A motorcyclist from Haryana is fear dead after his motorcycle skidded off the road and fell into a water reservoir (dam) in Boniyar Uri area in north Kashmir’s Baramulla district on Thursday.

Sources told that at around 7:00 a.m., a motorcycle (HR26DU 1782) skidded of the road and fell into a nearby water reservoir, LJHP Dam Chalan Boniyar. Even as the locals tried hard, the motorcyclist could not be rescued, they said.

The motorcyclist identified as Kashif Khan son of Dilshad Khan of Panipat Haryana is feared to be washed away in the fast flowing waters. Efforts are on to trace the body .

SDPO Uri, Junaid Wali told SNS Kashmir that police team is on spot and is trying to trace the body. He said LJHP authorities have been asked to stop water.

Sub-inspector injured after hit by unknown vehicle at check post in Kathua

A sub-inspector rank officer of Jammu and Kashmir police who is posted as Police Post incharge Marheen in Kathua district was critically injured after he was knocked down by an unknown vehicle at a police naka late last night.

Senior superintendent of police Kathua, RC Kotwal told the news agency—Kashmir News Observer (KNO) that that SI Vikas Sharma, who is incharge Police Post Marheen, was on a routine vehicle checking duty outside the post during late evening hours on Wednesday when an unknown vehicle hit him.

“The officer has received injuries in his head and after being given the first aid at Kathua hospital, he was shifted to GMC Jammu for specialised treatment,” SSP Kathua said—(KNO)

In yet another bizarre incident, Kashmir University had issued a notification dated 30-03-2021 wherein aspirants who had appeared in the entrance test of 2 year LLM programme at Varisty’s School of Law were directed to submit the hard copy of their Application Form along with xerox and original copies of all documents including marks sheets
of all semesters of the qualifying examinations (i.e. 1st semester to 10th semester) in the Directorate of
Admissions & Competitive Examinations, University of Kashmir by or before 01-04-2021. Further the candidates were directed to submit the xerox copies of their marks sheets from semesters 1 to 10 upto 1st of April falling which their papers won’t be evaluated.

The entrance test for the said programme has been held on March 15 and the selection list is yet to come.

“They are making mockery of the selection list. How come is it possible to submit all the xerox copies of all semesters within two days ” Said one of the LLM aspirant
Another aspirant raised serious concerns on the notification issued by Director Admissions informing LLM aspirants to submit their marks cards within two days.

“They (KU authorities) should have informed us before the examination or at the time of submission of application or after the declaration of results. Doing it in the middle raises questions on the upcoming selection list.”

Deputy commissioner Srinagar Mohammad Aijaz today inspected several business establishments in Srinagar along with Team of Magistrates, Police officers, Food Safety officers and Legal Metrology.
During inspection several establishments were inspected. Popular Food joint Amigos was found having congested seating arrangements. District Magistrate directed the management of the establishment to remove the central row in order to maintain prescribed distance and decongest the seating area in light of Covid protocol. A senior officer of District Administration Srinagar told that Not taking necessary action and showing non-compliance to Covid appropriate behaviour may lead to sealing of the establishment.

ACB produced chargesheet against Sunil Gupta, then Executive Engineer PWD (R&B) and six others for executing non tendered work and causing undue benefit to contractors.

Anti Corruption Bureau produced charge-sheet against Sunil Kumar Gupta S/o K.K Gupta R/o H. No. 102/3 Channi Himmat Jammu, then Executive Engineer PWD(R&B) Spl. Sub. Division Mahore, Reasi (now retired as SE), Lakhdeep Singh Jamwal S/o Mohan Singh R/o Mishriwala Jammu, the then Assistant Accounts Officer in the office of Executive Engineer PWD(R&B) Spl. Sub. Div. Mahore, Reasi & private beneficiaries (all contractors) namely Chatter Singh S/o Main Ram R/o Kanthi Reasi,  Abdul Hamid S/o Shri Mohammdoo R/o Bagha Reasi, Mohd Haif S/o Abdul Rashid R/o Dharmari Reasi, Farman Ali S/o Juma R/o Dharmari Reasi & Mohd Afzal S/o Jamal Din R/o Bagga Reasi in case FIR No.17/2013 under section 5(1) (d) r/w 5(2) J&K PC Act Svt. 2006 & Section 120-B, 201 RPC registered in P/S VOJ (now ACBJ) before the Hon’ble Court of Special Judge Anti-Corruption Udhampur.  

