District Police Anantnag continuing its unwavering efforts to eradicate the menace of Drugs from the society.
Police party from Police Station Bijbehara established Naka at Tulkhan crossing and apprehended two persons namely Lateef Ahmad Shah S/o Mohd Qasim Shah and Azad Ahmad Shah S/O Mohd Shaban Shah both residents of Nambal Mattan with 15 Codeine bottles. In this regard case FIR no 64/2021 under relevant sections of law registered in P/S Bijbehara.


Upon questioning they revealed that they have bought this from the house of one namely Gh Hassan Dar resident of Tulkhan Bijbehara. In this connection a team of Subdivision level headed by SDPO Bijbehara under the close supervision of SSP Anantnag Shri Imtiyaz Hussain rushed to the location and started searching the house, and during search 1715 bottles of Codeine were recovered from a dumped pit around 7 feet deep near the kitchen garden.
SSP Anantnag Imtiyaz Hussain has expressed gratitude to people of Anantnag for being forthcoming in supporting the endeavour of police to eradicate the menace of drugs in the District. He reiterated the firm resolve of Anantnag police to go to the last criminal to ensure that everyone involved in the illicit trade is brought to justice and rule of law is enforced.

Farooq Abdullah again tests positive for Covid-19

The National Conference president and incumbent parliamentarian from Srinagar constituency Dr Farooq Abdullah, who is admitted at SKIMS Soura has again tested positive for Covid-19.

Official sources told the news agency—Kashmir News Observer (KNO) that Farooq Abdullah has once again tested positive for Covid-19.

Earlier, Farooq Abdullah had tested positive on March 30 and was under home isolation for some days, however, on April 3 he was shifted to SKIMS Soura for “better monitoring”.

In wake of rising Covid-19 cases, the Deputy Commissioner, Srinagar, Mohammad Aijaz today took a comprehensive review of the COVID19 control and management measures in the district, here at a meeting of the concerned officers.

The meeting was attended by Director Tourism Kashmir, Dr G N Itoo, Director Floriculture, Farooq Ahmad Rather, Director Health Services Kashmir, Dr Mushtaq Ahmad, Additional Deputy Commissioner, Srinagar, Dr. Mohammed Hanief Balkhi, RTO Kashmir, Incharge Nodal Officer Covid-19, Srinagar International Airport and other concerned officers involved in the management and containment of COVID-19 ,besides representatives of Hoteliers and Travel agents.

The key points discussed during the meeting included strict implementation of Covid-19 protocols as per laid down SOPs, strengthening of COVID19 checkpoints, sampling managements, managements with regard to quarantine of positive cases.

The Deputy Commissioner called for doubling the endeavours for controlling the spread of a new wave of the virus in the district. He asked for close coordination among line departments to keep close vigil and effective monitoring of tourists visiting Kashmir valley particularly at Airport and Lower Munda.

The Deputy Commissioner sought cooperation from hoteliers and travel agencies in combating fresh Covid-19 wave so that balance is maintained between Tourism revival measures and restricting spread of Covid virus.

He asked hoteliers to kept two rooms reserved in every hotel for Isolation of covid positive tourists. He also urged them to identify some hotels in Srinagar which can be used as Isolation centers for tourists as a precautionary measure.

The Deputy Commissioner also stressed on Covid-19 vaccination of the employees working in valley hotels besides other people associated with tourism activity.

The RTO was asked to ensure routine checks of public and private transport so that Covid related SOPs are followed in letter and spirit.

Earlier, the Director Floriculture informed the meeting that 6 additional ticket counters have been setup at Tulip Garden to avoid crowd and large queues so ensure social distancing. Besides volunteers are ensuring wearing of masks and social distancing by the visitors in the Gardens, in addition to place marking.

The meeting held threadbare discussions with regard to sampling and testing of tourists particularly at Srinagar International Airport, Lower Munda and Railway stations.

The meeting was informed that 76 vaccination centers have been set up besides three locations have been added at Kashmir University campus, SKUAST and JK Bank headquarter.

It was also given out that Panchayat Raj Institutions have also been involved in the vaccination process besides all necessary measures are being taken to contain the fresh wave of Covid-19. National Conference (NC) and Peoples Democratic Party (PDP) Tuesday termed the flag hosting on government buildings in Kashmir as a “futile exercise” a move to to hide government’s failures vis-à-vis development of Jammu and Kashmir.

