Government simplifies business establishment process; Opens Door for Investors with Ambitious Business Reforms

Government eliminates requirement of fifteen NoCs as a prerequisite to setting up industry, introduces Single Window System

JAMMU, FEBRUARY 14:

In a bold move to revive the business sector and boost investor confidence with a business-friendly environment, the Administrative Council (AC), which met under the Chairmanship of Lieutenant Governor, Manoj Sinha on Saturday approved a series of measures for simplifying business establishment process.

As per the decision, the pre-requisite No Objection Certificates (NoCs) /Approvals have been relaxed for setting up of a business unit. The Udyog Aadhar Memorandum as per the condition of the Government of India shall be the only requirement for a business unit to be set-up.

Earlier, as many as fifteen NoCs/Clearances were required for a business unit to establish, which have now been reduced to a bare minimum. These bare minimum NoCs/Approvals shall be required subsequently, for which two sets of Single Window Committees have been established – One for business units coming up within Industrial Estates and another Committee for Units outside the Industrial Estates.

These Committees shall ensure time-bound issuance of the NoCs/Approvals pertaining to Power Connection, Water Connection, Building Plan, etc, as per specified timelines on case to case basis.

Further, a Divisional Level Committee has been approved, which shall periodically monitor the working of the above Committees and address issues, if any, related to issuance of NoCs/Approvals.

No prerequisite approvals shall be required as a general rule except for NoCs/ Approvals from departments like Pollution Control Board (CTE/CTO), NoC from Fire and Emergency Department, Change of Land Use from Revenue Department, etc wherever applicable.

Lt Governor, Manoj Sinha said that consistent policy actions are being taken to encourage large scale investment, innovation, restoring Jammu Kashmir’s advantage in resources and skilled workforce to create a business-friendly environment and drive economic growth.

“The recent decisions taken by the government in business sector including new Industrial Developmental Scheme will give a fillip to Jammu & Kashmir’s economy. These ambitious structural reforms will not only improve the J&K’s ranking in the Ease of Doing Business Index but also create an unshakeable foundation for business entities, industries planning to invest in the Union Territory,” the Lt Governor observed.

The UT government is consistently making efforts with reforms, and soon planning to launch end-to-end online services for the businesses. The regulations are being made simpler and business-friendly by the government.

The government of India had last month approved a new Industrial Developmental Scheme with an outlay of Rs. 28,400 crore to give a major push to the economy of the region and providing huge employment opportunities to the people. The scheme is being implemented with the vision that industry and service led development of J&K needs to be given a fresh thrust with emphasis on job creation, skill development, and sustainable development by attracting new investment and nurturing the existing ones.

The new Industrial Developmental Scheme will provide major support to local industry, besides creation of new business opportunities. The scheme aims to take industrial development to the block level in the UT of J&K, which is for first time in any Industrial Incentive Scheme of the Government of India and attempts for a more sustained and balanced industrial growth in the entire UT.

The new Industrial Developmental Scheme has been simplified on the lines of Ease of Doing Business by bringing GST Linked Incentive that will ensure less compliance burden without compromising on transparency. The scheme is made attractive for both smaller and larger units. Smaller units with an investment in plant & machinery upto Rs. 50 crore will get a capital incentive upto Rs. 7.5 crore and capital interest subvention at the rate of 6% for a maximum of 07 years.

Pertinently, during the launch of the new Industrial Developmental Scheme, the Lt Governor had promised that the implementation of the new scheme would be done in a manner that is friendly and hassle-free to the investors and it would be ensured that entrepreneurs from within J&K and outside find a smooth and progressive ecosystem for their business plans.(GNS)

Post Pulwama attack, we made strategic changes to ensure safe passage of convoys on highway, says IG CRPF

SRINAGAR, FEBRUARY 14 :

The Inspector General Central Reserve Police Force, Deepak Ratan on Sunday said that, over the past two years after a dreaded attack on a CRPF convoy in Lethpora area of south Kashmir’s Pulwama district, a lot changes have been made in CRPF including the SOPs, equipment and training. 

According to the news agency—Kashmir News Observer (KNO), the IG CRPF while paying rich tributes to 40 Jawans, who were killed in the dreaded attack on this day in 2019 in Lethpora area, told reporters that there have been a lot of changes in the CRPF since then.

He said that over the past two years there have been a lot of changes in the SOPs, available equipment and training. “We have modified and amended the mode of training in such a way that if there is any contingency or on being challenged by the militants, they will be given a befitting reply,” he said.

