The People’s Alliance for Gupkar Declaration (PAGD) has managed to make its chairpersons in only five districts of Jammu and Kashmir despite winning highest seats in district development council elections. Chairperson and vice-chairperson have been elected in 17 districts so far while voting on three districts is yet to take place in J&K. The PAGD is an amalgam of six parties, including the National Conference and the Peoples Democratic Party which won 110 seats out of 280 seats in DDC elections followed by BJP-75, Congress-26. Under the first ever DDC polls held last year, each district was divided into 14 segments and the elected candidates are in the process of electing district chairpersons of 20 districts. However, the PAGD which was expected to make chairpersons in 13 districts with the support of Congress has suffered a massive setback. It has managed to form DDC only in five districts so far. “In Kashmir’s 10 districts, the PAGD had won maximum seats. However, independents, smaller parties Peoples Conference-led by Sajjad Lone and Jammu and Kashmir Apni-Party led by Altaf Bukhari managed to win five DDCs, leaving the PAGD in a big shock,” a National Conference leader told news agency Kashmir Indepth News Service (KINS). There were many winning candidates who contested on NC and PDP tickets but later joined Jammu Kashmir Apni Party. Apni Party won just 12 seats across J&K but formed DDCs in two districts of the valley- Srinagar and Shopian. Bukhari’s party is considered close to the centre and “B-Team” of the BJP. The Apni Party was floated last year following the abrogation of Article 370. While independents and Peoples Conference won three other districts of Kashmir-Budgam, Baramulla and Kupwara. On the other hand, BJP has won six districts of Jammu region so far including Jammu, Doda, Samba, Reasi, Kuthua and Udhampur. While independents managed to make success in Poonch district. The three districts Kishtwar, Rajouri, Ramban, where elections are yet to take place for chairpersons. Senior National Conference leader and former chief minister Omar Abdullah has alleged that money, muscle, threats and coercion were being used to facilitate horse-trading and defections. NC president Farooq Abdullah has also raised the issue in the Parliament. The NC has raised the issue of defections of elected DDC members with the Chief Election Commissioner, J&K, K. K. Sharma. Similar claims have been made by PDP president Mehbooba Mufti. (KINS)
National Conference president and Member Parliament Farooq Abdullah Monday said Centre should restore Article 370, and statehood to Jammu and Kashmir which were protecting rights of people. “We are seeking restoration of Article 370 and statehood to Jammu and Kashmir, which were protecting rights of people here. The August 5, 2019 decision has impacted all regions of J&K. It was because of Article 370 that farmers were not committing suicide here because these laws were protecting them,” Abdullah told reporters here according to news agency Kashmir Indepth News Service (KINS). “These laws (Article 370, 35-A were not for Farooq but for every citizen of Jammu, Kashmir and Ladakh.” Reacting to Union Home Minister Amit Shah’s claims that J&K is on the path of development since Article 370 was abrogated, Abdullah said, “He (Amit Shah) should listen to speech of Ghulam Nabi Azad which he made in the Raj Sabha where he said how J&K was far ahead in development than Gujarat before August 5. We are now moving backwards.” Union Home Minister has said in the Parliament, “We were asked what did we do about promises made during abrogation of Article 370. It has been 17 months since the abrogation and you are demanding an account for it. Did you bring the account of what you did for 70 years? Had you worked properly, you need not have asked us.” Speaking about recent DDC polls, the Home Minister said: “Nobody, not even our rivals can say that there was fraud or unrest during the election (DDC). Everyone voted fearlessly and peacefully. 51% votes were cast in the Panchayat elections. Jinhone Dhara 370 waapis laane ke aadhar par chunav lada tha wo saaf ho gaye saaf (Those who had fought the elections based on the issue of bringing back Article 370 have lost.)” Farooq Abdullah also claimed discrepancies in District Development Council elections. “See what happened in Budgam. In Shopian, our people were locked to ensure victory of others. But we will continue our fight against wrong doings.” About Sajad Lone-led Peoples Conference parting ways with PAGD, he said, “Sajad Lone may have certain compulsions. I can’t comment on that. We can’t stop anyone from leaving PAGD. We are not fighting for power but for certain element that want to divide the nation on the basis of religion.” (KINS)

Baramulla: Two National Conference DDC members, whom senior Congress leader Taj Mohi-ud-din allegedly pinpointed for cross voting in District Development Council (DDC) chairperson polls in Baramulla, refuted the allegations and termed it an act of maligning their image.