2.     The instant case was registered on the basis of outcome of verification conducted by VOJ (now ACB) into the allegations that XEN (R&B) Special Division Mahore has shown executed 162 works departmentally during financial year 2010-11 involving total amount of Rs 2,53,87,520/- without inviting any tenders, thereby defeating the purpose of rationality of rates and got works executed through professional contractors and made payment without deducting service tax. During verification, information received from Executive Engineer R&B Special Sub Division, Mahore revealed that the works were executed departmentally on emergent basis through the agency whose land/houses were coming under the alignment of road constructed in the division. During the course of verification, it has been found that most of the works were found executed through Chatter Singh S/O Main Ram R/O Kanthi, Reasi, Abdul Hamid S/O Sh. Muhammdoo R/O Bagha, Reasi, Mohd. Haif  S/O Abdul Rashid R/O Dharmari, Reasi and Farman Ali S/O Juma R/O Dharmari Reasi who are regular contractors.

3.     Verification further revealed that Ex-En R&B Special Sub Division Mahore Reasi namely Sunil Gupta had abused his official position and allotted the works amounting to Rs.2.53 crores approximately to contractors under the garb of departmental execution and further benefitted them by not deducting service tax while releasing payments in their favour. The works were got executed departmentally by XEN R&B Special Sub Division Mahore, Reasi by deliberately fragmenting them in parts so as to bring them within financial competence and undue benefits has been conferred upon blue eyed contractors by first allotting them work without inducing any competition and further releasing payments in their favour without deducting service tax from their payments. The payments worth Rs.2,53,87,520/- have been released without deducting service tax.

4.     Further investigation conducted by the Anti-Corruption Bureau Rajouri has established accused persons namely Sunil Gupta then XEN and Lakhdeep Singh then AAO of Special Sub Division PWD R&B Mahore by abuse of their official position and in furtherance of criminal conspiracy with each and with contractors named above had manipulated the official record and had not deliberately charged the service tax which was admissible @ 10% for their own pecuniary wrongful gain and have caused huge loss for an amount of Rs.18,23,396/ to the state exchequer.

5.     After completing the investigation of case, sanction for launching of prosecution of the accused in-service public servant was also obtained from the competent authority and accordingly Anti-Corruption Bureau produced charge sheet against  Sh. Sunil Kumar Gupta S/O K.K Gupta R/O H. No. 102/3 Channi Himmat Jammu, then Executive Engineer PWD(R&B) Spl. Sub. Division Mahore, Reasi (now retired as SE), (2) Lakhdeep Singh Jamwal S/O Sh. Mohan Singh R/O Mishriwala Jammu, the then Assistant Accounts Officer in the office of Executive Engineer PWD(R&B) Spl. Sub. Div. Mahore, Reasi & private beneficiaries (all contractors) namely (3) Chatter Singh S/O Main Ram R/O Kanthi Reasi,  (4) Abdul Hamid S/O Shri Mohammdoo R/O Bagha Reasi, (5) Mohd Haif S/O abdul Rashid R/O Dharmari Reasi, (6) Farman Ali S/O Juma R/O Dharmari Reasi & (7) Mohd Afzal S/O Jamal Din R/O Bagga Reasi before Hon’ble Court of Spl. Judge Anti-Corruption Court Udhampur.

6.     The next date of hearing in the case has been fixed for  01.05.2021

DC Srinagar Mohammad Aijaz Asad today made an inspection of Covid Testing facility at TRC Srinagar. CMO Srinagar Mr Jehangir Bakshi apprised Deputy Commissioner about the Medical Teams and infrastructure in place. He also highlighted the issue of putting up additional tentage for capacity enhancement. DC issued instructions for developing waiting area to be segregated from Testing area. The issue of additional space for setting up prefab camp was sorted out in consultation with Director Tourism.

He also visited few Covid care centres and enquired about their holding capacities.
During review DC was accompanied by Medical teams, Magistrates and police officers.