While NC said the move will not bring any major revolution in Jammu and Kashmir, PDP asked the centre to seek explanation from Rashtriya Swayam Sewak Sang (RSS) as to when national flag was hoisted on right wing party’s headquarters at Nagpur.

“If it is mandatory, then I want the centre to seek explanation from its ally RSS as to when national flag was hoisted on its office building at Nagpur. RSS did not hoist tricolor for nearly fifty years after independence,” PDP spokesman, Syed Suhail Bukhari told reporters according to news agency—Kashmir News Observer (KNO).

He said hoisting tricolor on rooftops will not integrate Jammu and Kashmir with India until the government makes sincere efforts to win people’s hearts. Bukhari said the BJP led dispensation wants to hide its failures with regard to the development of Jammu and Kashmir.

“Kashmir is not a mountain to be conquered, the way mountaineers hoist flags on achieving their target. If they (BJP) think the move will integrate Jammu and Kashmir with India then I must say its people hearts and not flags which bring integration,” he added.

NC senior leader and party general secretary, Ali Mohammad Sagar said the BJP keeps on floating all rules and precedence’s ever since the special status of Jammu and Kashmir was abrogated. He also said the flag hoisting move will would not bring any major revolution.

“Hoisting tricolor on rooftops will not bring any revolution; tricolor should be respected by heart and we do that as we are not against the national flag but BJP policies vis-à-vis Jammu and Kashmir,” Sagar added—(KNO)

Anti Corruption Bureau received a complaint through ACB Whatsapp helpline from the complainant alleging therein  that construction of road under MGNREGA Scheme worth Rs. 142223/- was allotted to him on 12.08.2020, which was completed by the complainant. He has received only Rs. 118309/- out of the estimated amount. Rest of the amount i.e., Rs.23914/- is yet to be released. He approached the concerned Office, for releasing of the same, the I/c Supervisor, namely, Abdul Rehman Bhat demanded bribe for releasing of the same.

2.     On receipt of the complaint, a case FIR No.08 of 2021, under section 7 Prevention of Corruption Act, 1988 was registered in Police Station ACB Srinagar and investigation was taken up.

3.     A trap team was constituted. The trap team laid a successful trap and caught Abdul Rehman Bhat, I/c Supervisor (Works), BDO Office, Gund, red handed while demanding and accepting the bribe from the complainant. The amount of bribe to the tune of Rs. 2000 was also recovered on the spot. He was arrested and taken into custody by ACB Team.

4.     Further investigation is in progress.

Pakistan and India cannot afford a war, says Pak FM

Islamabad, APRIL 6 :

: Pakistan Foreign Minister Shah Mahmood Qureshi has said that India and Pakistan cannot afford to engage in an all-out war, as both countries are powered by nuclear weapons.

Pakistan Foreign Minister’s comments came after questions were raised over a statement by Chinese Foreign Minister Wang Yi, who had said that some counties changed their position over just one phone call. Qureshi maintained that the statement made by the Chinese Foreign Minister was not directed at Pakistan.

Commenting about India-Pakistan relations, Qureshi said that it is Pakistan’s firm belief that “all issues could be resolved through dialogue”, adding that it is India’s responsibility to create a conducive environment.

“Pakistan has a clear stance on trade with India. It’s now India’s turn to make the environment conducive for dialogue,” he said.

Saying that Pakistan had “serious concerns” about the in situation Jammu and Kashmir, Qureshi said, “The people of Kashmir and different political parties had already rejected the Indian government’s decision of August 5, 2019.”

Qureshi’s statement comes at a time when the Imran Khan-led government in Pakistan took a U-turn on its decision to open trade with India, summary of which was later rejected in the cabinet meeting, which reiterated that there can be no trade with India until it reverses its decision of August 5, 2019, which changed the special status of the erstwhile state of Jammu and Kashmir and bifurcated it into two Union Territories, by abrogating Articles 370 and 35A.

While the Pakistan government maintains that its position on Kashmir cannot change, opposition benches have raised serious questions on the government’s intentions and competency in taking major decisions related to the country’s foreign policy.

Moreover, questions have also been raised over the country’s foreign policy and approach after it was ignored by the US for a recent environment conference. Qureshi, however, maintained that invitations to the conference were only extended to countries, which were creating pollution.

“The US government had invited only those countries, which were creating pollution. Prime Minister Imran Khan is a role model for developing countries regarding his efforts to control global warming and environmental pollution,” he said.

