Two local militants of Hizb-ul-Mujahideen outfit surrendered before government forces during an encounter in Lelhar area of South Kashmir’s Pulwama district, officials said on Saturday.
A senior police officer told GNS that both the militants surrendered after being given an offer as per an SOP during “live-action”. Two AK-47 rifles were also recovered from their possession, the officer said.
One among the surrendered militant had suffered an injury during the gunfight which started last night. He has been subsequently shifted to hospital for treatment, the officer said. The surrender of two militants comes less than 24 hours after Inspector General of Police Vijay Kumar announced during a presser that the main focus of police would be the surrender of local militants.
The gunfight had ensued after a joint team of police and army launched a cordon and search operation in Lelhar after specific inputs about the presence of the militants.
As the joint team approached the suspected spot, the hiding militants had fired upon them, triggering off a gunfight. (GNS)

Varmul College Alumni Association is aghast at facts on the ground and reports emerging in media regarding misuse of Government College Baramulla premises. The Alumni Association, being an important stakeholder, would like to put forth the following facts before the conscientious citizens of J&K. Government College Baramulla has over the decades emerged as a multidisciplinary institution of higher learning offering undergraduate and postgraduate programmes in emerging branches of knowledge. It has earned not only A Grade in NAAC ranking but has also been declared a “College with Potential for Excellence” by the UGC and is slated to be conferred with autonomous status in the coming months. It can be safely stated that the College has been performing in accordance with well-set academic benchmarks in quality education, sports, e-learning and in producing citizens of intellectual substance for the society.
The NAAC Peer Team in its inspection report in 2004, inter-ilia commented that, “The societal impact of the College is quite visible”, and “the College must endeavour to acquire more land for its future expansion”.Alas! Over the last few years, instead of acquiring more land for the College, the existing propriety land under its rightful possession has witnessed ruthless vandalization at the hands of unscrupulous elements. This has vitiated the academic ambiance of the College besides eroding its respectability.
The J&K Sports Council has been using Prof Showkat Ali Mir stadium of the College irresponsibly for the last many years, leaving the College sports teams high and dry. Their interference and encroachment has grown to the extent that the College sports teams find no space to practice and play for most part of a year in their own play field. The College was celebrated and renowned for winning University and Inter-College matches in hockey, football and cricket and producing eminent sports persons but is now at the mercy of Sports Council of J&K Government.
Another injury wreaked upon the institution of our dreams was the construction of indoor sports stadium in the College premises with political intervention in 2012 and the College was promised total control over the stadium once its construction by youth Services and Sports Department was complete. However, since the construction of the said stadium, the sanctity and privacy of the College has been badly compromised.
It is pertinent to mention here that before establishing the quarantine centre in the Indoor sports stadium in the College premises, the Sports Department has reportedly not organised any sports activity of worth mentioning academic importance. And after establishing quarantine centre in the said Indoor Sports stadium in March/April, 2020, the employees of the Sports Council were expected to have shifted to the well-established Sports Stadium and Spacious Indoor Sports Stadium, in Stadium Colony, Azad Gunj, Baramulla. Although local teams organise cricket tournaments regularly in the said stadium, the employees of Sports Department have never been seen organising any sports activity in this splendid Sports stadium or the Indoor Sports Stadium, on which millions of rupees have been spent and exist just across office of the Deputy Commissioner Baramulla. Responsible citizenry has failed to raise this issue as to why the employees of Sports Council are not organising sports activities in the Sports Stadium at Azad Gunj and instead continue their encroachment on the College Sports field.