Speaking to media in Baramulla, DDC members Shabir Ahmad Lone and Mohammad Ismail Khan of National Conference said, “We strongly deny the allegations that we were involved in cross voting. We followed the directions of our party leadership in letter and spirit and supported PAGD candidates in DDC polls.”
“If we voted for Vice Chairman and why didn’t we vote for chairperson candidate. These are false allegations by those who themselves indulge in cross voting,” said Shabir Ahmad Lone of Nadihal Rafiabad.
They further said that they strongly negate the allegations which are baseless and far from reality as it was secret ballot so nobody can be publically blamed.
Pertinently, after major embarrassment to the People’s Alliance for Gupkar Declaration (PAGD) after its candidate lost District Development Council (DDC) chairperson polls due to cross voting in PAGD camp, allegations by senior Congress leader Taj Mohi-ud-din pinpointing the two National Conference DDC members for cross voting snowballed another controversy in PAGD camp.
Safeena Baig, an independent candidate backed by Peoples Conference and others, won the election for the post of chairperson of district development council (DDC) Baramulla while Sonullah Parrey of PC bagged the position of deputy chairperson.
In Baramulla DDC, which was reserved for women, Peoples Conference and independents had won three seats each while, NC, PDP, Congress and JKAP and won two seats each. Safina, who had got support of two members of JKAP and 3 members of PC, secured 10 votes as against four votes of PDP’s Qurat-ul-Bashir.
Due to cross-voting from Gupkar Alliance-Congress camp, Safina secured more votes. Surprisingly, for the vice chairman’s post there was no cross-voting as PC’s Sonaullah Parray and Independent Irfan Hafiz Lone secured seven votes each and Parray was declared winner after a draw of lots.
“Some people are saying that property tax will be levied from people of J&K. I am telling you clearly that no such tax would be levied in by the UT administration,” LG Manoj Sinha had said while addressing people in Baramulla district last year.

Srinagar, Feb 15 : The administration of Jammu & Kashmir has ordered that the value of land notified in terms of Jammu & Kashmir Preparation and Revision of Market Value Guideline Rules, 2011 should adequately factored while determining the property tax.
In a notification, a copy of which is in possession of SNS Kashmir , the Housing & Urban Development Department has ordered that the value of land notified is adequately factored in while determining the unit area values for levy of property tax under different laws.
“In exercise of the powers conferred by the Jammu & Kashmir Property Tax Board Act, 2013, the Jammu & Kashmir Municipal Act, 2000, and the Jammu & Kashmir Municipal Corporation Act,2000, the Government hereby direct that for the levy of property tax on any land or building, the value of land as notified in terms of Jammu & Kashmir Preparation and Revision of Market Value Guideline Rules, 2011(circle rate) shall be a key determinant of the value of the property apart from the nature of construction, the kind of use, the age of the property, or any other relevant consideration,” reads the notification.
“The Property Tax Board, or as the case may be, the Municipal Corporation, Council or Committee concerned shall ensure that the value of land so notified is adequately factored in while determining the unit area values for levy of property tax under the aforesaid Acts,” the notice further informed.
It is worthwhile to mention that J&K Lieutenant Governor Manoj Sinha had last year said that the UT administration would not impose any property tax from the people in Jammu and Kashmir.
“Some people are saying that property tax will be levied from people of J&K. I am telling you clearly that no such tax would be levied in by the UT administration,” Sinha had said while addressing people in Baramulla district.
Sinha, however, said that nobody should have objection if elected representatives will take any decision for increasing facilities for general public