“I wrote a letter to the special envoy to the Joe Biden administration and former Secretary of State of America, in which I have conveyed that Pakistan and America have the same policy on environment and both countries can work together on the issue,” Qureshi added.—(IANS)

561 fresh covid-19 cases, 2 deaths reported in J&K

135 travelers, 5 minors among fresh infections, active cases reach 5K mark

135 travelers and 5 minors were among 561 fresh covid-19 cases reported in Jammu and Kashmir in the last 24 hours, taking the total number of infections to 134015. Two more people died due to the virus, taking the fatality count to 2012—741 in Jammu and 1271 in Kashmir.

The cases were second highest in a single day in J&K. On April 4, J&K reported 573 cases, highest so fat this year.

Among the fresh 561 positive cases, 177 were from Jammu Division and 384 from Kashmir Valley, they said.

Giving the district-wide details, the official told GNS that Srinagar reported 222 cases, Baramulla 54, Budgam 34, Pulwama 7, Kupwara 5, Anantnag 13, Bandipora 5, Ganderbal 11, Kulgam 26, Shopian 7, Jammu 99, Udhampur 37, Rajouri 7, Doda 5, Kathua 14, Samba 5, Kishtwar 0, Poonch 4, Ramban 0 and Reasi 6.

A number of these cases were confirmed at CD hospital and GMC Anantnag’s diagnostic laboratories.

Covid-19 pandemic in India has worsened, warnings were given: Govt

The Union health ministry on Tuesday asked states badly hit by the coronavirus disease (Covid-19) to amp up their RT-PCR testing to at least 70% of the total samples tested. The suggestion comes a day after India recorded more than a lakh cases in a day – highest since the start of the pandemic.

The health officials also confirmed that the second wave in India is worse than the first as the Covid-19 cases are increasing at a higher rate.

“The impact of the pandemic has increased in the country. Warnings were given that the situation should not be taken for granted,” Dr VK Paul, NITI Aayog member said at a press conference.

Dr Paul confirmed that the situation has worsened and the speed of increasing Covid-19 cases is higher than last time.

“We have suggested state governments increase the percentage of RT-PCR tests, which is reducing in Maharashtra in the last few weeks. Only 60% of total tests were done through RT-PCR method in Maharashtra last week. We suggest states take it to 70% or above,” Union health secretary Rajesh Bhushan said in a weekly press briefing.

According to the officials, the deteriorating situation in Chhattisgarh has sent the alarm bells ringing as the state has become an area of “concern”.

“Chhattisgarh is a cause of concern for us. Despite being a small state, it reports 6% of total Covid-19 cases and 3% of total deaths in the country. The condition of Chhattisgarh has deteriorated in the second wave of infections,” Bhushan said in the press briefing.

“Death numbers being reported in Punjab and Chhattisgarh are cause of extreme concern,” he added.

Maharashtra – India’s worst affected state – accounts for 58% of the active cases and 34% of the total deaths, officials said. They added that around 4.5% of deaths due to the virus are being reported in Punjab.

“Compared to Punjab, active cases and death toll are very low in Delhi and Haryana. It is satisfactory that the share of RT-PCR tests in average daily tests has increased to 76% in Punjab,” Bhushan said.

Union health minister Harsh Vardhan is scheduled to hold a meeting with health ministers of 11 states and union territories (UTs) to take stock of the situation. Prime Minister Narendra Modi will also hold a meeting with chief ministers on Thursday to review the Covid-19 situation in the country.-HT

Srinagar: National Conference workers on Tuesday held prayer meetings for the speedy recovery and wellbeing of the party president Dr Farooq Abdullah at their respective party headquarters across Jammu and Kashmir.

Dr Farooq was shifted to the Sheri Kashmir Institute of Medical Sciences Srinagar on Saturday four days after he tested positive for Covid-19 and four weeks after he had received the first Covid-19 jab.

A major prayer meeting was held here at the NC headquarters at Nawa-e-Subha Srinagar where the party senior leaders prayed for the speedy recovery of Dr Abdullah. The NC leaders while offering prayers said only Dr Farooq Abdullah can pull out Jammu and Kashmir from the current political crises. The leaders said Dr Abdullah has always worked for communal brotherhood in Jammu and Kashmir and political empowerment of the people of Jammu and Kashmir. “We all pray Dr Sahab recovers soon. At the same time we ask people to maintain social distancing, use masks and also go for vaccination if eligible,” former MLA and NC leader from Ganderbal, Sheikh Ishfaq Jabbar, said during a prayer meeting in the district.