It is important to place on record that in case the control of Indoor Sports stadium is continued to be managed by any agency other than College Administration, the premises can be vulnerable. Moreover, the girls’ hostel in the vicinity of the stadium may become susceptible and the resident girl students would feel insecure to even come out in the fenced lawns of the hostel.
Varmul College Alumni Association strongly feels that fiddling with the serene academic environment of the College shall have disastrous consequences for the young generation and the College which is expected to grow into University over the years may be reduced to yet another second grade college. It is in this backdrop that the Association is determined to raise its voice against these onslaughts and contribute towards restoring the prestige of this great institution as its rightful stakeholders.
The Association Appeals the Hon’ble Lieutenant Governor, the Department of Higher education, the Sports Council, the Youth Services and Sports Department and the District Administration to reverse the damage caused to the College by taking the following remedial measures:
1. Handover the control of the Indoor Sports Stadium to the College Administration which will be responsible for facilitating all local, district level and UT Level events in the stadium.
2. Relocate the office of Sports Council to its rightful place at the Indoor sports stadium at Stadium Colony, Azad Gunj, Baramulla and prevent them from using College Premises un-authorisedly.
3. Shift the temporary Parking slot of JKAP from the College Hostel premises to some other suitable place and allow the hostellers to study without intolerable noise due to round the clock movement of vehicles and facilitate construction of much needed OBC Hostel Block in the said premises.
4. Extend all possible help to make the College an excellent centre of teaching-learning and research in pursuance of New Education Policy 2020.
Varmul College Alumni Association (VCAA), also appeals all Civil Society Organizations to come forward and protect the academic ecosystem of this institution of higher learning.
As a part of its duty towards strengthening the educational affairs of the College, Varmul College Alumni Association is contemplating to sincerely and sympathetically appeal the Society through Conferences and other academic events for furthering the cause of higher education in Baramulla in particular and throughout Jammu and Kashmir in general.
Jammu and Kashmir High Court has quashed detention orders under Public Safety Act against two persons and ordered their released forthwith “if not otherwise required in any other case.”
“The substantive right of the (detainee) to have necessary material has been violated and the same being sufficient ground for quashing of detention order, the Court need not go into other aspects of the case,” a bench of Justice Puneet Gupta said while quashing PSA detention orders passed by Deputy Commissioner Pulwama against two local residents, Aijaz Ahmad Sheikh and Waqar Younis Sheikh respectively. The PSA orders were passed against the duo on the same date—20 June last year.
“The power of preventive detention is qualitatively different from punitive detention. The power of preventive detention is a precautionary power exercised in reasonable anticipation. It may or may not relate to an offence. It is not a parallel proceeding. It does not overlap with prosecution even if it relies on certain facts for which prosecution may be launched or may have been launched,” the court said and referred to Haradhan Saha’s case reported in 1975, according to GNS.
“An order of preventive detention may be made with or without prosecution and in anticipation or after discharge or even acquittal. The pendency of prosecution is no bar to an order of preventive detention. An order of preventive detention is also not a bar to prosecution.”
Through separate judgments, the court ordered that the detainees be released forthwith if not otherwise required in any other case. (GNS)

