Authorities Deny Link-up With Newly Discovered UK-Strain; 10 Samples from Jammu Sent to Delhi for Genome Sequencing

SRINAGAR, JANUARY 9 :
Two persons returning from United Kingdom (England) have been tested positive for COVID19 infection here on Saturday.
Nodal Officer for COVID19 at JLNM, Dr. Bilquees Shah told GNS that the samples of two UK returnee travellers, from Habak and Soura localities, were found positive for COVID19 virus at SKIMS Soura and both of them are currently admitted at JLNM Hospital.
When asked about the probability of the duo being found positive for the newly-discovered UK-strain, the official however said that “the sample(s) study of both the patients have suggested no link-up with the UK strain.”
In the meantime Dr. Manhas, ADS State surveillance Officer IDSP Jammu while talking to GNS said that samples of two persons in Jammu, one of which was a traveller from UK and another his contact, were found negative for the newly-discoverd strain.
“We have ten more people admitted at a Jammu hospital whose tests have been sent to Delhi for Genome Sequencing”, the official said adding “All these tests are being conducted as per the guidelines of central government to avert any exigency.” (GNS)
Baramulla: President Baramulla Municipal Council Omar Kakroo loses no-confidence motion on Saturday that was moved against him by several concilors of Baramulla Municipal Council. Executive Officer MCB Imtiyaz Ahmad said that a floor test was conducted in which total 12 councilors participated and 7 didn’t attend the meeting, out of 12 votes 11 went against Omar Kakroo thus he loses the no- confidence motion. The official said that new election will be held only after government will announces dates for the same.
Reports said Touseef Raina is likely to replace Kakroo u as the next President MCB.The councilors opposed to Kakroo had said he does not enjoy the support of the majority.
Kakroo had survived a floor test in December 2019.
Crime Branch Jammu arrested fraudster – Kulbir Singh S/o Sh. Sansar Singh R/o Khour Bhau Tehsil R.S Pura District Jammu from Jammu city in case FIR No. 39/2020 U/S 420,120-B RPC PS Crime Branch, Jammu for his involvement in duping a person to the tune of Rs. 23.50 Lacs on the pretext of sale of a JCB, as proprietor of K. K. Motors, R.S.Pura, Jammu. A written complaint was lodged in Crime Branch Jammu by complainant wherein it was alleged that in 2017 complainant approached the dealer (accused) for purchase of JCB and for that purpose applied for loan in J&K Bank, Branch Kullian, R.S.Pura, Jammu. The cost of the JCB was Rs. 23,50,000/- for which she was required to pay margin money of Rs. 8,50,000/- to the dealer while for the remaining 15 lacs the complainant sought loan from the Bank. The complainant was under the impression that the said Bank would transfer the amount in the account of the firm and the complainant would get the delivery of the said JCB. But after separately requesting the dealer for the delivery of JCB, the accused refused to give the delivery of the JCB and told her that the said J&K Bank has not sanctioned the loan and has not transferred any amount in the account of the firm for said JCB while deductions on account of repayment of the loan had already taken from the account of her husband. The accused neither handed over the possession of JCB to the complainant nor did he return the money to her. On this preliminary verification was initiated by Crime Branch Jammu and the allegations against the accused were prima facie substantiated which led to registration of the instant case for in-depth investigation. However, during investigation the accused did not cooperate and applied for bail. Crime Branch Jammu vigorously contested the bail application of the accused in the Court of law. The Hon’ble Court after examining the case file & argument of the investigating officer dismissed the bail application. In a successful raid by Crime Branch team, notorious fraudster Kulbir Singh has been arrested.