In  reply to a question, Ratan said that to ensure safe passage of the convoy movement on the highway they have provided training to the road opening party (ROP) on modern lines and have framed new SOPs.

He said that in order to prevent such attacks in the future that ensure that the movement of traffic on the road during convoy is controlled, convoy limits have also been contained as lot of movement of Jawans is being carried out via air traffic and mostly movement of stores is being carried out through convoy.

He said that to prevent such incidents in the future and to minimize possibility of such attacks, a lot of precautions are being taken by the CRPF.

In reply to another question, IG said that CCTV cameras have been installed at various points on the highway and drone surveillance is also being carried and generally movement of convey is being done in bulletproof bunkers.

He also said that they are proud of the sacrifices made by the CRPF Jawans during the attack on the convoy in Lethpora and not only CRPF but whole nation stands by the families of those Jawans who were killed in the attack—(KNO)

Election for DDC Chairperson, Vice-chairperson Conducted Smoothly in Baramulla

The election for the office bearers of District Development Council (DDC) Baramulla was today conducted smoothly in which independent DDC Member from Wagoora Constituency, Safina Beigh was elected as the DDC Chairperson. The elected chairperson secured 10 votes out of 14 DDC votes while her nearest rival Qurat Bashir, a PAGD candidate secured only 04 votes.

Moreover, DDC Member from Pattan Constituency Sanuallah Parray has been elected as the Vice Chairperson. However, both Sanaullah Parray and his rival Irfan Hafeez Lone, an independent DDC Member from Sangrama Constituency, secured equal number of votes and the election ended in a tie. To resolve the matter under Extant Rules, a draw of Lots was done in which Sanuallah Parray was selected as the vice chairperson.

Meanwhile, District Election Officer Baramulla Mohammad Aijaz Asad administered oath to the newly elected Chairperson and vice-chairperson.

It is worth here to mention that meeting for the said election was earlier scheduled on 08th of this month which was adjourned by the District Election Officer due to lack of the prescribed quorum.

 The Jammu and Kashmir National Conference Member of Parliament (Retd) Justice Hasnain Masoodi on Saturday impressed upon the government of India to respect the democratic aspirations of the people of Jammu and Kashmir by realizing the ground realities.

Expressing concern over the discrimination being meted out to the people of Jammu and Kashmir, Party’s Member of Parliament Hassnain Masoodi said that there can be no trade-off between the peoples’ political aspirations and development.

He said that various states enjoy special provisions; there is a common thread between these special provisions in terms of   respecting the political aspirations of the people. “It was the special provision to Jammu and Kashmir in the shape of Articles 370, 35-A that was sore in the eye of the ruling BJP.  There are states within the union of India, in particular the north eastern ones, which have been provided with far more stronger constitutional safeguards. Even the Prime minister of the country cannot buy land there. The degree of autonomy the state of Jammu and Kashmir enjoyed, was far less than the one being enjoyed by the various north eastern states, where no citizen of the country can visit without acquiring an inner line permit, a perquisite document issued by the concerned state government to allow inward travel of an Indian citizen into those areas for a limited period. It is obligatory for Indian citizens from outside those states to obtain a permit for entering into the protected state. What the present government is doing in the north east has stripped the degree of autonomy enjoyed by J&k.  Why is BJP unconcerned about “one nation, one law” when it comes to the north east; why is J&K only being discriminated against? When it comes to J&K why is a different yardstick employed by the GOI? Are our people less of mortals; even today a Kashmir Engineer Bashir Ahmed Zargar lost his life in the line of duty in Uttarakhand. Why are different standards being employed by GOI in its dealing with the people of Kashmir, such disposition reek of inequity,” he said.

 He cautioned the GOI against widening the gulf between Jammu and Kashmir and the rest of the country and said that the people of J&K have always stood with the country and that it was the ruling BJP which was pushing them away. He said the GOI’s policy towards Jammu and Kashmir must encapsulate all dimensions with peace building efforts at the heart of it.

Necessitating on the actualization of political aspirations of the people of Jammu and Kashmir, he said the unilateral measures undertaken by the GOI should be repealed. The GOI should without any further holdup repeal all the constitutionally suspect laws, ordinances, notifications with regard to Jammu and Kashmir, he said. (KNS)

Will give statehood at appropriate time: HM

SRINAGAR, FEBRUARY 13 :

Union Home Minister Amit Shah on Saturday reiterated that his government is determined to give full statehood to Jammu and Kashmir at an appropriate time.

