scheduled court appearance on Feb. 26, club President Lisa Nicole Matthews, and National Press Club Journalism Institute President Angela Greiling Keane said the fact that he remains in prison “is simply wrong.”

“All he did was his job,” the club leaders said in a statement. “On behalf of journalists everywhere, we say: it is past time for Prime Minister Narendra Modi to do what is necessary to allow Mr. Sultan to rejoin his family.”

Sultan wrote a cover story for the Kashmir Narrator magazine in July 2018 detailing the rise of young militant commander Burhan Wani, who was killed by Indian forces in 2016.

Following his arrest, the Committee to Protect Journalists said Jammu and Kashmir Police have reportedly subjected Sultan to repeated interrogation during his detention, asking him to reveal his sources and “why he reported on the conflict in Kashmir.”

“Interviewing or having sources who are critical of the government is within the scope of a journalists’ job and does not implicate them in a crime. Reporting on an important and newsworthy story such as the conflict in Kashmir is a public service, not a criminal act,” the committee said in a 2019 letter.

Kashmir, a Muslim-majority Himalayan region, is held by India and Pakistan in parts and claimed by both in full. A small sliver of Kashmir is also held by China.

Since they were partitioned in 1947, India and Pakistan have fought three wars — in 1948, 1965 and 1971 — including two over Kashmir.

National Conference (NC) Members of Parliament (MPs) on Monday stated that they will not attend the first meeting of the Delimitation Commission for Jammu and Kashmir on February 18.

Pertinently, the Delimitation Commission for Jammu and Kashmir has convened first meeting with Associate Members at its office in New Delhi on February 18 to discuss delimitation of Assembly constituencies in the Union Territory.

Talking to the news agency—Kashmir News Observer (KNO), NC MPs from South Kashmir’s Anantnag constituency Hassnain Masoodi and north Kashmir’s Baramulla constituency Muhammad Akbar Lone refused to attend the meeting.

However, both the Members of Parliament gave different reasons for not attending the first meeting.

Masoodi told KNO that they have not received any kind of intimation earlier, but it is for the first time that they have received any intimation in this regard.

“Our stand is that this full exercise is unconstitutional because the commission has been constituted in exercise of powers under Jammu and Kashmir Reorganization Act 2019. We are of the view that the act itself is unconstitutional and its constitutionality is being examined by the five judge bench of the Supreme Court. The Central government was expected to desist from implementing the act till a final verdict would come from the top court of India,” he said.

“It instead is going on to implement the act, which is constitutionally suspect law. We have already thrown a challenge to that. As on date, there is no point in getting associated because the exercise itself is not in tune with the constitution as it offends the constitution,” Masoodi said. Moreover, Lone, another NC MP also rejected to attend the meeting, saying that they are currently busy with the ongoing elections for the chairperson of District Development Council (DDC)(KNO)

Chairperson NCW on week-long visit to J&K :Reviews preparations for Mahila Jansunwai Programme

Chairperson, National Commission for Women (NCW),  Rekha Sharma made her maiden visit to Jammu and Kashmir to inquire about issues faced by women in J&K especially regarding domestic and family violence besides reviewing the preparations for Mahila Jansunwai Programme.
Rekha Sharma, who is on a weeklong visit to J&K, is accompanied by Neha Mahajan Gupta, Counsellor at NCW.
The Chairperson on the very first day of visit held a high level preparatory meeting with senior officials of the Social Welfare Department (SWD) to chalk out the preparations for Mahila Jansunwai Programme scheduled to be held on 09th February at Conference Room, Hospitality and Protocol Department, Canal Road Jammu.
Speaking during the meeting, Rekha Sharma inquired about the schemes available with the SWD for women empowerment and stressed on being gender sensitive especially on reaching out to women who have been victims of domestic violence. She also took a review of the functioning of various One Stop Centres established in the UT of J&K.
The meeting was attended by Principal Secretary, SWD, Bipul Pathak; Director General, Women and Child Development, Mir Tariq Ali; Mission Director ICPS/SRCW, Shabnam Shah Kamili;  Mission Director ICDS, Neetu Gupta and  other senior officials of SWD.
The meeting was followed by an interactive session with the members of various Civil Societies from Jammu Division.
Rekha Sharma inquired about the challenges faced by them at the grassroots level while working on the empowerment and safeguarding the rights of women. The Chairperson also took stock of their grievances and assured immediate redressal. Speaking on the event Rskha Sharma promised her support on preventing violence against women.(KINS)

RS passes J&K re-organisation (Amendment) bill 2021

Rajya Sabha Monday cleared the Jammu and Kashmir re-organisation (Amendment) Bill 2021 that seeks to replace the ordinance to merge J&K civil services officers with AGMUT cadre, the bill a week back was introduced by MoS Home GK Reddy.

Addressing the house, MoS Home, GK Reddy as per news agency—Kashmir News Observer (KNO) said that the Indian constitution is now fully applicable in Jammu and Kashmir and all central laws are made applicable while the merging of cadre is a step towards the development of J&K. 