All Indian Administrative Service (IAS) officers have been asked to submit details of their immovable assets by January 31, failing which they may face disciplinary action, according to a Personnel Ministry order.
It said the rules provide that every member of the service shall submit by January 31 an annual return giving full particulars regarding the immovable property inherited by him, owned or acquired by him or held by him on lease or mortgage, either in his own name or in the name of any member of his family or in the name of any other person.
“Failure on the part of the members of the service to comply with the requirements of the aforesaid provisions constitutes good and sufficient reason for institution of disciplinary proceedings, among other things,” said the order issued on Wednesday.
In order to facilitate the filing of details, the Department of Personnel and Training (DoPT) had introduced online filing of immovable property returns (IPR) in respect of lAS officers w.e.f. January 1, 2017 through the module designed for the purpose, it said.
“Through this module, the officers can submit the IPR either electronically or upload scanned copy of the manually filled in IPR,” said the order issued by Srinivas R Katikithala, Establishment Officer and Additional Secretary, DoPT.
This online module closes automatically after the prescribed timeline of 31st January, 2021 in respect of the calendar year 2020, it said. The officers need not send a hard copy either to their cadre or to the DoPT, the order said.
“I would, therefore, request you to kindly issue necessary instructions to all IAS officers working in your Ministry and its various departments to ensure that they submit their IPRs for the year 2020 (as on 01.01.2021) online in the IPR module, as per the prescribed timeline,” it told secretaries of all Central Government departments and Chief Secretaries of State Governments.
There are 5,205 IAS officers working across the country against the sanctioned strength of 6,715, according to DoPT data.
Four members of a single family were found unconscious on early Saturday morning after which they were shifted to hospital by police.
An official told news agency—Kashmir News Observer (KNO) that Javaid Ahmed Thoker son of Mohd Iqbal thoker, his wife and two minor children were found unconscious at their residence in Nussipora Audoora in Keegam area of Shopian district.
Accordingly locals called Shopian police and Police post Keegam who in no time evacuated then to Sub district hospital Rajpora Pulwama, he said.
He added that all are undergoing treatment at the hospital and now their condition is stable which was critical during the initial stage.
He added that they were found unconscious as family had kept gas heater on during the night.