He requested the political parties to understand the situation of the erstwhile state which was bifurcated into two Union Territories– J&k with a legislative and Ladakh without one.

“Jammu and Kashmir will be given statehood at an appropriate time…Please understand the situation of the Union Territory and avoid to give any speech that misguides the people of J&K,” Shah said while speaking in the Lok Sabha.

While delivering a speech to support the Jammu and Kashmir Reorganisation (Amendment) Bill, 2021, which seeks to replace an ordinance to merge the Jammu and Kashmir cadre of civil services officers with the Arunachal Pradesh, Goa, Mizoram Union Territory (AGMUT) cadre, the Minister clarified that the Bill has nothing to do with the statehood of Jammu and Kashmir.

“We will give statehood. I have already said that it is a temporary system.”

Reacting to the opposition’s question about what happened in 17 months in J&K after withdrawal of Article 370, the Minister questioned “what about your 70 years rule, if your are asking about our work?.”

“They should first think about themselves before asking me this question,” he said.

Giving account of the Central government’s work in Jammu and Kashmir, the Minister said it had established Panchayati Raj in the Union Territory with 51.7 per cent voting without firing any single bullet. He later listed steps taken so far for the welfare of people in Jammu and Kashmir.

The Minister further said: “Jammu and Kashmir is in our hearts.”

On a question about the Supreme Court’s opinion on holding a hearing on repeal of Article 370 from Jammu and Kashmir on August 5, 2019 after which the region was bifurcated into two UTs, Shah said: “We are ready with our logic behind our step… but where is the Congress?”

“It doesn’t mean that we will not do anything for the welfare of Jammu and Kashmir untill the Supreme Court starts its hearing on the matter. What kind of argument is it?”

Regarding the restriction on 2G and 4G services in Jammu and Kashmir, the Minister said, “This is not the time of the UPA, this is the Modi government. The restriction on 2G and 4G was to avoid spread of rumours.”

Earlier, introducing the Jammu and Kashmir Reorganisation (Amendment) Bill, 2021, Minister of State for Home Affairs G. Kishan Reddy said the government was working to take Jammu and Kashmir on the path to development.(KNS)

He said around 170 central laws are being implemented in Jammu and Kashmir after abrogation of Article 370 of the Constitution that gave a special status to the erstwhile state. (KNS)

Director Agriculture Kashmir Chowdhary Mohammad Iqbal convened a review meeting of officers of district Baramulla.  
 
The meeting reviewed the physical and financial achievements of Centrally Sponsored Schemes and Capex budget. While speaking on the occasion Director Agriculture stressed upon the officers of the department to work in a mission mode for achieving 100% target both physical and financial under Capex as well as Centrally Sponsored schemes with in stipulated time. He directed Officers that all the initiatives taken by the department must be farmer centric and the commitment to satisfy the farming community. He directed the participating officers to ensure that the budgetary allocations to their respective sub-divisions under different schemes and projects should be utilized judiciously.
 
Speaking on the occasion Director impressed upon the officers to play a pro-active role in the execution of different schemes and programmes. He directed to establish monitoring and vigilance committees at village level to monitor and verify the proceedings and progress on the ground level, so that accountability and transparency should be maintained in the implementation of different schemes.
 
He reiterated the officers for maintaining documentation besides pre and post-photographic evidence of each activity conducted by the department.
 
Chowdhary said need of the hour is to identify and explore Agri-based sectors to harness the impact in terms of economy and employment. 
 
Iqbal stressed upon the officers to depute field functionaries on the regular field visits to their respective jurisdictions for awareness generation among the farming community regarding latest technological interventions.
 
Regarding Apiculture and Mushroom sectors Director emphasized on the fact that Baramulla District is having a lot of potential for development of these two sectors and stressed upon the officers involved with these schemes to take the farmers involved with these schemes on board to take these two sectors to new heights. He said that the department will provide special funds for creating mushroom villages.
 
Director instructed the officers of the district for effective work culture and asked the employees to work with full dedication, discipline and professionalism.

Boniyar Police Organise Police Community Partnership Group (PCPG) meeting at Trikanjan

As a part of public outreach programme, Police Community Partnership Group (PCPG) meeting was organised by Boniyar Police at Village Trikanjan while following social distancing norms and other protocols.