He said that after the abrogation of Article 370, it’s for the very first time all central laws are implemented in Jammu and Kashmir and the discriminate categories have been given equal rights.

The MoS Home said that in the 2019 reorganization act on 31st October the Jammu and Kashmir with legislature and Ladakh as separate UT without Legislature. “Both the UT’s have been fully intrigued with India under one nation one constitution with holistic development”, he said.

He said with this 2021 re-organisation (Amendment) Bill will increase the strength of officers in the union territories of Jammu and Kashmir and Ladakh and it’s is a step towards prosperity. He said around 170 central laws are being implemented in Jammu and Kashmir.

J&K MLAs will get voting rights for elections of President, Rajya Sabha ; Home Minister to introduce bill in current Parliament session

JAMMU, FEBRUARY 8 :

The Government of India has decided to bring the Union Territory of Jammu and Kashmir at par with Delhi and Puducherry to grant voting rights to MLAs of the J&K Legislature in the election of President and Rajya Sabha seats. 

The Home Minister Amit Shah is likely to introduce a bill in the Parliament in the current parliament session. Sources informed KNS that it was compulsory as the erstwhile state of J&K was divided into two union territories. As Jammu and Kashmir was granted the Legislature, the bill will bring it at par with  New Delhi and Puducherry.

” The passing of the bill means that MLAs of J&K will get voting rights in the election of President and Rajya Sabha seats.,” Official sources said. Those UTs who are without Legislatures have representation in Lok Sabha but not in Rajya Sabha and no say in the election of the President of India. 

“The Union Home Minister will move the bill in the Parliament early next week to bring the Union Territory of Jammu and Kashmir at par with Delhi and Puducherry by virtue of which the MLAs of J&K will get right to vote in the election for the President of India as well as Rajya Sabha,” sources said.

However, four Rajya Sabha seats from Jammu and Kashmir will fall vacant this month with sitting members completing their term by February 15. The Rajya Sabha members from J&K include Leader of Opposition in RS Ghulam Nabi Azad (Congress), Shamsher Singh Manhas (BJP), Fayyaz Ahmad Mir and Nazir Ahmad Laway (both PDP).Jammu and Kashmir will get its share of four Rajya Sabha seats only after the elected Assembly is in place in the Union Territory. 

Meanwhile the Rajya Sabha will bid farewell to all four retiring members from Jammu and Kashmir  on February 8. While Mir and Manhas will complete their term on February 10, Azad and Laway will retire on February 15.Three members-two from PDP and one BJP-were elected while Azad was the lone Opposition member to make it to the Rajya Sabha with the support of National Conference and some Independents.Congress and PDP will have no representation in the Parliament from Jammu and Kashmir with the retirement of Azad, Laway and Mir as these two parties have no Lok Sabha members from the Union Territory.(KNS)

Suspended In Arms Licence Case, IAS Officer Rajeeev Ranjan Reinstated

The government on Monday ordered the reinstatement of Kumar Rajeev Ranjan (IAS) who was last year detained by the Central Bureau of Investigation (CBI) in an arms licensing case.

Immediately after his detention by the CBI, the government had ordered Ranjan’s suspension with effect from February 29 last year. Ranjan was then posted as Additional Chief Executive Officer, Metropolitan Regulatory Authority, Jammu and was also holding the additional charge of Vice-Chairman, Jammu Development Authority (JDA).

“As recommended by the Review Committee constituted vide government order No. 885-JK (GAD) of 2020 dated 22.09.2020, suspension of Kumar Rajeev Ranjan, IAS, (JK:2010), is revoked and he is reinstated with immediate effect. His period of suspension shall be decided separately,” reads a government order issued here.

Consequently, Ranjan has been posted as Additional Secretary to the government, Revenue Department.
“he Shall also hold the charge of the post of Additional CEO, Jammu and Kashmir land records management agency (JaKLaRMA) in addition to his own duties,” the order added. (GNS)

Surprise Inspections of 40 Health Institutions Conducted in Baramulla

As a move to strengthen the accountability of govt employees working in different health institutions so as to provide qualitative health care services, surprise inspection of different health institutions was conducted today across district Baramulla.

The inspection was conducted by concerned SDMs on the directions of Deputy Commissioner Baramulla Mohammad Aijaz Asad. In Sopore, the inspection was conducted by the concerned ADC.

During inspection, 43 officials from across the district were found absent unauthorizedly from their duties. The details of all the absentees have been submitted to the DC who ordered withholding of salary of all the absentees.

Pertinent to mention that the health institutions that were inspected include 06 in Pattan, 07 in Tangmarg, 13 in Sopore, 05 in Baramulla and 09 in Uri medical block. The officals found absent include 4 in Pattan, 7 in Tangmarg, 23 in Sopore, 08 in Baramulla and 01 in Uri.

The Deputy Commissioner said that such an exercise will continue to instil regularity and discipline in government institutions for effective public service delivery.

It is, worthwhile to mention here that DC Baramulla had direct interaction with patients and their attendants during his surprise visit to GMC Baramulla and Truama Hospital Pattan where he directed all concerned for ensuring requisite medical services especially during night hours.