Pressure group writes to PM, demands restoration of commission in J&K

After the abrogation of Jammu and Kashmir’s special status on 5 August 2019, seven state commissions including state women’s commission were dissolved by the Government of India.
However, a year later, the government is yet to re-establish the commission in the region leaving a population of more than twelve million in a lurch.
A year after the abolition of the Women’s commission in J&K, a pressure group based outside Kashmir who reinstated the commission in Telangana after 30 months has now written to the Prime Minister of India demanding the restoration of the women’s commission in Jammu and Kashmir amid the rise in domestic violence cases across the erstwhile state.
Danish Zahoor, head of the WomComMatters in J&K while talking to news agency—Kashmir News Observer (KNO), said that they are pleading for the restoration of women’s commission of J&K in Srinagar as violence against women has increased since Covid-19 lockdown.
“Women’s commission is purely a social institute and has nothing to do with politics. They are doing a great job especially for underprivileged women facing different issues,” Zahoor said.
Zahoor said after the abrogation of the special status of J&K, women in the valley have been left in a lurch as they can’t go to Delhi to solve their issues in National Women’s Commission.
“A single women’s police station for 10 districts can’t handle all the cases, there is a need to restore women’s commission in J&K,” he said. “Even those women who had filed cases in the commission before August 05 have also been left vulnerable as they have nowhere to go,” he said.
Zahoor said they have already written to the Prime Minister of India in this regard and are planning to file a petition as well.
Experts, activists and NGOs working on gender issues also believe the commission is an alternative for women to come forward and report violence as for many women filling a complaint at the police station is a daunting task.
As per the first phase of the 2019-20 national family health survey, almost one in three married women experience physical, emotional or sexual violence.
As per survey, only 14 percent of the women after experiencing any kind of violence have sought help, however, over 77 per cent have neither disclosed nor sought help about the violence they experienced.
Notably, after the bifurcation of the erstwhile state of J&K into two separate Union Territories (UT’s) the Women’s Commission, along with six other commissions, including those dealing with human rights, right to information (RTI), and rights of the disabled were disbanded and about 160 special laws that applied to the erstwhile state were scrapped—(KNO)
WhatsApp, the messaging platform owned by Facebook, has updated its Privacy Policy. All users received a notice, saying that the service will now be sharing user data with other Facebook companies.
This comes in stark contrast with what the company initially promised back in 2014 during the acquisition by Facebook when WhatsApp assured its goal is to know “as little as possible”. While users were able to opt out until now, starting February 8, they will have only one solution, if they don’t want their data to be owned by the parent company – uninstall the app and stop using the service.
According to a tech website gsmarena, some of the info WhatsApp is collecting and will be sharing includes location data, IP addresses, phone model, OS, battery level, signal strength, browser, mobile network, ISP, language, time zone, and even IMEI. There’s also the information about how you are messaging, calling, what groups you are attending, the Status, the profile photo, last time the you were online, etc.
WhatsApp even added a separate section called “Transactions and Payments data” specifying the platform will process additional information even for payments, made through the app. The company claims this is for analytics purposes, although it would provide its unique identifiers to other Facebook Companies.
The Home Union Home Ministry (MHA) in its annual review report termed the recently concluded District Development Council (DDC) elections as the landmark decisions and said the militancy incidents have decreased by 63.93 per cent if compared with 2019 figures.
Also, there is a decrease in fatalities of special forces personnel by 29.11 per cent.
In the annual review report, as per news agency—Kashmir News Observer (KNO), the Home Ministry said that “The number of militant incidents in 2020 (up to 15 November) decreased by 63.93 per cent as compared to the corresponding period in 2019.”
“There was also a decrease in fatalities of special forces personnel by 29.11 per cent and a decrease in casualties of civilians by 14.28 per cent in 2020 (up to 15th Nov) as compared to the corresponding period in 2019”, the report reads.
The MHA report said that one-time financial assistance of Rs. 5.5 lakh per family provided to 36,384 displaced families from PoJK and Chhamb under Prime Minister Development package.
It said that a one-time financial assistance at the rate of Rs.5.5 Lakh per family for the 5,764 families of West Pakistan Refugees (WPRs) in Jammu & Kashmir state is also be provided at par with displaced persons of PoJK and Chhamb.
The report said that GoI has taken further steps towards Integration of the new UTs with the Union.
“Adaptation of central laws and state laws in the Union Territory of Jammu & Kashmir and the Union Territory of Ladakh. Orders were notified for adaptation of 48 central laws and 167 state laws in respect of UT of J&K. Orders relating to adaptation of 44 central laws and 148 state laws in UT of Ladakh were also notified.” the annual review report said.
The report said that the Jammu and Kashmir Reorganisation (Removal of Difficulties) order, 2020 was notified on 31.03.2020.
“It removes difficulties with regard to section 75 of the Jammu and Kashmir Reorganisation Act, 2019 for administering oath to new judges appointed to the common High Court for Jammu and Kashmir and Ladakh”, it said.
“A bench of central administrative tribunal was established at Jammu on 08.06.2020”, it said.
“The Jammu and Kashmir official languages Act, 2020 was notified on 27.09.2020. The Act came into force w.e.f. 29.09.2020. Kashmiri, Dogri, Urdu, Hindi, and English have now become official languages of UT of J&K.”

21 October: Cabinet approved the extension of the Market Intervention Scheme for procurement of apples in J&K for the year 2020-21 on the same terms and condition as was done last season i.e. 2019-20.
26 September: Delegation of Ladakhi veteran leaders met Union Home Minister, Amit Shah in New Delhi.”Union Home Minister assured the delegation that the Government of India was committed to empowering the LAHDC of Leh and Kargil and would safeguard interests of the people of the UT of Ladakh. Following the assurances, the delegation agreed to withdraw its call for the boycott of the ensuing LAHDC, Leh elections,” the report said.
About the District Development Council (DDC) Elections in UT of Jammu & Kashmir MHA said that “The Government of India amended the Jammu & Kashmir Panchayati Raj Act, 1989 on 16.10.2020 to set up District Development Councils (DDCs) in each district of Jammu & Kashmir. In a landmark decision for the first time, West Pakistan’s refugees were entitled to exercise their franchise.”
“The creation of this was the last and final step in establishing a fully functional Panchayati Raj System in the Union Territory of Jammu & Kashmir as mandated under the 73rd Constitutional Amendment, 1992,” the report reads.
For the first time in history, DDC elections were held in the UT of J&K. The elections were held in eight phases from the last week of November to the third week of December.
“2,178 candidates contested for 280 constituencies. Out of a total of 58,34,458 eligible electors, 30,00,185 cast their votes accounting for a net turnout of 51.42 per cent,” the report said, while stating that it reflects the commitment of the Prime Minister of India to strengthen grassroots democracy in Jammu and Kashmir—(KNO)