DSEK changes school timings in Kashmir

‘Schools within Sgr Municipal limits shall function from 09:00-03:00’

Directorate School Education Kashmir (DSEK) on Wednesday changed school timing across Kashmir Valley.

The news agency–Kashmir News Observer (KNO) has learnt that the DSEK has ordered that the schools falling within Srinagar Municipal limits shall function from 9:00 AM to 3:00 PM.

However, the schools outside the municipal limits and other areas of the Kashmir region have been ordered to function from 9.30 AM to 3.30 PM respectively.

Director School Education, Kashmir, Mohammed Younis Malik said that the instructions regarding change in timing shall be implemented in all schools of the Valley—(KNO)

Covid Shadow on Kashmir Education’: 53 students, 4 staff members of four districts test positive

At least 53 students and four faculty members of different schools in Kashmir division tested positive for COVID-19 on Wednesday that prompted the authorities to close seven schools across the region temporarily.

The news agency—Kashmir News Observer (KNO) has learnt that among the 51 students that were tested positive for COVID-19 includes 14 students from a Government High School Katsoo Srigufwara in South Kashmir’s Anantnag district, 36 students of Noorani Public School in Khull area of Damhal Hanjipora of Kulgam district and one student of Government Higher Secondary School Kaloosa Bandipora.

Meanwhile, three teachers and a class IV employee of the School Education Department were also tested positive for Coronavirus on Wednesday.

Block Medical Officer (BMO) Srigufwara, Dr Arshid Tak confirmed to the news agency—KNO that 14 students of Govt High School Katsoo Srigufwara were tested positive for Covid-19.

The Zonal Education Officer (ZEO) of the area Abdul Rashid said that the administration including Tehsildar has decided to keep school closed for one week.

Likewise, at least 36 students and a 60-year-old parent of one of the students were also tested COVID-19 positive at Noorani Public School in Khull area of Damhal Hanjipora in South Kashmir’s Kulgam district.

Block Medical Officer (BMO) DH Pora Dr. Shugufta Salam said that at least 37 COVID-19 positive cases have been detected from this school including primary contact of students in mass and random sampling. “Testing for all the contacts will be undertaken in due course of time.”

She said COVID-19 tests were conducted for 390 individuals out of which 37 were tested positive for COVID-19.

Chief Education Officer (CEO) Kulgam, Mohammed Ashraf Rather told KNO that the school will remain closed for at least a week.

Similarly, authorities in Bandipora district also ordered closure of government Higher Secondary School in Kaloosa locality after its one teacher and a student were tested positive for COVID-19.

The officials of the district confirmed it with KNO that a teacher and the student of 11th standard were tested positive for Covid-19 at government higher secondary school Kaloosa after the health department had collected samples of some teachers and students a few days ago.

The official said that the school would remain closed for the next three days as a precautionary measure.

In the meantime, authorities in central Kashmir’s Budgam district ordered closure of three educational establishments for at least 5 days following the outbreak of COVID-19 among teachers and two students.

SDM Chadoora told KNO that “Testing for all the contacts will be undertaken in due course of time.”

He also said that the schools that were closed today include Government High School Sogam, Government High School Badipora and Government Girls Higher Secondary School Budgam.

The officials at the School Education Department also said that at least two staff members of Government Higher Secondary School (GHSS) Kothibagh Srinagar were tested positive for Coronavirus on Wednesday.

In this regard, officials of the School Education Department told KNO that it has decided to close the institution till Saturday.

The officials said that the school will resume the academics from Monday.

Earlier, some staff and students of several other schools in Jammu and Kashmir were also tested positive for the virus previously following the reopening of schools here—(KNO)

COVID-19: 373 fresh positive cases, 4 deaths in J&K

Tally at 130,960, Four more deaths reported, toll 1,994; Active cases increase to 2,531 ; recovery rate decreases to 96.54 per cent

The Covid-19 cases in Jammu and Kashmir continue to rise as 373 fresh positive cases—highest in the ongoing year—were reported on Wednesday pushing the number of active cases near 2,531 which otherwise were less than 600 a few weeks before. Four more people also died of the deadly pandemic in the past 24 hours.

The fresh four deaths pushed the total death toll to 1, 994. Active cases also continue to increase and recovery rate decreases with each passing day. 373 fresh positive cases reported on Wednesday pushed the tally of positive cases to 130,960.