During the meeting, the participants raised various issues particularly drug menace. The chairing officer assured the participants that police will on priority address the drug mence and the issues pertaining to civil administration will be taken up with the concerned departments for their early redressal.

Deputy Commissioner Baramulla Mohammad Aijaz Asad today convened an interactive session with the media persons in which prominent media persons from across the district participated. The session was conducted with the media fraternity to evoke feedback and suggestions on various development related aspects.

At the outset, District Information Officer Baramulla Mudassir Hussain gave a brief appraisal about the functioning and other related aspects.

Speaking on the occasion, DC observed that media has a very positive and constructive role in delivering good governance by projecting and highlighting various public issues appropriately. He said that journalism is a sensitive sector and there is a need to mantain its sanctity and uphold its objectivity.

Meanwhile, the representative of the press forum briefed the DC about the difficulties they are facing while covering events at ground level. They also put forth their demands which includes establishment of press club at district headquarter, accreditation of local journalists, streamlining of media  functioning. Moreover, they also demanded the upgradation of basic infrastructure in Information department for their convenience.

DC gave a patient hearing of all their demands and assured that their genuine demands shall be redressed on priority. He directed the DIO to mantain a close liason with the journalists besides termed them as a bridge between the administration and the people at large. He said that insurance coverage for all the media persons and establishment of press club shall be taken on priority.

Complimenting the media persons for expressing their positive gesture, DC added that maintaining the freedom of press is essentially important and urged upon them to strive for improving the standard of journalism by reporting objectively. ‘22-48’ Service norms, a move to suppress JK Employees: JKCSF

Jammu & Kashmir Civil Society Forum has rejected any moves of suppression on the employees of Jand K. JKCSF has expressed anxious concern over the government’s move asking the Deputy Commissioners of Kashmir districts the details of the employees who have attained 48 years of age or have completed 22 years of service within five days, Vide letter by Private Secretary to Divisional Commissioner, Fayaz A. Khan under number DivCom/PS/Misc/2020/3126, dated 12-02-2021 directed the DCs to submit the details of the employees who have attained 48 years of age or have completed 22 years of service or more (as on ending December 2021).

JKCSF Chairman, Abdul Qayoom Wani referring to the format that according to the government criterion should qualify an employee not to fall in the forced retirement or to be called as ‘dead wood’, called the format as the ‘nightmare’ on the rights of the employees who had have served the public for 22 years or upto the age of 48 years despite all ills and odds of his personal life.

Wani said that JKCSF was not satisfied with the clearance of the govt that this development was not new but already in the service rules of J and K. “The service rules have been already governing the work culture and performance of an employee and in case of any faults there are scheduled and prescribed disciplinary actions ranging from least show-cause notices to the harshest termination from the service. There was no scope for incorporating any such rules that discourage and undermine the four and a half lakh employees of J and K collectively” Wani said.

“Employees were not robots but human beings with aspirations and emotions, and to err is human is a universal phenomenon. The way govt, has devised the performance measuring format of employees, in strict sense, only mindless objects can pass the test not the employees who are human beings and have rights” Wani added

Wani said the format that format been devised for the performance of an employee and that JKCSF analyzed is contents and found it a movement to weaken the constitutional provisions of employees for fighting for their rights in the form of Trade Unions or in other democratic shapes and also an onslaught on the self-esteem of an employee who is an individual of his society.

JKCSF urged the Govt to roll back the order and let the employees breathe in a fear-free atmosphere under the supervision of already governing service rules in Vogue.JKCSF chairman Ab Qayoom wani assured five lakh employees of j and k and their entire leadership for full support against any move of govt to suppress employes voice which we have nourished by our sweat and blood during our trade union tenure.

Baramulla 13 February:-Safeena Beigh independent candidate won chairperson polls in  Baramulla and become DDC chairperson

The election for DDC chairperson was adjourned in Baramulla on February 08 due to lack of quorum.

Safeena Beigh wife of former Deputy chief minister Muzafar hussain beigh get votes from Jammu and Kashmir People’s Conference, and two Apni Party councillors for the chairperson post, and one independent candidate also joined hands.

Meanwhile DDC member Sonawallah Parray a People’s. Confrence leader on Saturday got elected as the Vice chairman for district Baramulla an official in the DC office Baramulla announced.

Parray and Irfan Hafiz Lone an independent DDC member were also in the fray for the post of VC for DDC Baramulla.

 Both the candidates got seven votes each.

And there was draw in which sonnullah Parry of PC won And become vice chairman.