The Kargil unit of the party also prayed for early recovery of Dr Farooq Abdullah. They termed Dr Abdullah as a true voice of the people of Jammu, Kashmir, and Ladakh. At the Lolab constituency of north Kashmir, district president of the party Qaisaer Lone organized special prayers for the party president.

On Sunday, J&K governor Manoj Sinha visited the SKIMS Soura and met former Chief Minister Omar Abdullah to enquire about the health of his father.

“In Srinagar, I met Omar Abdullah at SKIMS Hospital, Soura. Enquired about Farooq Sahab’s health and instructed the doctors to provide best treatment. I pray for his long and healthy life,” Sinha tweeted.

JAMMU, APRIL 06: Taking a major leap towards strengthening the e-Governance structure and bringing transparency in the system, Lieutenant Governor, Manoj Sinha today launched JK Public Works- Online Management, Monitoring and Accounting System (JKPW-OMMAS), besides two apps- “Hamari Sadak” & “Tameer Taraqqi” of J&K Public Works (R&B) department.

The online initiatives have been developed through Centre for Development of Advanced Computing (C-DAC) and J&K e-Governance agency, IT department and shall facilitate Complete Online Management and Monitoring of infrastructure with following functionalities: GIS enabled Infrastructure Management System, Geo Tracking of Roads, Online Searching of Infrastructure (Locate on Map), Addition of new Infrastructure with GIS information, Draw Road with Open Street Map and dynamic Update of Infrastructure.

It will also enable Complete Automation of Human Resource Activities viz. Online Employee Details, Online Seniority List, Online APR, Addition of New Employee, besides Online Update of Employee Information.

The Lt Governor congratulated the Public Works (R&B) department for developing the online portal and mobile apps, enhancing transparency in the overall functioning of the department and making Jan Bhagidhari an integral part of the project execution process by seamless flow of information in the public domain.

Complete automation of Human Resource Activities, management and monitoring of infrastructure, Project proposal and estimation, Project execution and Quality control is being done to bring greater transparency and accountability in the functioning of the PW(R&B) department, said the Lt Governor.

Moreover, the new online initiatives are also aimed at making the grievance management system more robust and responsive by covering important features like online registration of new grievances, tracking of grievances, online monitoring and real time grievance report, observed the Lt Governor.

Now, people can register and track their grievances regarding PW (R&B) department through “Hamari Sadak” app, while “Tameer Taraqqi” app will ensure effective project supervision by dynamic updation of project status by the field staff. Anyone can fetch the details of completed and ongoing projects with the click of a button, he added.

The initiative also covers the Automation of Schedule of Rates (SOR) through the availability of online SOR, viewing of SOR items, online analysis of non-SOR items, Project proposal and estimation with framing of online project proposals, addition, deletion & modification of project components, online extraction of rates from SOR, online facility to seek administrative approval, provision of online technical sanction, Project execution by laying the scope of viewing of work progress online, real-time update of work progress, application for Extension of Time (EOT), online verification and approval of EOT,  Quality control by adding of new quality test report, Automatic quality grading of works and Quality test report, besides Grievance management through online registration tracking of  new grievances.

Earlier, Principal Secretary, Public Works (R&B) Department, Shailendra Kumar while briefing the Lt Governor about the JK Public Works- Online Management, Monitoring and Accounting System (JKPW-OMMAS), informed that the  project was divided into two phases with works including Infrastructure management, Human resource management, Contractor management system, Automation of project proposal/ estimation, Automation of project execution and progress, Online quality and monitoring, Online safety audit and Automation of Billing/Payments & Accounting processes covered in the first phase.

In the 2nd phase, works like Assets maintenance, Accomplishment and Feedback, News & reports and Helpline for snow clearance will be covered.

Complete handholding, capacity building and training have been imparted to the users (employees) of PW (R&B). Besides, the standard operating procedure and user’s manuals have been issued and a feedback mechanism is in place, he added.

Meanwhile, the Lt Governor also took stock of the progress of works being executed by PW (R&B) department on the routes of Shri Amarnath Ji Yatra, and issued strict directions for their completion on priority so that all the services are ready for the pilgrims well before the start of the yatra.

The Lt Governor also directed the concerned officers to ensure the construction of G + 2 structure for enhancing holding capacity of yatries at Ramban by ending May.