Kulgam, Jan 29 : A private coaching centre at Pahloo area of Devsar in South Kashmir’s Kulgam was sealed by authorities on Friday after corporal punishment picture of students went viral on social media.
Chief Education officer (CEO) Kulgam, Mohammad Ashraf Rather told news agency—Kashmir News Observer (KNO) that the coaching centre has been sealed.
“Investigation is going on. We are checking the reason behind the incident, as why students were asked to stand barefoot on frozen snow,” he said.
On Thursday a coaching centre “A1 Tution” in South Kashmir’s Kulgam district forced students to take off their shoes and made them stand bare feet on the frozen snow.
Parents said that for not paying fees, students were asked to stand barefoot on snow in this bone chilling winter who also demanded action against teachers.
However, teachers said that they asked students to stand on snow just for creating indiscipline.

According to a statement said that an attempt has been made to make the website more visitor friendly, building in new features. Director CBI appreciated the efforts of the team which put in hard work in coming up with the new portal.
This newly launched web portal is a dynamic and responsive public interface tool having user-friendly content management and administration features. The portal is Bi-lingual (English & Hindi) with role based access.

Three militants killed in a gunfight with the counter-insurgent forces in Mendoora area of Tral in south Kashmir’s Pulwama district were affiliated with Hizbul Mujahedeen outfit, police said.
While addressing a press conference in Srinagar, IGP Kashmir Vijay Kumar identified the slain as Arif Bashir of Mandoora Tral, Waris Hassan Naikoo Tral and Syed Asif- Ul Haq Noorpora.
He said that we tried to make them surrender. We will try our best to make the locals militants surrender.
“Accordingly, Police, CRPF and Army laid cordon. Searches were carried and it got confirmed that militants are present there.
As part of SOP, the militants were offered to surrender but they refused,” he said, adding, “They hurled a grenade and opened fire which was retaliated, leading to a gunfight.(CNS)
Says Govt contemplates launch of tramway, mini train or joyride from Bikram Chowk to R S Pura to boost Heritage Railway Tourism
JAMMU, JANUARY 29: Advisor to Lieutenant Governor, Baseer Ahmad Khan, today visited the historic railway station Bikram Chowk, used to be existed before partition, and directed the officers to prepare a Detailed Project Report (DPR) for its recreation.
Advisor said that government is exploring options for starting of a tramway, mini train or joyride from Bikram Chowk to R S Pura to give boost to Heritage Railway Tourism.
He said that the railway station has a historical and heritage significance and extraordinary efforts should be taken up for its recreation on the same lines as it had existed. He said that our heritage should have an active use- engaging people constantly and recreation of railway station will give a fillip to Heritage Railway Tourism. He directed the officers to go through the pictures available of the historic railway station as it had existed earlier, so that it is restored to its pristine glory.
He asked the officers to involve the Railways for technical support in preparation of DPR and said that recreation of such an asset will become a source of aspiration for the younger generation.
During the earlier days, the steam engine train used to cross through RS Pura station and reach its destination, the Bikram Chowk station.
Director Tourism, Jammu, Raj Kumar Katoch, Mubarak Mandi Heritage Society, Executive Director, Deepika Sharma and officers from Railways accompanied the Advisor during his visit.
Felicitating martyrs families is very noble ; History of JKP will be written in golden letters: DGP J&K

To pay tribute to the martyrs of Jammu and Kashmir Police and honour the families of martyrs a felicitation programme was organised by the Rotary Club Jammu Tawi, prominent citizens of Jammu in association with Police Wives Welfare Association (PWWA) at the Police Martyrs Memorial Rail Head here today. The Director General of Police J&K Shri Dilbag Singh was the Chief Guest on the occasion.
On the onset of the programme a floral tribute was paid by the DGP, ADGsP, PWWA members, IGsP, retired senior Police officers, prominent citizens of the Jammu, members of the Rotary Club Jammu,PWWA members and by the families of martyrs to the J&K Police martyrs.
On this occasion, while thanking the district Jammu Rotary Club members and PWWA the DGP said that organizing today’s programme and facilitating the families of martyrs is very noble.This programme organised by any Civil Society in the memory of JKP martyrs is highly appreciable, he added. He said that PWWA is the soul of Jammu Kashmir Police Parivar for organizing such programmes for the martyrs. He said that on various occasions especially on 21st October every year martyrs are remembered and tributes are paid to them for their sacrifices. He said that it feels great when civil societies arrange programmes in respect of martyrs as it boosts the positive energy of the forces.
The DGP said that the history of Jammu Kashmir Police will be written in golden letters. He said that the martyrdom achieved by the officers and jawans of JKP personnel during the last three decades for ensuring peace and security of the people of Jammu and Kashmir speaks volumes of courage, valour and sacrifices of JKP. He said that we are proud to be a part of such a brave police force who are sacrificing their lives for the integrity of the nation. He said that the martyrdom of our personnel is being recognized at the national level and for which this year on the Republic Day 04 JKP personnel have been awarded the Shurya Chakra,besides 52 police medals for Gallantry. He said that for the safety of our people, society and nation each member of the police force is ready to sacrifice his/her life.
The DGP said that JK Police personnel are devoted and committed in providing peaceful environment to its people. He said that I am feeling proud that Hon’ble Prime Minister Shri Narendra Modi, Hon’ble Home Minister Shri Amit Shah, Hon’ble Lt. Governor of J&K Shri Manoj Sinha have acknowledged the sacrifices and dedication of JKP time and again.
On the occasion, former DGsP of J&K Police Shri Kuldeep Khoda and Dr. Ashok Bhan thanked the district Jammu Rotary Club and PWWA for organizing the programme. They encouraged the civil societies to organise more such programmes which in turn will boost the energy of Jammu and Kashmir Police personnel.
In the beginning of the programme retired IGP Shri Ashok Gupta and Dr Dushyant Choudhary welcomed the chief guest, senior police officers, retired senior police officers, families of martyrs, prominent citizens of Jammu and other district Rotary club members. They gave detailed briefing on the need of organizing such programme and deliberated on various steps which are being taken by the Rotary Club Jammu Tawi for felicitating the families of martyrs.
President Rotary Club Jammu Tawi, Shri V.K. Mehra presented the vote of thanks and Ms Manisha conducted the function.
The organizers of the function distributed gifts to the NoKs of the martyred families as a token of their gratitude. They assured their help and assistance, if any, required.