Of the exact number of 130,960 cases, 78,019 are from Kashmir and 52,941 from Jammu division. Officials told the news agency—Kashmir News Observer (KNO) that among 373 new cases, 300 belong to Kashmir division while as 73 are from Jammu division, adding that the total number of positive cases in Kashmir division have reached to 78,019 including 74,891 recoveries and 1,258 deaths while as total number of positive cases in Jammu division have reached to 52,941 including 51,544 recoveries and 736 deaths.

The officials said that the total number of active cases in Jammu and Kashmir are 2,531 including 1,870 from Kashmir division and 661 from Jammu division.

With 131 more recoveries, the tally of total recoveries in Jammu and Kashmir has reached to 126,435 which is 96.54 percent of the total cases.

“Cases tested positive in J&K include 159 from Srinagar, 63 from Baramulla, 26 from Budgam, 05 from Pulwama, 11 from Kupwara, 08 from Anantnag, 07 from Bandipora, 08 from Ganderbal, 12 from Kulgam and 01 from Shopian in Kashmir division while as 73 from Jammu division include 45 from Jammu, 09 from Udhampur, 02 from Rajouri, 00 from Doda, 11 from Kathua, 03 from Samba, 00 from Kishtwar, 03 from Poonch, 00 from Ramban and 00 from Reasi,” officials disclosed.

As per officials figures, 29,062 positive cases including 472 deaths and 27,539 recoveries are from Srinagar, 8,848 including 180 deaths and 8,319 recoveries are from Baramulla, 8,208 including 7,926 recoveries and 120 deaths are from Budgam, 5,992 including 5,818 recoveries and 92 deaths are from Pulwama, 5,807 including 97 deaths and 5,640 recoveries are from Kupwara, 5,175 including 5,042 recoveries and 94 deaths are from Anantnag, 4,763 cases including 4,672 and 62 deaths are from Bandipora, 4,717 including 4,647 recoveries and 47 deaths are from Ganderbal, 2,799 including 2,703 recoveries and 54 deaths are from Kulgam and 2,648 including 2,585 recoveries and 40 deaths are from Shopian.

In Jammu division, 25,912 including 25,047 recoveries and 381 deaths are from Jammu district, 4,361 including 4,277 recoveries and 57 deaths are from Udhampur, 3,895 including 3,827 recoveries and 55 deaths are from Rajouri, 3,455 including 3,386 recoveries and 64 deaths are from Doda, 3,329 including 3,227 recoveries and 53 deaths are from Kathua, 2,861 including 2,802 recoveries and 41 deaths are from Samba, 2,756 including 2,717 recoveries and 22 deaths are from Kishtwar, 2,548 including 2,502 recoveries and 26 deaths are from Poonch, 2,159 including 2,117 recoveries and 21 deaths are from Ramban and 1,665 including 1,642 recoveries and 16 deaths are from Reasi.

As per the daily information bulletin 1,507,692 persons in Jammu and Kashmir are under observation while 29,291 persons have been kept under home quarantine besides that 2,531 persons are in isolation.

According to the bulletin, 1,351,368 persons have completed surveillance period and 122,508 persons are under home surveillance besides that so far results of 6,051,587 samples are available. Out of 6,051,587 the number of samples tested negative stands at 5,920,627 while as 130,960 have tested positive, among them 2,531 persons are active, 126,435 persons have recovered and 1,994 persons have died—(KNO)

For 7th time, RBI extends term of R K Chibber as MD, Chairman J&K Bank

The Reserve Bank of India (RBI) has further extended the term of Managing Director and Chairman, R K Chibber for the period of six months.

A letter by Company Secretary, Mohammad Shafi Mir, a copy of which lies with the news agency—Kashmir News Observer (KNO) reads that “Pursuant to Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, we wish to intimate that the Reserve Bank of India has extended the term of Mr. R. K. Chibber, Chairman and Managing Director of the Bank by a further period of six months with effect from 10th April, 2021 or till the appointment of MD & CEO, whichever is earlier.”

“This is for your information and appropriate dissemination,” the letter sent to NSE and BSE added.

It is worth to mention here that this is the seventh extension to his term as MD and Chairman J&K Bank—(KNO)
